administration to include over 20 years as the Chief Information Officer (CIO). I have
also served as Deputy City Administrator for ten years and Interim Administrator for one
year, in which, I have successfully managed city departments, balanced budgets, built
successful teams and worked closely with elected officials to implement policies that
benefit citizens.

plans that address the unique needs and challenges of an organization, as well as, a
community. I have been recognized for numerous performance awards and community
initiatives.

PROFESSIONAL EXPERIENCE

City of Augusta Government, Augusta, GA November 2014 to Present


Chief Information Officer

Directs the overall planning, operation, and administration of the Information Technology Department
to include goals and objectives, priorities, policies, procedures and standards for a staff consisting of
over 50 employees. Manages and operates an Operating Budget of approximately $6M and a Capital
& SPLOST Budget of over $20M. Responsible for all aspects of strategic technology planning,
implementation and support for the technology needs of over 2800 government employees, over 6000
devices and over 150 locations throughout the city.
► Presented the Information Technology 3-Year Strategic Plan to the governing body to address
the technology needs for the city from 2023 - 2025
► Overseeing the implementation of Augusta's Land Mobile Radio System (LMRS) project
estimated at $15M.
► Partnering with various departments to develop continuous improvement and business
processes by utilizing technology.
► Continuing to advocate community involvement by implementing Augusta's Cyber & Robotics
Summer Camp to offer Augusta's youth valuable exposure and training in technology.

Interim City Administrator

Managed the day-to-day operations of the city government to include over 2700 employees and an
annual budget to exceed $720M. Advised Mayor and Commission on financial conditions and future
needs of the government and made recommendations. Established comprehensive, efficient, and
professional systems of financial planning and control, personnel management, training, compensation,
purchasing, inventory control, strategic planning and citizen engagement. Prepared, submitted, and
executed the proposed budget.
► Developed the City's 2015 Annual Budget which exceeded $720M and balanced for the first
time in over 5 years without going into the city's reserve funds, while providing our public
safety sector with a salary increase and the remaining employees with a cost of living
adjustment.
► Provided hands on coordination and established a strong team to address the clean-up needs
resulting from Augusta's worst snow and ice storms, which resulted in an estimated $17.5M
damage and communication with the Federal Emergency Management Association (FEMA) &
Georgia Emergency Management Association (GEMA).
► Established Augusta Citizen Survey to promote citizen engagement with the city government.
► Facilitated the Mayor and Commission Retreat and established goals for the respective
departments.
► Established and implemented specifications for government wide organizational reviews.
► Developed and implemented a Department Directors training program to promote continuous
process improvements.

Deputy Administrator (Dual Role as Chief Information Officer)

Assisted the City Administrator in managing the day-to-day operations of the city government to
include over 2700 employees and an annual budget to exceed $700M. Planned, organized, controlled,
and reviewed the major division of the Administrator's Office. Engaged in assisting in budget and
analytical support for the Administrator and Commission. Directly supervised and provided support
for the following departments: License & Inspections, Planning & Development, Housing &
Community Development Procurement, Human Resources Transportation, 311, and other special
projects that were assigned.
► Provided assistance in developing a reorganization plan of the city government to streamline
the organization. This provided improved efficiency and effectiveness in meeting the needs of
the citizens. Phase I of this project saved over $2M.
► Developed and implemented the successful reorganization of the Housing and Community
Development Department for improved operating efficiencies - and federal government
mandates.
► Facilitated the execution of Standard Operating Procedure Manuals for governmental
departments.
► Developed and implemented citizen awareness programs to include the city's annual report,
Focus Forward.
► Implemented the Augusta Government Leadership Program (AGLP) to improve leadership
effectiveness by developing the knowledge, skills and abilities of Augusta employees.

► Developed and implemented a plan to establish a 311 Program to improve the service levels
and customer service to the citizens.
► Expanded the city's Employee Incentive Program, to include an Annual Retiree Banquet at no
cost to the city.

Chief Information Officer

over 6000 devices and over 150 locations throughout the city. Engineered the improvement of
Information Technology's performance and service levels.
► Developed a high performance customer service driven team, which has been recognized with
numerous awards to include: Ranked in the top 10 for over eight years for Digital Cities
Award an annual recipient of the A+ Sunny Award for Government Website Transparency and
recipient of the Special Achievement Award in GIS Award (SAG).
► Establishes the vision to promote and identify the annual technology programs for the city.
► Recruits, develops, motivates and retains a diverse staff that delivers results and savings.
► Developed and implemented performance measures to outline the annual goals of the
department.
► Developed an annual technology retreat for continuous improvement of staff and
organizational development.
► Created the in-house Application Development Division of Information Technology that
provided a significant cost savings to the City of Augusta.
► Created the Information Technology Help Desk, which improved customer service to all
customers of Information Technology, including employees and citizens. This increased
customer satisfaction to its current rating of 98%.
► Developed technology strategy and initiatives aligned with the city's vision, goals and
objectives.
► Established controls and reporting requirements to implement technology best practices and
measure performance.
► Implemented various team-building exercises to improve departmental performance.
► Implemented outreach programs to promote technology within our community such as Camp
Data, a technology camp offered in the summer for the youth and a Cyber & Robotics Camp
for middle grade students.

Applications Manager

Managed and directed the Application Division of the Information Technology Department. This
division consisted of a staff of twelve personnel that was responsible for project management, business
process analysis, in-house application systems development, Geographical Information Systems and
daily support of all software applications utilized by the City of Augusta. Responsible for defining
project budgets and cost management, as well as negotiating contracts with software vendors and
service providers. Also responsible for creating strategic plans that streamlined and improved project

implementation throughout the entire software life cycle. Developed, modified and improved the
standards for which the system development personnel operated.
► Managed the implementation of the citywide Financial Application ERP System. (This system
included Finance, Procurement, Payroll, Human Resources, etc.)
► Implemented the Utility Billing System, which billed over 70,000 commercial and residential
customers.
► Responsible for Y2K compliance of all software applications.
► Developed a Standards Committee to present best practices for application implementation.
► Formed Special Task Groups to initiate improved relations and foster teamwork.

Held a series of computer oriented positions with the City of Augusta from 1995 to 1998 to include the
positions of Project Manager, Application Developer/Programmer and Computer Operator.
