    A RESOLUTION REQUESTING PRESIDENT FERDINAND R. MARCOS JR., IN CONCURRENT CAPACITY
    AS THE SECRETARY OF THE DEPARTMENT OF AGRICULTURE TO INCREASE FERTILIZERS
    ALLOCATION FOR THE CITY OF MASBATE TO ADDRESS PROBLEM ON THE PRODUCTION OF RICE
    AND OF HIGH VALUE CROPS

    WHEREAS, recognizing the local government unit’s leadership and significant role in nation-building,
    amid the protracted Covid-19 pandemic, the local government of the City of Masbate
    remain strong partner of the national government in boosting the productivity of their
    respective farming and fishing communities and increased incomes of small farmers and
    fisherfolk;
    WHEREAS, the Department of Agriculture, through the PRESIDENT FERDINAND R. MARCOS JR., IN
    CONCURRENT CAPACITY AS THE SECRETARY OF THE DEPARTMENT OF AGRICULTURE, is the
    executive department of the Philippine government responsible for the promotion of
    agricultural and fisheries development and growth;
    WHEREAS, the Department is also responsible for the promotion of agricultural development by
    providing the policy framework, public investments, and support services needed for
    domestic and export-oriented business enterprises;
    WHEREAS, to cushion the impact of the global challenges on the country’s food security, the
    Department of Agriculture (DA) earlier implemented Plant, Plant, Plant with a P24 billion
    budget, of which P20 billion has been allocated for fertilizers;
    WHEREAS, it is the policy of the City Government of Masbate to help in transforming Philippine
    agriculture into a dynamic and high-growth sector that will pave the way to reducing
    poverty in the city by providing small farmers, fishers, and other ruralfolk more livelihood
    and income-generating opportunities;
    WHEREAS, considering that the agriculture and fishery sector is undoubtedly among the major drivers
    of the country’s economic growth, there is a need to support our farmers by providing
    sufficient allocation of fertilizers to the City of Masbate which will address problem on the
    production of rice and of high value crops;
    WHEREAS, with the foregoing, this Sanggunian recognizes that increasing fertilizer allocation for the
    City of Masbate will help the agriculture sector to be globally competitive, envisioning a
    food-secure and resilient, and teeming with empowered and prosperous farmers and
    fisherfolk to address problem on the production of rice and of high value crops in the city,
    hence this resolution;
    NOW THEREFORE, on motion of Hon. Jamon J. Espares, duly seconded and concurred by all the members
    present, be it:
