1.0 PURPOSE
The objective of this method statement is to determine the installation method and sequence
of the testing & commissioning of the Cold Water Plumbing Services in according to project
specification.

2.0 SCOPE

The testing and commissioning for the Cold Water Plumbing Services as listed below:

The works consist of the following sequences:-

7 .1.1 Functiong Test - Testing of Cold Water Points and Flushing of the Cold Water
System

After the completion of installation sanitary wares and fittings. Final inspection of all the cold
water points like taps, basin, handbidet etc. will be carried out to ensure the water supply
pressure and flow are acceptable. The cold water dropper and distribution piping will be flushed
clean before doing the point testing.

All the cold water points shall be tested and checked by all parties which the flow rate of cold
water points were within 4-6 litres/minute. The result will be recorded accordingly and
witnessed by Main Contractor, Consultant, etc.

Based on Figure 7.1.1.2, the minimum pressure that by every toilet for sanitary fitting should
not less be than 1 bar and for maximum pressure should be not more than 4 bar. As for PNB
118's project, the range for pressure rate for water supply at every floor will be at 2 bar - 5.50
bar.

7.1.1.1 Testing and Commissioning Error and Trouble Shooting


i. Pipe leak.
If there is any pipe leakage occurred, locate the nearest isolation valve and shut it off
immediately to prevent any further damages on the finishes. Investigate the pipework
carefully to identify the leakage area on the pipework. Repair the pipework
accordingly.

Procedure to fix water pipe leaks (Stainless Steel Hoto Pipe)

1. Shut off the valve that controls water flow (Main Water Supply Valve)
2. Cut open the wall (hacking)
3. Cut the pipes to measured the length and mark pipes
4. Insert the pipe into the joint until insertion mark.
5. Set the curt portion of the joint to the gutter jaw. Start pressing until both sides
of the jarw touch and slight shock of the motor is felt using Hoto compression
tool
6. Repair the wall

ii. High Pressure of Water.


If notice high pressure of water supply, locate the Pressure Reducing Valve
(PRV) station and check the downstream pressure setting of the valve and
adjusting the adjustable screw of PRV and observe the pressure using pressure gauge
(inlet) which located before PRVand pressure gauge (outlet) to make sure the pressure
according to downstream pressure standard of the building The downstream pressure
shall within 1 bar to 2 bar depends on the design . The table below shows location of
pressure by floor which located PRV in Domestic Cold Water Riser Diagram Overview.

From Table 7.1.1-2 above, PRV location will be determined and indicate based on water
pressure requirement. As mentioned above, water pressure requirement for each floor for PNB
118's Project will be within 2 bar- 5.5 bar. For example, water pressure at Level 22 at 5.4 bar
which already near the range of maximum water pressure, so we decided to put PRV at Level
21 to reduce the water pressure which the PRV will be set at 2.5 bar by control the flow rate.

7.1.2 Testing and Commissioning of Pumpset (Cold Water Pumps & Variable Speed
Booster Pumpsets)

Upon the availability of permanent water supply and electrical power supply, we will
arrange to conduct the testing & commissioning of the pumpsets. The testing and
commissioning of the pumpsets shall be carried out by the technicians from the pump
supplier. A pre-commissioning check will be carried out prior to actual
commissioning. The testing and commissioning procedures for pumpsets is listed
below:

1. Physical inspection of all piping and electrical shall be tested along with BMS
interfaces.

2. Insulation test for starter panel and power cabling

3. Check electrical supply (voltage, frequency etc.)

4. Check rotation of pump

5. Check the cleanliness of the strainer by removing the basket of the strainer.

During pump commissioning, the following information will be observed and recorded.

1. Starting amps

2. Running amps

3. Pressure at pressure gauge

4. Setting for thermal overload

5. The following information to be recorded in the inspection check list:

a) Manufacturer, model and size

b) Flow rate (1/s) - Design vs Actual

c) Total head (m) at shut off

d) Pump speed (RPM)

e) Setting of thermal overload rating to be specified.

f) Motor (KW) rating

g) Breaker rating

h) Motors rotation

6. Pump localize interlocking test i.e. tank electrode, auto/ manual selector switch, etc.

All the testing result will be recorded accordingly and witnessed by the Main
Contractor, Consultants, etc. The interfacing test with BMS system will be conducted
separately with BMS contractor with BMS approved 10 Point List.

The distribution tank from Basement 3 will transfer to Level 42, Level 77 and Level 113
by transferring pipe. When the water fill up tank Level 42, Level 77 and Level 113, there
were electrode sensor will send the signal to the the pump and control panel. If the water
level at tank Level 42 at high level, the non-mudalting valve will cut off the water supply.

Hydro pneumatic tank delivers water within selected pressure range so that pump is not
continuously running which prevent pump from minor call for water from the distribution
system to minimize water hammer. Pressure setting for hydro-pneumatic tank should
be within 10% of HDGI water tank pressure setting. If pressure control switch set to cut
in at 30 psi then the pressure tank should be set at 28 psi to avoid any damages.

7.1.2.1 Testing and Commissioning Error and Trouble Shooting

i. Pipe leak.
If there is any pipe leakage occurred, locate the nearest isolation valve and shut
it off immediately to prevent any further damages on the finishes. Investigate the
pipework carefully to identify the damaged area on the pipework. Repair the
pipework accordingly.

ii. Electricity Shock


If there is any electricity shock occurred, immediately turn off the main power
supply to prevent any further injuries. Investigate the cable carefully to identify the
root cause and repair the defects accordingly.

iii. Abnormal noise from the system


If there is any abnormal noise from the system, immediately turn off the main
power supply to prevent any further injuries. Inform the pump supplier to
investigate the system carefully to identify the root cause and repair the defects
accordingly.

7.1.3 Testing and Commissioning of Automatic Back Wash Filter

Upon the availability of permanent water supply and electrical power supply, the testing
& commissioning for the cold water treatment plant will be carried out. All the testing &
commissioing for Automatic Back Wash Filter will be conducted by the specialist from the
manufacturer.

The testing procedure for this equipment is listed as follow:

1. Physical inspection of all piping and electrical cabling works.


2. Test the pressure intake and outlet of the high flow filter system.
3. Make sure that the pressure will be at range 4-7 bar.
4. Take the water sample before and after of the sand media filter to check pH value (6-8) of
the water to make sure functionality of the filter.

All the testing result will be recorded accordingly and witnessed by the Main Contractor,
Consultants, etc.

7.1.4 Testing & Commissioning of HDGI Water Tanks

Upon the availability of permanent water supply, the testing & commissioning for the FRP/

HDGI water tanks will be carried out only after ponding test (to applicable tanks).

The testing procedure for this equipment is listed as follow:

1. Filled in the water tank progressively.

2. Monitor the water level of the water tank.

3. Visible inspection on all the joint area to check whether got any leaking from the tank.

4. Tigthen the bolts and nuts of the tank if there is any leakages encounter.

5. The surface of the laid sheet will be checked for any holes or punctures shall be repair

by patching new HOPE sheet welded by extrusion welding.

Effective capacitiy of the tanks (Hot Dipped Galvanized Iron Tank for Cold water) can be
calculated based from bottom of overflow pipe to bottom of scour pipe as effective height of the
tank multiply by width of the tank and multiply length of tank.

-All the tanks are using non-modulating valve for set tranferring the water supply from tank to
tank which not include any motorized valve in transfering pipe. Electrode sensors only using
for giving signal to the panel and send it to the pump to operate or stop based on water level
in tank. For booster system, the branch to distribute water supply to every floor will cause
pressure difference which it required motorized valve to control the flow rate of the water supply.

8.0 SAFETY AND HEALTH


8.1 Hazard Identification, Risk Assessment and Determining Control

1. Safety and health aspects shall be exercised before and when implementation of the
works and shall be in accordance to Safety and Health Plan and other relevant documents.

2. All control measures required for the activity is listed in Hazard Identification, Risk
Assessment and Determining Control (HIRADC).

8.2 Information to Personnel


1. Pre-task briefing will be conducted by the safety personnel in charge based on the control
measures detailed in the HIRADC.

2. In the event of any emergencies, the work team representative is required to immediately
contact the designated safety personnel as per the Emergency Response Preparedness and
Crisis Management Plan.

8.3 Emergency Arrangements


1. Safety and health officer shall be informed of the works to be performed and HIRADC of the
works to be carried out is established and approved.

2. Relevant personnel on site shall be briefed of the emergency contact details, response and
made reference to procedures in accordance to Emergency Response Preparedness and
Crisis Management Plan.

3. Traffic Management Plan for emergency arrangement shall be made available at suitable and
appropriate work location.

9.0 ENVIRONMENTAL ISSUES

9.1 Operation and Monitoring


Complying with all the particular requirements, statutory requirements and best industry practices
in order to preserve and take due care of the local existing environment. Environmental
Management Plan (EMP) for this package has been developed and every personnel shall comply
with the requirements as stated in the EMP.

The water resources for carry out testing and commissioning will be taken from the existing
temporary water system which is supplied by SYABAS. The water quality complies with the
National Drinking Water Quality Standards issued by Ministry of Health Malaysia (MOH).

The water used for testing and commissioning will be discharged into the permanent sanitary
plumbing system from tower and discharge to the temporary septic tank during construction period
or to the public sewer line after obtain the connection approval by the authority, IWK. For basement
discharge, the water will be discharged into the perimeter drain, flow into the sump pits and
subsequently pump out into the septic tank during construction period or to the public sewer line
after obtain the approval as per the tower.

9.2 Control Measures to be implemented


The potential environmental impacts shall be identified by the project team for all the related
activities and control measures shall be developed concurrently based on the identified impacts.
This control measures shall be implemented by the project team as to reduce or minimize the
environmental impacts to the environment and also the local public. Environmental Aspect and
Impact applies to all operations and activities, under normal conditions and reasonably foreseeable
situations.

10.0 QUALITY ASSURANCE AND QUALITY CONTROL

10.1 Contractual Requirements


1. Implementation of QAQC works shall be in accordance to Samsung C&T Corporation UEM
Construction JV (SUJV) Sdn Bhd Project Quality Plan and relevant quality system procedures.

2. The quality of works shall comply with the requirements of Material and Workmanship
Specification and other relevant documents as listed in section 3.

10.2 Inspection and Testing

1. The inspection and test plan (ITP) shall be approved by SC.The ITP details for the work shall
be referred in Appendix 11.2. Checklist shall be used during inspection at hold point as per
Appendix 11.2.

10.3 Follow up and Evaluation

1. The work shall be carried out using the inspection form/checklist attached in Appendices and
to ensure the finishing quality of work shall be acceptable by SUJV and SC or CA
representative.

2. Should there is any Non-conformity of work issued, we will respond within 7 days. Root cause
shall be determined, correction of work shall be taken immediately if possible and corrective
action shall be taken accordingly within agreed date. All NCR shall be closed within the agreed
completion date.

1 GENERAL

1.1 DESCRIPTION

A. Work of this Section shall conform to the requirements of the Contract Documents.

B. This manual, with its suggested minimum requirements and procedures, � required of each
contractor.

C. Commissioning Specialist - A trade contractor may elect to source start-up and handover by a
specialist commissioning company. In some cases, at least a portion of the commissioning work is
required to be performed by independent contractors.

1.2 WORK INCLUDED

A. Pressure testing of piping system.

B. Preliminary and final balancing of all water systems.

C. Temporary pipe connections, pipe caps, tees, valves, etc.

D. Performance testing of all system.

E. This section covers general pipe and equipment testing. Additional specific equipment tests are
covered in individual sections.

F. Operation of systems as required for testing by other divisions of this Specification.

G. Cooperate with independent agent performing inspections.

1.3 QUALITY ASSURANCE

A. During the progress of the work, make tests as specified herein and as required by authorities
having jurisdiction, including local authorities' Inspection Department or S.O. Include all qualified
personnel, equipment apparatus, and services required to perform the tests.

B. All field test instruments to have calibration certificate not more than 6 months old and issued by a
recognized independent testing authority prior to testing and/or balancing.

1.4 SUBMITTALS

A. Submit the following at least six (6) months prior to the execution of testing:

1. Complete brochure of proposed independent certified balancing firm, listing previous


installations successfully balanced, length of time in business, names and qualifications of
employees who will be assigned to the project, and list of instruments, equipment and
elapsed time schedule to be used on the project.

2. Procedures and recording forms for testing and balancing each system and each item of
equipment.

3. Documentation of instrumentation calibration including date of calibration.

B. Submit the following within (2) weeks of completion of testing and balancing.

1. Submit two (2) certified copies of each complete testing and balancing report to the S.O.
for review. Submit individual testing and balance reports for each individual system and
each pumping system within two (2) weeks after completion of the testing and balancing of
each system.

3 EXECUTION

3.1 GENERAL

A. Perform all tests required by Codes, Ordinances, and as specified herein, as well as demonstration
of operation for all equipment. Each final test to be witnessed by the S.O. Give a minimum of seven
(7) days written notice before performing tests.

