A. RATIONALE

Barangay Disaster Risk Reduction and Management Committee (BDRRMC) - San Miguel is
serious in its functionality, not just in documentation but in its actual functionality. It has been the
desire of the BDRRMC to produce well-trained emergency volunteer workers --- first aiders,
responders, and rescuers. She sees it fit to provide for the volunteers basic skills for the purpose.

The Sangguniang Kabataan, on the other hand, sees it as a necessity to train youth in this
field believing that they are to be the future leaders of the community, in particular. What better way to
train them to become useful and responsible leaders of tomorrow than by entrusting them
responsibilities equivalent to the skills taught them today. For the youth to participate in skills training
is for them to as well learn to love volunteer work for their community.

Barangay Disaster Risk Reduction and Management Training is a need for BDRRMC – San
Miguel. She sees it fit to have a basic life support skills training for first time participants and to
provide refreshers training for existing responders. It will be a venue whereby each member of the
BDRRMC gets serious in the performance of the duties and responsibilities tasked to him/her. After
all, being an emergency volunteer worker means saving or losing life both of the victim and the
responder. It is the desire of the BDRRMC – San Miguel to have practical knowledge in managing
disasters and reducing risks thereof by producing a manageable and knowledgeable volunteers, in
particular, and community members, in general.

It is expected that after the training, many new faces will be added to the list of emergency
responders in the barangay; that many a youth will come out of the shell and have themselves
enlisted for the purpose.

B. GOALS
1. Capacitate BDRRMC members with skills on disaster management.
2. Provide all responders with practical knowledge on rescue protocol and safety skills.
3. Prepare volunteers for disaster management.
4. Awaken spirit of volunteerism among youth.
C. METHODOLOGY

- Registration 8:00 a.m. – 9:00 a.m.
- Training Preliminaries 9:00 a.m. – 10:00 a.m.
- TRAINING PROPER
o HANDS-ONLY CPR 10:00 a.m. – 12:00 p.m.
o Basic Life Support
 Bandaging & Carries 1:00 p.m. – 3:00 p.m.
 Hailing (Landslide SAR) 3:00 p.m. – 4:30 p.m.
 Refreshers Training for 6:00 p.m. – 6:30 p.m.
BPATS
 Simulation Exercises 6:30 p.m. – 7:00 p.m.
