INVESTIGATIVE REPORT
This case is predicated on a request from the Lakeland Police Department (LPD) for the Florida
Department of Law Enforcement (FDLE) to investigate a use of force incident involving LPD
Sergeant (Sgt.) Mark Eby, Officer (Ofc.) Dillon Cornn, Ofc. Anton Jefferson and Ofc. Jason
McCain. The incident occurred on December 18, 2022 in the 400 block of West 9th Street in
Lakeland, FL. The complainant in this case is Antwan D. Glover.
On January 25, 2023, Assistant Special Agent in Charge (ASAC) John Vecchio, Special Agent
(SA) Ramón Cosme and SA Gregory Smith met with LPD Captain (Capt.) Eric Harper at the
Lakeland Police Department. At that meeting agents requested all police reports, videos,
recordings of radio traffic and CAD logs. Agents also requested that copies of the involved
officers’ Internal Affairs (I/A) files, employee files and any Internal Affair documents pertaining
to this incident be compiled and sealed to they could be examined by an independent party to
avoid any “Garrity” conflicts.
Capt. Harper advised that the involved officers worked in a specialized unit and that they
normally operate on a radio frequency that is not monitored or recorded by dispatch so radio
recordings may be limited or unavailable. He also stated that at the time of the incident, LPD
was not using body worn cameras (BWC) and the vehicle being driven by the involved officers
was not equipped with in-car video.
Capt. Harper was able to provide agents a USB drive with police reports, arrest affidavits and
some videos (mostly obtained from social media postings) on the date of the meeting. Also
included wasa second USB drive containing a video of the LPD sally port area from the night of
the incident and a list of potential witnesses previously identified by LPD. The other requested
records will be provided at a later date. Arrangements were made for the sealed I/A documents
to be examined by the FDLE Orlando Regional Legal Advisor once they are made available by
LPD.

On January 25, 2023, Special Agent (SA) Ramón Cosme met with LPD Captain (Capt.) Eric
Harper at the Lakeland Police Department to obtain the previously requested sealed Internal
Affairs (I/A) and employee files. The documents were in a box which was sealed with evidence
tape by Capt. Harper. Capt. Harper also informed SA Cosme that a list of prior I/A
investigations involving the officers was included in the documents but the actual investigation
files would have to be viewed on site at LPD as their policy does not allow for the files to be
removed from the premises.
SA Cosme took possession of the sealed box and transported it to the FDLE Orlando Regional
Operations Center (OROC) (500 W. Robinson Street, Orlando, FL) where the documents will be
examined by the OROC Regional Legal Advisor Heather Guarch. The box was turned over to
the receptionist who agreed to place it in Guarch’s office.

On Friday, January 27, 2023, Special Agent (SA) Ramon Cosme and SA Greg Smith conducted
a neighborhood canvass of the entire 400 block of West 9th Street, Lakeland. This consisted of
making contact at each residence, as well as speaking to citizens in the area in an attempt to
locate any witnesses to the incident, or any working video surveillance cameras which may
have captured any part of the incident.
409 and 407 W. 9th St., are both vacant lots. Some of the subjects present this date spoke to
us and said they had heard about the incident, but none had witnessed it. None of the subjects
provided identification information.

SA Cosme contacted the complainant, Antwan Glover, via phone. Glover said that he has not
retained an attorney yet and did not want to provide a statement until he has an attorney. He
said that he should have an attorney selected in the next week or two. SA Cosme stressed the
importance of obtaining his statement as soon as possible. Glover stated he would try to
expedite his efforts. Glover also provided a phone number (863-410-4511) for his daughter
Isabella who took the video.
SA Cosme received a call from the resident at 332 9th St. Lakeland (863-339-9415) in response
to the canvass. SA Cosme called back with negative results. Unable to leave voicemail. SA
Cosme set up the case file in AIM, to include the order of the initial IRs.
LPD Capt. Harper advised the balance of the documents to be cleared through OROC were
available for pick-up. TBROC CIU advised the backgrounds were not yet ready. SA Cosme
emailed Assistant State Attorney (ASA) Jacob Orr (SAO10) regarding the subpoena for FD
reports and cell phone records.
Cosme spoke to Glover by phone, who stated that he would have to check with his work to see
when he can meet to provide a statement. He said he would contact Cosme Wednesday
(2/1/23) morning to advise when he will provide the statement.
SA Cosme sent subpoena requests to the 10th SAO requesting phone records for Isabella
Cannon’s phone number 863-410-4511 and for the EMS Run report. SAO 10 advised that the
EMS subpoena would be delayed by 10 days unless Glover provided a waiver.
SA Cosme called Glover at 1017 hours and got no answer. The voicemail was full and no
message could be left. SA Smith continued working on the timelines and began a review of the
TASER logs.

ASAC Vecchio spoke to ASA Orr and ASA Kim Hindman (SAO13), and they concurred that if
the third party cell phone is in hand with the video on it, and the witness does not consent, to
physically seize the phone pending issuance of a search warrant.
A review of the LPD sally port video shows nothing of extreme significance, and it should be
noted there is no audio. Several LPD marked vehicles and uniformed officers are present in the
video. SA Cosme confirmed with Capt. Harper that there is no in-car video, and Capt. Harper
advised there are cameras in the marked cars. All related recordings were again requested,
and Capt. Harper said he would obtain copies for FDLE. Car number 67611 was used to
transport Glover, and Capt. Harper advised that vehicle was being driven by Officer Chappel.
SA Cosme received fifteen (15) files recovered from several social media accounts related to
the incident or participants, from Crime Intelligence Analyst (CIA) Brittany Wilbur. SA Smith
reviewed the files. Included are several video clips which have not previously been viewed by
the investigative team. “Glover – FB video post”, “Glover – FB video post 2”, “Glover – FB
video post 3”, and “Randasia Cannon – TikTok video”, appear to show the incident prior to,
during, and after, the previously available video clip. Of note, it appears to show Glover not
fighting back only when under direct influence of the TASER, which can be heard crackling
while deployed. In addition, one of the officers can be heard explaining to the crowd that they
are still struggling with Glover because, “We don’t have him in handcuffs. He fights us every
time.” And another officer tells the crowd, “He put him (Officer Cornn) in a headlock! He put
him in a headlock!” These quotes may be heard in the file named “Randasia Cannon – TikTok
video” at the 0:56 – 1:01 mark.
As of 1615 hours this date, there was no contact from Glover or anyone representing Glover.
The interview scheduled with him did not occur. At 1812 hours SA Cosme spoke to Glover by
phone. Glover advised he was aware of the interview today at 1500 hours, but thought Mr. Soto
was handling the arrangements, and he had not heard from him. Glover said he was willing to
come into the office Thursday morning at 1000 hours for the interview, and asked SA Cosme to
call Mr. Soto. Glover explained that he was trying to make arrangements to come to TBROC to
provide a statement. He needed to coordinate with Mr. Soto (Polk chapter of BLM). He said he
was scheduled to go out of town on Thursday 02/02/23 in the evening. SA Cosme asked if he
could meet in the morning prior to him leaving town. He said that he would check with Mr. Soto.
At 1819 hours, SA Cosme called Mr. Soto (347-946-5441) at the request of ASAC Vecchio. SA
Cosme left a voicemail. At 1847 hours, SA Cosme got a call back from Mr. Soto. He stated
that he was making arrangements to bring Glover to TBROC on Thursday morning. During his
lengthy discourse, he indicated that his intention was to sit in on the interview with Glover. SA
Cosme informed him that could not happen as it was against current FDLE protocols. Mr. Soto
stated that protocols can be changed and that he would be calling SA Cosme's “boss’ boss”
to make it happen. SA Cosme informed Soto that he would be notifying the chain of command
of this development and get back to him. SA Cosme notified ASAC Vecchio of the conversation
with Soto and updated SA Smith of the developments.
At 1856 hours, SA Cosme received another call from Mt. Soto who stated that Glover told him
he was not comfortable giving a statement without Soto or an attorney being present. As such,
Soto was going to make arrangements for an attorney to represent Glover prior to him making a
statement. SA Cosme told Soto that he could provide the attorney with SA Cosme’s contact

information to facilitate the scheduling of the interview. SA Cosme updated ASAC Vecchio of
the latest development.
At 1130 hours SA Cosme called Glover and got no answer. Again, the voicemail could not
accept messages.
At 1257, SA Cosme spoke to Glover. He stated that he is meeting with Soto at 1430 hours this
date to discuss how to proceed. He also stated that he was leaving town this evening and was
not sure how long he would be gone. When asked if he could give an estimate of how long he
thought he would be gone, he said “I don’t know”. Glover agreed to call SA Cosme after his
meeting with Soto.
ASAC Vecchio approved sending the TASER records to SA Jeff Erb for additional analysis. SA
Erb is TBROC's TASER Coordinator.

On Tuesday, January 31, 2023, FDLE Special Agent (SA) Ramon Cosme drafted and
forwarded a subpoena request to the State Attorney’s Office, 10th Judicial Circuit (SAO10) for
phone records related to Isabella Cannon, 863-410-4511. Subpoena #23-213 was issued to
Metro PCS by the Circuit Court, Polk County (10th Judicial Circuit) on January 31, 2023, for
those records for the period December 1, 2022 – January 31, 2023. Those results were
received by SA Greg Smith via email from SA Cosme and SAO 10 on Wednesday, February 8,
2023.