B. When directed by the S.O. or when the situations of site favor tests to be carried out on complete
sections or parts as the installation work progress, such tests shall be carried out at no additional
cost. Advance notice shall be given for such tests.

C. When the installation works have been completed, preliminary system testing, balancing and
necessary adjustments shall be carried out before the appointment date for the S.O. to witness the
final tests.

D. All tests shall be made in the presence of the S.O. and other duly authorized inspecting Authority. A
minimum of fourteen (14) days notice shall be given to the S.O. to verify the test result at site.
Should the S.O. find discrepancies between the recorded test results and the measurement
demonstrated to him on site, further tests shall be repeated at no additional cost.

E. Should any failure occur due to or arising from faulty materials or poor workmanship, the S.O. shall
decide if further tests will be required after remedial works have been successfully carried out.

F. Install all temporary and permanent equipment and instruments required for tests, as well as
additional thermometer wells, gauge and instrument connections, at no additional cost to the client.

G. Furnish all fuel, water, and electricity required in performing the testing, balancing and
commissioning of the mechanical systems.

H. When the final tests have been successfully carries out, two (2) copies of all test results, shall be
submitted in loose-leaf bound form to the S.O. within two weeks of completion of tests. Tests that
are to be carried out under certain atmospheric conditions may be submitted later for insertion into
the test binder. All test data shall be on A4 size sheet paper. Manufacturer's literature, apart from
published drafts or tables will not be accepted. All test data shall be tabulated with design
requirements and shall be signed and dated.

I. Clean all piping before testing.

J. Use calibrated test gauges with at least 100mm diameter dial. Gauge range not to be more than
three (3) times test pressure.

K. Provide and demonstrate operation of all test equipment and apparatus required for the complete
testing and inspection of all systems at such time and locations as may be directed by the S.O.
and/or by the authorities having jurisdiction.

L. All tests shall be successfully completed and approved prior to the application of insulation and
prior to the concealment of any portion of the system being tested.

M. In the event of any dispute with regard to scope of testing and commissioning between various
parties, the decision of the S.O. shall be taken as correct and final.

3.2 PERFORMANCE TESTS

A. All systems shall be tested to confirm that they perform in accordance with the intent of the
Specification. Should such tests prove unsatisfactory, remedial work shall be repeated to the
satisfaction of the S.O.

3.3 FACTORY ASSEMBLED EQUIPMENT

A. All factory-assembled equipment shall be factory tested and manufactured to conform with the
relevant specifications.

B. The design data and test certification of any factory-assembled equipment shall be submitted to the
S.O. if requested to do so at no additional cost.

C. Failure to supply the design data and test certification of the equipment if so required may result in
the rejection of the equipment.

3.4 INSPECTION AND TESTING BY AUTHORITIES

A. All necessary arrangements must be made for the inspection and testing of the installation by the
relevant authorities inclusive of obtaining all necessary certificates and the expenses incurred must
be inclusive in the tender price.

3.5 PIPEWORK TESTS

A. Each section of pipework shall be progressively tested as the installation proceeds and prior to final
bricking in the ducts, installation of ceiling, backfilling of earth, etc.

B. The pipework and fittings shall be hydraulically pressure tested to one and a half (1 %) times the
working pressure, or 10 bar (150 psig) minimum whichever is greater. The pressure shall be
recorded over a minimum period of 24 hours and extended, if necessary, until a satisfactory result
has been obtained. The test pressure shall not drop more than 3% over a period of 24 hours.

C. Special care shall be taken during pressure testing to ensure that the controls, safety devices,
meters, etc. whose operating pressure ranges are below the test pressure, are not damaged or have
their accuracy impaired.

3.6 VIBRATION TEST

A. Take vibration and alignment field measurements on every pump. Readings shall include shaft
alignment, equipment vibration, bearing housing vibration and foundation vibration. Readings shall
be made using portable IRD (or as approved) equipment capable of filtering out various unwanted
frequencies. Maximum vibration at any point listed above, or where specified, shall not exceed 2
mils on pumps, unless otherwise specified. Equipment manufacturers shall certify in writing that the
field readings, which do not exceed the maximum specified, are acceptable to them.

3.7 WATER TANK TEST

A. Tank shall be filled up with water and check for leakages at panel joints. Check sides and edges of
sectional tank for any distortion.

