    PROPOSED ORDINANCE NO. _____ - 2023


    AN ORDINANCE PRESCRIBING INCENTIVES FOR HONEST TRICYCLE DRIVERS IN THE CITY OF MASBATE AND
    PROVIDING THE NECESSARY FUNDS THEREOF

    NOW THEREFORE BE IT ORDAINED by the Sangguniang Panlungsod of the City of Masbate in session duly assembled,
    that:
    SECTION 1. Title. This Ordinance shall be known as the “Honest Tricycle Drivers Incentive Ordinance of the City of
    Masbate”.
    SECTION 2. Coverage. All tricycle drivers in the City of Masbate are covered under this Ordinance subject to the
    guidelines prescribed herein.
    SECTION 3. Incentives for Honest Tricycle Drivers. All honest tricycle drivers who were reported to have returned
    personal items left by their passengers, including but not limited to cellular phones, documents, and cash, in
    recognition of their honest and admirable behavior, shall be entitled to the following:
    a. Cash Incentive amounting to not more than Three Thousand Pesos (Php 5,000.00); and
    b. Free renewal of franchise from the MCTMTFO for a period of one (1) year.
    SECTION 4. Guidelines in the award of Incentive. The Lingkod ng Lansangan Selection Committee under Section 5
    hereof, shall immediately convene after approval of this Ordinance, and shall promulgate the criteria for the
    selection of Honest Tricycle Drivers in the City.
    SECTION 5. Creation of the Lingkod ng Lansangan Selection Committee. The Lingkod ng Lansangan Selection
    Committee is hereby created with the following composition:
    Chairman: City Administrator
    Vice Chairman: Chairman, Committee on Transportation and Public Utilities
    Members: Vice Chairman, Committee on Transportation and Public Utilities
    Department Head, MCTMTFO
    TODA Federation President
    City Information Officer

    SECTION 6. Functions of the Lingkod ng Lansangan Selection Committee. The Lingkod ng Lansangan Selection
    Committee shall have the following functions:
    a. Serve as the panel in selecting qualified Honest Drivers.
    b. Promulgate specific criteria in the selection of the awardee/s within Thirty (30) days from the approval of
    this Ordinance.
    c. Provide the Sanggunian with the criteria set forth.
    d. Submit the list of awardees twice a month to the Office of the City Mayor.

    SECTION 7. Awarding of Incentives. The awarding shall be made twice a month, preferably during the Flag Raising
    Ceremony of the City Government of Masbate, and shall be known as “Araw ng Lingkod ng Lansangan of
    the City of Masbate”.
    SECTION 8. Implementing Office. The MCTMTFO shall be the lead implementing office of this ordinance, in collaboration
    with the City Information Office.
    SECTION 9. Appropriation. To carry out the purpose of this ordinance, a minimum amount of Three Hundred Thousand
    Pesos (Php 300,000.00) shall be included in the Annual Budget of the City Government of Masbate shall be
    allocated.
    SECTION 10. Repealing Clause. All previous ordinances, executive orders, rules and regulations or parts thereof which
    are inconsistent with this ordinance are hereby repealed and/or modified accordingly.
    SECTION 11. Separability Clause. If any provision/s of this Ordinance or the application of such provision/s to any person
    or circumstances is declared invalid, the remainder of the Ordinance or the application of such provision/s to
    other person/s or circumstances shall not be affected by such declaration.
    SECTION 12. Effectivity Clause. This Ordinance shall take effect after compliance of the publication requirement as
    provided for under Republic Act No. 7160 or the “Local Government Code of 1991”.