SA Ramon Cosme called the phone number given by Glover for Isabella Cannon (863-410-
4511) and left a voicemail message for her to call back.
At 1030 hours, SA Cosme called and spoke to Glover on the phone. When asked if he would
be available to meet up to give his statement, he stated “I’m back in town. I need to reach out
to my man and I’ll call you back in an hour.”
At 1133, SA Cosme received a response to the text sent to Isabella Cannon. SA Cosme called
Cannon and spoke to her on the phone. She said she would be willing to meet for a statement
but she first needed to coordinate with her sister, whom she identified as her guardian, and she
also needed to check her work schedule. She said she could call SA Cosme later this
afternoon.

At 1232, SA Cosme called and spoke to Glover. He identified Guy Rubin as his attorney and
provided phone number 772-359-0338 for Rubin’s assistant, Wendy. SA Cosme called and
spoke to Wendy. She stated that Rubin was not officially Glover’s attorney yet and that they
were supposed to have a meeting later today. She would pass a message to Rubin to call SA
Cosme.
ASAC Vecchio approved contacting FDLE Capitol Police Lieutenant Scotty Winfrey regarding
the technical review of the TASER logs provided by LPD. SA Smith determined Lt. Winfrey is
out of the office on leave until February 23, 2023.
SA Cosme spoke to Glover on the phone. He stated that he was scheduled to meet with his
attorney (Rubin) in person on Wednesday Feb. 8 at 1600 hours to sign papers. Glover said that
it would be best to contact Rubin on Thursday after his meeting. SA Cosme asked Glover to let
his attorney know that a call will be placed Thursday morning.
SA Cosme communicated with Isabella Cannon through texts. She agreed to meet with agents
to provide her statement on Monday February 13 at 1500 hours at the Lakeland Field Office.
SA Cosme provided her with the address to the field office and agreed to call her on Friday Feb
10 to confirm her attendance. SA Cosme notified SA Scott Gibson of the meeting to ensure his
availability for phone forensics purposes.
At approximately 1100 hours, SA Cosme received a call from attorney Rubin. He stated that
the meeting with Glover was actually on Friday February 10 and that he would call SA Cosme
after the meeting to schedule the time and date for Glover to provide his statement.
At approximately 1045 hours and 1348 hours SA Cosme called and texted Isabella Cannon’s
phone to confirm the scheduled appointment for Monday Feb 13. SA Cosme got no response
both times.

At approximately 2110 hours, SA Cosme made contact with Isabella Cannon via phone. She
confirmed that she will meet at the Lakeland Field Office to provide her statement on Monday

On Tuesday, February 14, 2023, Special Agents (SA) Ramon Cosme and Greg Smith
interviewed Isabella Cannon, at the FDLE Lakeland Field Office (LFO), regarding her
involvement in this incident.
As a result of that interview, consent was obtained to extract data from Cannon's cellphone,
which she said she used to record images of the incident in progress. Cannon showed SAs
Cosme and Smith the video on that phone, and said she wold like to speak to her mother about
giving consent. SA Cosme stepped out of the interview with Cannon into the presence of her
mother, Nettie Bell, and her guardian and sister, Randasia Cannon. SA Cosme explained to the
group the reason, and procedure, for the request, and I heard Bell say, "Yeah, give it to him."
Cannon provided the passcode to open the phone, and assisted the agents in accessing the
data. This consent was captured on video/audio recording of the interview. SA Scott Gibson
conducted the extraction of the phone during the interview, and the phone was returned to
Cannon before she left the building.
The results of the extraction were provided by SA Gibson to SA Smith in the form of two (2)
USB flashdrives. SA Smith scanned the Mobile Device Worksheet and attached it electronically
to this report as related item # INV-6. The two USB flashdrives were listed as # INV-7
Extraction and # INV-8 Report. All items were provided to SA Cosme for review and placement
into Related Items storage at the FDLE Tampa Bay Regional Operations Center (TBROC).

At approximately 1602 hours on February 14, 2023, FDLE Special Agent (SA) Cosme
interviewed Isabella Cannon. The interview was conducted at FDLE Lakeland Field Office and
it was audio and video recorded using state issued recording equipment. Also present during
the interview was SA Greg Smith.
When Cannon arrived at the field office, she was accompanied by her mother, Nettie Bell, and
her sister Randasia Cannon. All three were brought into the main lobby/waiting area where
Nettie Bell and Randasia Cannon waited while Isabella was interviewed in the small conference
room next to the lobby. Prior to the interview it was determined that Isabella had brought her
cell phone with her. This was the same phone which she had used to make the video
recordings the night of the incident.
SA Cosme asked Isabella Cannon for consent to obtain a forensic image of her phone. After
consulting with her mother and sister, she gave consent and unlocked her phone prior to
handing to SA Cosme. SA Cosme then took the phone to SA Scott Gibson who conducted the
imaging while Cannon was interviewed. Nettie Bell agreed to be interviewed after Cannon.
Randasia was not present at the time of the incident so she was not interviewed.
The audio recording of the interview was sent to American High-Tech Transcription to be
transcribed. Refer to related item INV-75 to read the transcript of the interview.
The interview with Isabella Cannon concluded at approximately 1639 hours. Refer to the
attached audio and/or video recording for more details.
SA Gibson concluded the imaging of Cannon's phone which was returned to Cannon prior to
her leaving the Lakeland Field Office. A USB drive containing the image is attached as related
item.

