    Concept
    • A court may impose the condition for a defendant to
    stay out of the Order Out Corridor (“Corridor”), or a
    particular portion, up to one year, due to:
    • Suspension of all or part of a sentence for a
    conviction of any criminal offense;
    • Deferred adjudication of guilt upon a plea of
    guilty or no contest to any criminal offense; or
    • Withholding the imposition of a sentence or
    deferring adjudication of guilt for any criminal
    offense if the circumstances warrant.
    Exemptions
    • Upon judicial inquiry, the court may grant access to the Corridor
    as it deems reasonable, if a defendant:
    • Works or resides within it; or
    • Conducts one of the following activities within the Corridor:
    • Seeks medical services;
    • Accesses federal, state and local social services;
    • Attends religious services;
    • Uses public transportation; or
    • Requires legal services or appearances.
    • The order must be carried at all times within the Corridor.

    • Currently Municipal Court judges may impose
    an order out in the Corridor for:
    • Drug activity (enacted 1998)
    • Prostitution (enacted 1996)
    • This proposal allows Municipal Court judges to
    impose an order out for any misdemeanor
    perpetrated within the Corridor
    Clark County’s Order Out Ordinance
    • August 2, 2022: Clark County unanimously amended its
    Order Out Ordinance, which is the basis of the City’s current
    proposal.
    Metro’s Statistics
    Metro Key Findings
    • Disorder calls for service (CFS) are down in the Order Out boundary and the Tourist
    Corridor compared to last year, ‐18.6% and ‐27.0% respectively.

    • Driving factor in both areas are Other Disturbance calls; the Order Out boundary had
    4,562 CFS down ‐23.6% from 5,975 CFS (2022), and Tourist Corridor had 2,883 CFS down
    ‐32.7% from 4,284 CFS (2022).

    • Subjects arrested for active warrants increased (2022) by 38.3% in the Order Out
    boundary and 17.1% in the Tourist Corridor only.

    • People crimes are down by ‐27.8% in the Order Out boundary, and ‐30.4% in the Tourist
    Corridor.

    • Property crimes are down year to date compared to last year. Order Out boundary is
    down ‐19.0%, and down ‐22.8% in the Tourist Corridor.

    • There are currently 1,199 subjects with an Order Out stipulation.

    • 42 subjects have violated their Order Out two (2) or more times, and of those, seven (7)
    have violated their Order Out three (3) or more times. Four (4) of the 42 subjects are
    registered felons.