3.8 PUMP TESTS

A. Pumps

1. Adjust each pump for design flow and record flow, head and power absorbed. Check
alignment before putting them in operation.

B. Motors

1. Test for quietness and correct operation. Adjust all controls to maintain designed condition.
Check direction of rotation of all motors. Check actual current being drawn.

C. Record the following design requirements for pumps and pump motors from the design drawings
and reviewed Shop drawings.

E. Record the following data for pumps and pump motors installed at the project at final balanced
conditions:

1. Pump speed-revolutions per minute.

2. Total head at shutoff or dead-end discharge -in m. (Plot this value on pump curve as a
verification of impeller size).

3. Suction, discharge and total head at final adjusted flow-in m.

4. Calculate brake kW and show on pump curve.

5. Motor amperage and voltage on each phase at operating conditions.

6. Do not perform balancing until the entire system has been pressure tested, flushed and
cleaned.

7. In conjunction with pump manufacturer for multiple pump, pumping systems, construct
and submit system curves indicating operating point with one pump operating, two pumps
operating, three pumps operating, etc.

3.9 BALANCING

A. After the entire installation has been completed, make required adjustments to balance valves, air
vents, automatic controls, pumps, etc., until performance requirements are met. Make these
adjustments with equipment operating.

B. Permanently mark the balanced position of each balancing valve on the pipe with indelible paint or
marker.

C. Before any hydronic balancing work is done, install clean strainers, check proper pump rotation,
proper control valve installation and operation. Verify that each system is adequately bled and
vented, proper system static pressure is available to assure a full system, flow meter and check
valve is properly installed. Maintain throttling devices and control valves open at this time as
required and appropriate.

D. After piping systems have been installed, tested, cleaned and flushed, complete with all pumps,
piping, valves, and other items as herein specified, make adjustments as required to deliver the
water volumes at each piece of equipment to within 5% of design flow as shown on the Drawings, or
as required to properly balanced the load throughout the areas.

3.10 ELECTRICAL TEST

A. As-built power and control diagrams shall be submitted to the S.O. if there are modifications to or
deviations from the original drawings that have been approved by the S.O. These 'as-built' diagrams
shall be submitted two (2) weeks in advance of the test.

B. The system control, safety devices, etc., shall be fully tested, the latter by stimulation of faults.

C. The whole electrical works shall be tested as prescribed by the Local Authorities.

D. The testing of the installation shall comply in all respects with Section E of the 141h Edition of the
IEE Regulations and shall be carried out wholly or in part at the discretion of the S.O. These shall
include but shall not be limited to the following:-

1. Insulation resistance

2. Verification of polarity.

3. Earth continuity path.

4. Effectiveness of earth.

5. Tests to prove correct operation of interlocks, tripping and closing circuits, indications, etc.

6. Operation of all protective gear circuits by primary injection and system fault tests to check
sensitivity and stability.

A. Protective gear timing tests as may be necessary.

B. Test operation of alarm devices.

C. Rotational tests on all motors.

D. Polarity tests to verify that single pole switches are installed in the phase or live
conductor of each circuit, and not in the neutral conductor.

E. A test to verify the continuity of all conductors in every ring circuit, correct
connections to terminals or all sockets.

F. Insulation resistance test to earth and between conductors before and after fitting
of lamps.

G. Insulation resistance tests on any electrical plant, equipment, machine and


apparatus before and after connecting such plant equipment, machine and
apparatus to the power supply.

H. Earth continuity tests for each final sub circuit and the completed installation.

I. Full load test, which shall be sustained for at least one hour to ensure that all
motors are operating as intended and that all circuits are protected correctly.

E. Electrical systems shall be adjusted and recorded as follow:

1. Adjust each thermal overload to 10% above the actual load on each motor on a hot day
and not more than the rated full load amps of the motor.

2. Record the nameplate rating, the measured current drawn on each phase and the thermal
overload setting for each motor and electric heater.

3. Where thermistors are used, the operation of the thermistor, and the calibration of the
thermistor relay shall be checked.

F. Motor starter over-load relay setting shall be 10% above the actual load current but shall not exceed
the rated full load current of the motor.

G. Where the motor is protected with thermistors the motor starter over-load relay shall be so adjusted
that the thermistors function only as a back-up over-load cut-out.

3.11 FINAL REPORT

A. Demonstrate to the S.O. that all systems and/or equipment have been balanced and adjusted
properly, and that the system and/or equipment are in compliance with the Contract Documents.