At 1055 hours SA Cosme received a call from Wendy with attorney Rubin’s office. She stated
that as of this date, Glover has not retained them as counsel. They have tried to contact Glover
multiple times and have not been able to get a hold of him.
At 1057 hours, SA Cosme called Glover and spoke to him on the phone. He stated that he had
not retained Rubin because there were some things in the contract that he did not agree with.
He also said that he found out that Rubin would be his civil attorney and that he was supposed
to meet with his criminal attorney today. He identified his attorney as Sara Jones out of Lake
Wales and he said that he is scheduled to meet with her at 1430 hours today. Glover agreed to
speak with SA Cosme at 1600 hours to provide an update.
SA Cosme conducted an internet search for attorney Sara Jones and located the following info:

At 1356 hours, SA Cosme received a text from Isabella Cannon asking to reschedule today’s
interview to tomorrow, Tuesday February 14 at 1500. SA Cosme confirmed the new
appointment with her.
At 1620 hours, SA Cosme called and spoke to Glover. He stated that he had retained Ms.
Jones as his attorney and that she stated the first available date she had to bring Glover to
TBROC for an interview was Tuesday February 21 at 1300 hours. Glover confirmed the above

At 1046 hours, SA Cosme called the Sara Jones’ law office and spoke to a receptionist. SA
Cosme left a message asking for a return call.
At 1434 hours, SA Cosme received a text from Isabella Cannon indicating that she would arrive
at the Lakeland Field Office by 1600 hours.
The sworn interview of Isabella Cannon began at 1555 hours. Cannon’s mother, Nettie Bell,
and Cannon’s guardian, her sister Randasia Cannon, accompanied Cannon to the LFO, and
waited in another room while Cannon was interviewed. Consent was obtained to extract the
data from Cannon’s phone, which had been used to record the incident in question. SA Scott
Gibson conducted the processing of the phone while SAs Cosme and Smith conducted the
interview of Cannon. The interview was audio/video recorded, and the audio file was sent for
full transcription. The interview concluded at about 1635 hours. Cannon’s phone was returned
to her, prior to her leaving the building. See IR 8 – Interview with Isabella Cannon, for full
details of the interview.
The sworn interview of Nettie Bell began at about 1641 hours and ended at approximately 1725
hours. The interview was audio/video recorded, and the audio file was sent for full
transcription. See IR 9 – Interview with Nettie Bell, for full details of the interview.
Randasia Cannon was not interviewed as she was not present during the event inquestion.
She and Bell confirmed this verbally after Cannon and Bell’s interviews.
SA Gibson provided the results of the extraction, which consisted of one Mobile Device
Worksheet form, and two (2) USB flashdrives, to SA Smith.
SA Smith received from SA Cosme the box of documents previously reviewed by the FDLE
Regional Legal Advisor(RLA) in Orlando.
SA Cosme did not receive a call back from the previous call placed to Glover’s attorney. At
1415 hours, SA Cosme contacted the law office of Sara Jones and left a message with their
answering service requesting a call back.
At 2344 hours, SA Cosme received a lengthy text from phone number 863-316-7088. The
sender claimed to be Randasia Cannon and said she was Isabella Cannon’s “Custodial
Caregiver”. The contents of the text will be documented in the case file.

At 1038 hours, SA Cosme received a call from Guy Rubin (Glover’s first attorney). He stated
that he just wanted to make sure SA Cosme was aware that his firm is NOT representing Glover
at this time. He stated that he assumed Glover retained different counsel. SA Cosme informed
him that Glover stated he was retaining Sara Jones as his counsel. Rubin stated that he
understood.
The investigative team met with SAC Brutnell and ASAC Vecchio and investigative updates and
strategy were discussed.
As of 1144 hours this date, SA Cosme has not been contacted by the law office of Sara Jones
in response to calls placed by SA Cosme. Contact letters were drafted and sent USPS Certified
Mail to Glover and attorney Sara Jones. Copies of those letters were attached electronically to

McCain. The incident occurred on December 18, 2022 in the 400 block of West 9th Street in
Lakeland, FL. The complainant in this case is Antwan D. Glover.
On February 17, 2023, two letters requesting action from the recipients were sent via certified
mail to Antwan Glover and to the law office of Sara Jones. The letters were mailed to the

This case is predicated on a request from the Lakeland Police Department (LPD) for the Florida
Department of Law Enforcement (FDLE) to investigate a use of force incident involving LPD
Sergeant (Sgt.) Mark Eby, Officer (Ofc.) Dillon Cornn, Ofc. Anton Jefferson and Ofc. Jason
McCain. The incident occurred on December 18, 2022 in the 400 block of West 9th Street in
Lakeland, FL. The complainant in this case is Antwan D. Glover.
SA Cosme and SA Smith attended a meeting with ASAC Vecchio to discuss the case.
Compiling all available video clips into one chronological presentation was suggested by ASAC
Vecchio for the final product.
There has been no response to the certified letters sent to Glover and Sara Jones. The receipts
for those letters were gathered by SA Cosme, and will be attached to the file as related items.
The spelling of “Antwan Glover” was confirmed.
SA Smith began a review of the documents received from OROC. See the individual IRs for
details of the contents and review.
The documents reviewed by the RLA in OROC, such as I/A files, Employee use of force history,
and training records, which were forwarded to TBROC, consisted of five (5) expandable
accordion folders and one Interdepartmental Delivery envelope. Four (4) folders were each
dedicated to an individual LPD officer. The fifth folder was labeled “Use of Force” and the
envelope was labeled, “Interview”.
SA Smith reviewed the contents of the “Interview” envelope, which contained a document
titled, “Lakeland Police Department, Office of Professional Standards, Transcript of Antwan
Glover, EIR 22-028.” That document was scanned and attached electronically to the AIM
database as related item # INV-15. The original document was placed into the Related Items

SA Cosme contacted the FBI team to provide an update, including the interview of Isabella and
the downloading of the phone.
SA Smith began a review of the contents of the folder labeled, “Use of Force”. This folder
contained individual packets for each officer’s use of force history with Lakeland Police
Department.
At approximately 1510 hours, SA Cosme received a voicemail message from Jones’ law office
left at 1459 hours requesting a call back or email to set up a meeting. At 1514 hours, SA
Cosme emailed Ms. Jones at [email protected] requesting the scheduling of a
meeting. SA Cosme provided cell number for her to call.
At 1534 hours, SA Cosme received a call from Jones (850-590-2555). She stated that she
would prefer to have the meeting at the Lakeland Field Office. The meeting was scheduled for
Tuesday Feb 28 at 1030 hours. SA Cosme emailed Jones confirming the meeting and
providing the address to the LFO.

Department of Law Enforcement (FDLE) to investigate a use of force incident involving LPD
Sergeant (Sgt.) Mark Eby, Officer (Ofc.) Dillon Cornn, Ofc. Anton Jefferson and Ofc. Jason
McCain. The incident occurred on December 18, 2022 in the 400 block of West 9 th Street in
Lakeland, FL. The complainant in this case is Antwan D. Glover.
On Wednesday, January 25, 2023, LPD records were requested by the investigative team, to
include documentation of an interview of Glover by LPD Office of Professional Standards
detectives. Once provided, those records were reviewed by the FDLE Orlando Regional
Operations Center (OROC) Regional Legal Advisor (RLA) to ensure no "Garrity" conflict, before
being provided to the investigative team.
On Wednesday, February 22, 2023, FDLE Special Agent (SA) Greg Smith reviewed the
transcript of the interview of Antwan Glover, taken January 10, 2023, at 1:46 p.m. The
document was labeled, "Lakeland Police Department, Office of Professional Standards,
Transcript of Antwan Glover, EIR-22-028, and consisted of approximately thirty-four (34) pages,
1470 lines. The document indicated the interview was transcribed by Rebecca Mason. The
document was scanned and attached electronically to this report as Related Item # INV-15, and
the original was placed into the Related Items file.
Following are some of the significant statements made by Glover during this interview. For full
details of the interview, please see attached transcript, INV-15.
The sworn interview began at 1:46 p.m. and occurred at the Lakeland Police Department at 219
N. Massachusetts Ave., Lakeland. Glover agreed his home address is 111 West Vermont Ave.,
Lakeland, although this address does not appear to be an actual location.
Glover described the scene of this event to be in front his "grandmother's house", and he said
he, "put the car in park, took my seatbelt off..sitting up laughing and kicking with my
daughter..and talking,,a couple minutes later..a black truck pulled up on the side of me.."
"..I see a white male exit the vehicle and that's when I seen the uniform..and I said this is the
police, right?"
Glover said he spoke to the officer, who directed him to shut off the vehicle. He said the officer
asked about marijuana in the car, and Glover said he did have marijuana in the car. The officer

told Glover to get out of the car and Glover said, "Get out of the car for what?" Glover said the
officer again directed him out of the car, and he got out and said, "Sir, I have my
medical..marijuana license."
Glover said he had a "black satchel bag" around his neck and the officer, "grabbed for my bag"
and said, "What do you have in the bag? Do you have a pistol?" Glover said he said, "No, I
don't have a pistol..Sir, I will give you the bag." He continued, "As I went to grab for my bag he
took, he grabbed my wrist, snatched my arm and told me to stop resisting." Glover says he
said, "..Resisting for what? I just told you I have my medical marijuana license.." Glover said
he asked several questions like, "What am I under arrest for? and "How am I under arrest?"
Glover continued, "Once he grabbed my wrist, he told me to stop resisting and then we went to
the ground. After that I felt punches and knees to my side, and that's where you see the video."
Glover identified his daughter Netay'sia Cannon, and her boyfriend (possibly "Raymond" -
doesn't know last name) in the back seat of his car during the stop. It should be noted, on the
video, it appears a black male is seated in the front passenger seat of the car. Glover identified
Isabella, his seventeen year old daughter, as the one who recorded the video, and Nettie Bell,
"That's their mother". Glover also said, "Well, my son was there but I don't, I don't remember
him even saying too much about it." One of the LPD detectives requested Glover to have the
"son" call in with any info.
Glover told the detectives he "lost my job behind this", and said he was working at
"Southeastern Construction and Maintenance" in Mulberry, Florida, driving, "dozers and
forklifts". He said he was only working there, "a month".
Glover said once they arrived at the police station, Officer Cornn came over to the car trying to,
"talk all calm to me and, an I'm gonna be honest with you I wasn't calm at all with him." Glover
said Cornn said to him, "Shut up 'fore the beat my ass again." Glover said Officer McCain got
him out of the car and "yoked" his arm up during transport between vehicles, and was
"wringing" the handcuffs around his wrist asking Glover, "How does it feel?"
Glover described what he thinks happened between the officers and Isabella, including his
description of Sergeant Eby allowing the event to continue, and noted he was not read his rights
until he arrived back at the station. He said he was not taken inside the building except to use
the restroom, but remained outside "under the salley port." Glover said no red and blue police
lights were used during the traffic stop, he was never asked for his license, and he didn't know
they were police until he saw the "uniform and flashlight".
Glover confirmed he was "tased" twice, both times while on the ground. He said one of the
officers punched him in the face. Glover said when the stop occurred, and one of the officers
told him to step out, the officer told him he saw "weed" in the center console area. Glover said
he told them he has a medical marijuana license, but was never able to show it to the officers at
the scene. The OPS detective asked to see the card during the interview, and Glover said he
did not have it with him at that time. There was some discussion during the interview regarding
the legal transport of medical marijuana.
Glover explained during the interview, "What really blowing me about the whole situation that
when the man said, 'Shut up 'fore I beat your ass again' and he know he was deadass wrong

for putting his hands on me in the first place. Straight like that."
There was quite a bit more discussion of medical marijuana during the interview at this point,
and Glover said that near the beginning of the event, one of the officers said to him, "Oh, you
don't even have a seatbelt on."
Glover identified Officer "D. Cornn" as the one who "punched" him in the face, and Officer
"McCain" as the one who was "wringing the cuffs" around his wrists at the station. He said he
believed it was Officer Jefferson who "tased" him, but he has heard it "might've been McCain."
He reiterated, "Eby let it, allowed everything to happen.." It is unclear from the transcript how
Glover was able to identify the officers by name.

SA Smith continued the review of the documents contained in the “Use of Force” folder
provided by LPD. These documents consisted of LPD use of force historical records for each
involved officer.
SAs Cosme and Smith interviewed complainant Antwan Glover at the FDLE Lakeland Field
Office (LFO). Also present was Glover’s attorney, Sara Jones. See IR # 15 for full details of
the interview.
SA Smith continued the review of the use of force reports provided by Lakeland Police
Department.
SA Cosme provided an update to the FBI team regarding the interview of Glover, and the status
of the investigation.

sent on 03/03/2023. SA Cosme sent a second email.
SA Cosme received the signed certified mail receipt for the letter sent to Glover’s address.
The signature appeared to be from someone with the last name of Hampton.
At 1524 hours, SA Cosme received an email from Jones stating “We are reaching out to Mr.

Administrative note - SA Cosme was promoted to Special Agent Supervisor (SAS) during this
review period, and will henceforth be referred to as SAS Cosme.
SAS Cosme and SA Smith spoke to Lt. Scotty Winfrey regarding the TASER reports. Lt.
Winfrey requested the reports be sent to him for review. SAS Cosme and SA Smith also spoke
to LPD IA Detective Parker regarding explanation of Use of Force (UOF) and Protective Action
(PA) report terminology and methodology. She advised the summaries provided by LPD may
not accurately reflect a correct number for the officer queried, as they also include entries for
other officers that were involved in the same incident(s). A more accurate summary report,
which should reflect use of force incidents solely for the officer being queried, was requested
from LPD.
SA Smith opened IR 23 LPD TASER records, to document the receipt, review, analysis, and
preservation of the TASER records.
SAS Cosme sent a follow up email to Sara Jones asking for update on the progress arranging
the interviews with Raymond and Glover’s daughter.
SAS Cosme emailed transcription service and they advised that they are hoping to have the
transcripts for the interviews with Bell, Cannon and Glover completed by Friday 3/17/23.
SA Smith scanned and attached the TASER records and reports provided by LPD to IR 23 LPD

On Monday March 27, 2023, SAS Cosme and SA Smith met with Capitol Police Lieutenant (Lt.)
Scotty Winfrey by phone to discuss the analysis of the TASER reports provided by LPD. Lt.
Winfrey advised he would defer the analysis to AXON to document the activity represented in
the reports.
On Thursday March 30, 2023, SA Smith contacted AXON via email at [email protected] as
directed by Lt. Winfrey. In response to an email from TASER, SA Smith sent the TASER
records received from Lakeland PD to Alyssa Payne and Bryan Chiles at TASER for analysis on
Wednesday April 5, 2023.
On Friday April 7, 2023, SA Smith corresponded with TASER regarding the request for a formal
analysis report. TASER required an additional written request through the AXON website using
FDLE's department account, which required login credentials. SA Smith contacted Capitol
Police Captain Scotty Winfrey regarding the written request requirement, and requested
assistance and direction.
On Monday April 10, 2023, TASER provided, via email, a summary of their initial analysis of the
TASER logs and reports regarding this incident. On April 11, 2023, Captain Winfrey advised for
the FDLE regional TASER coordinator, SA Jeff Erb, to make the written request to TASER for
the formal report using the credentials assigned to the region.
On Thursday April 13, SA Smith coordinated that request with SA Erb. SA Erb later advised he
completed the electronic request form as directed, but learned during the submission process, a
fee of $2,400.00 would be required by AXON. SA Smith advised SA Erb to provide the update
to SAS Cosme.
On Tuesday April 18, 2023, SAS Cosme advised the formal analysis report from TASER would
not be ordered at this time, and the summary provided by TASER Sr. Investigations Engineer
Bryan Chiles would be attached to this report.
In brief, that summary indicates Officer Jefferson deployed a TASER during the event in
question, and during the deployment and activation of the device, the effects were inconsistent
and intermittent. In addition, the weapon was armed with a 3.5-degree (Stand-Off, or “SO”)
cartridge in both Bay 1 and Bay 2. It was armed (off safe and ready to deploy) for about one
minute total, and it was only activated for a total of about 26.5 seconds during that time. See

SAS Cosme contacted Sara Jones and asked for Netaysia’s phone number. She provided
863-797-2213 but said that the number was not working. Unknown if Netaysia plans on getting
the cell service reinstated.
SAS Cosme and SA Smith responded to LFO to meet with Netaysia. She did not show up.
Agents located her at 206 W. 9th St. She stated that she did not want to give a statement until
she consulted with an attorney. SAS Cosme asked her when she would be getting an attorney
and she said in about a week. She did provide an address of 940 Marines Street Apt. 301,
Lakeland, FL. Netaysia also provided the following information on her boyfriend:
SAS Cosme responded to Lakeland PD and met with Capt. Harper who provided the pictures
taken by Sgt. Eby of Ofc. Cornn’s injuries at the time of the incident. SAS Cosme got the

SAS Cosme called and left voicemail with Craig Laporte (the attorney representing three of the
involved officers) looking to coordinate a date and time for their interviews.
Axon provided a summary, via email, of the initial analysis done on the officers’ tasers.
SAS Cosme texted the number provided for Raymond Joseph requesting a call back to set an
interview date and time.
SAS Cosme spoke to Craig Laporte who stated that Ofc. Cornn was no longer willing to provide
a statement. Ofc. Jefferson and McCain will provide statements on Wednesday April 26th at
1000 hours at TBROC.
Capitol Police Captain Winfrey advised SA Smith that the FDLE regional TASER coordinator,
SA Jeff Erb, should make the written request through the AXON website using the credentials
assigned to TBROC.
SAS Cosme spoke to Capt. Harper who agreed to find out the name of the attorney
representing Sgt. Eby. Capt. Harper also advised that he was able to locate a body cam video
from an officer who responded to their sally port to conduct a DUI investigation on Glover. He
will provide a copy of the bodycam video.
SAS Cosme received a text from Capt. Harper who identified Nick Fiorentino as Sgt. Eby’s
attorney.

SAS Cosme on Monday April 17th.
SA Smith requested SA Erb to make the written request to TASER per the instructions of

SA Smith reviewed the Polk County Sheriff’s Office (PCSO), Department of Detention Incident
Report, and documentation related to the intake, housing, and release of Glover from the Polk
County Jail. On page 3 of that document, there is a note indicating Witnesses and Deputies
Present as “D. Walker CNA”, and “Cleared from infirmary, transfer to appropriate housing.”
This portion of the report was apparently authored by “Mununoz RN”.
On page 30, Polk County Sheriff’s Office Booking Sheet, Department of Detention
Arresting/Transporting Officer TriTech JMS Information Sheet Indicates “No” for, “Is the
Arrestee Injured”. The Transporting Officer is listed as McCain LPD, and the PCSO Receiving
Detention Deputy is listed as Lindsay Marie Villalta. Page 64 of the PCSO Booking Sheet
indicates under “Hazards”: “Medical Housing Classification…Inf. for eval.” (apparently
Infirmary for Evaluation). This document titled “booking report” was added electronically to IR
#29 Additional LPD Documents as Related Item #86.
SA Smith completed the review of documents related to the PCSO handling of inmate Glover at
the Polk County Jail, and began a review of the document titled “cads notes”. Per that report:

Special Agent (SA) Greg Smith began a review of action taken in order to identify any open
leads.
Special Agent Supervisor (SAS) Cosme left voicemail for Brian Mulligan (Det. Cornn’s
attorney) requesting a call back.
SA Smith continued the review of action taken to identify any open leads. Attorney Mulligan
advised SAS Cosme that Officer Cornn officially declined to be interviewed in this case.
SAS Cosme and SA Smith discussed the status of the investigative reports, and any further
analysis of records.
Having had no further contact from Netaysia Cannon and Raymond Joseph, SAS Cosme and
SA Smith attempted to locate them for interview in and around Lakeland. Several locations
were checked with negative results. Cannon’s mother Nettie Bell was contacted at 406 W. 9th
St., and she advised she believes Cannon and Joseph do not want to be interviewed at this

Department of Law Enforcement (FDLE) to investigate a use of force incident involving LPD
Sergeant (Sgt.) Mark Eby, Officer (Ofc.) Dillon Cornn, Ofc. Anton Jefferson and Ofc. Jason
McCain. The incident occurred on December 18, 2022 in the 400 block of West 9 th Street in
Lakeland, FL. The complainant in this case is Antwan D. Glover.
This Investigative Report was opened in order to electronically attach several documents and
files, received and reviewed, which had not yet been attached to an Investigative Report for the
case file.
It should be noted that the in car video from the vehicle which was used to transport Glover was
requested but could not be located by LPD. The transport officer had not saved the video on
the date of the incident which caused the system to write over it prior to the request being
made.

McCain. The incident occurred on December 18, 2022 in the 400 block of West 9th Street in
Lakeland, FL. The complainant in this case is Antwan D. Glover.
On June 22, 2023, SAS Ramon Cosme received a voicemail from 863-242-0110. The caller
identified himself as Dr. Clayton Cowart and claimed to have “additional information” and
“additional footage” on the officers being investigated.
SAS Cosme called and spoke to Dr. Cowart who stated that he wanted to provide information
on a new complaint against the Lakeland PD officers involved in this case. This complaint was
unrelated to the complaint which was investigated in this case. SAS Cosme explained that this
new complaint would have to be referred to the FBI which was already conducting an
independent investigation. SAS Cosme gave Dr. Cowart the contact information to the FBI
case agent. Dr. Cowart stated that he was familiar with that agent and he would get in contact
with him.

On June 8, 2023, Special Agent Supervisor (SAS) Ramón Cosme met with Christopher Nelson
with the 10th Judicial Circuit State Attorney’s Office at the Bartow Courthouse and submitted a
copy of the investigative summary along with a USB drive containing the E-book for this case.
On June 9, 2023, SAS Cosme met with FBI Special Agent John Herman at the Tampa Bay
Regional Operations Center and provided him with a copy of the investigative summary along
with a USB drive containing the E-book for this case.

On June 23, 2023, SAS Ramón Cosme received an email containing a letter from 10th Judicial
Circuit State Attorney Brian Hass. In that letter, Mr. Haas stated in part “The complete FDLE
report provides critical context and information that leads me to my conclusion that no charges
are appropriate against any Lakeland Police Officer involved in this arrest.”
No evidence pertaining to this case has been retained by FDLE or is being stored at any FDLE
facility. There is no further investigation to be conducted.
