REVITALIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) AND THEIR ROLE
IN DRUG CLEARING OPERATIONS

WHEREAS, drug related incidents have been constantly present in our country and resulted in
multiple crime incidents and despite the efforts of the PNP and other law enforcement agencies of
the government; their lingering presence threatens and Peace and Order in communities nationwide;

WHEREAS, DILG MC. # 2015-63 dated on June 16, 2015 is issued to emphasize to local authorities,
especially Barangay Officials ,their principal responsibilities iin support of overall government efforts
to address Peace in Order ,particularly to curb illegal drugs and other substance.

NOWTHEREFORE, in view of the above as, PUNONG BARANGAY, by virtue of the power in me
visted by law, do hereby order.

SECTION 1. CREATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) there is


hereby created in this Barangay a Barangay Anti-Drug Abuse Council ( BADAC ) composed of the ff.

SECTION 2. POWERS AND FUCNTIONS OF BADAC


 Conduct regular meeting at least once a month and call for special meetings whenever necessary
 Plan strategies ,implement and evaluate programs and projects on drug abuse prevention in the
barangay;
 Organize the BADAC Auxillary Team to compose on ideal number of 25 members per 2000 populations
of the barangay representing streets,puroks,subdivision or sitio.
 Orient the BADAC Auxillary Team of their roles and functions and in formulating plan of action to
address the problem.
 Equip Barangay Tanods and BADAC Auxillary Team on their roles and functions in the campaign
against street level illegal drug trade through seminars or trainings.
 Coordinate and collaborate with other institutions implementing programs and projects on drug abuse
prevention at the barangay level.
 Continuously gather and update date on all drug related incidents and its effect on the Peace and
Order situation in the Barangay including listing of suspected Drug users and Pushers;
 Submit a monthly report to the municipal Anti-Drug Abuse Council copy furnished the DILG municipal
field office.
 Refer suspected drug users to the MADAC and other institutions for corresponding counseling and/on
rehabilations;
 Conduct an information education campaign (IECO) on illegal drug demand reductions;
 Monitor dispositions and progress of drug-related cases filed;and
 Perform other related functions.

a) ROLES AND RESPONSIBILITIES
 Prepare and maintain a confidential list of suspected users,pushers,financiers and/or
protectors of illegal drug found in the LGU’S area of jurisdiction to be Municipal Anti-Drug
Council copy furnished the PNP-Anti-illegal Drugs Special operations Task Force
(AIDSOFT);and
 Establish Rehabilitations/referral desks and process applications for rehabilitation of
dependents.
b) PRE OPERAYION;
 Identifications of drug affected house cluster,work places,streets,puroks and sitio where
manufacture, delivery sale or use of illegal drugs are being conducted and to report the same
immediately to the PNP or the Philippine Drug Enforcement Agency (PDEA)
 Conduct administrative searches of suspected drug dens/Laboratories
 Conduct briefings,meetings prior to the launching of operations to ensure positive results ans
safety of the operating teams and the community.
c) DURING OPERATIONS
 Ensure safety of the community and regularity of the operations
 Any elected Barangay Officials present during the operations to witness the inventory of
seized drugs/paraphernalia.
 Extend such other necessary assistance to the PDEA and PNP authorities in its operations
against illegal drugs including but not limited to the prevention of evidence and protection of
witnesses and suspects against unlawful acts.
d) POST OPERATIONS
 The elected Barangay Officials present during the operations shall execute an affidavit and act
as witness in court hearing in the prosecutions of drug cases.
 Submit reports of drug-clearing operations conducted,if any, to the Municipal Anti-Drug Abuse
Council copy furnished the DILG Municipal Field Office;
 For operations conducted/initiated by the PDEA/PNP, an elected Barangay Officials should be
involved immediately after the raid and be present to stand as witness during the conduct of
inventory.

A. ROLES AND RESPONSIBILITIES
 Coordinate and collaborate with other institutions in the barangay ,if any, (i.e Baranagy intelligence
network (BIN)’ the eye in the Barangay “ Barangay Peacekeeping Action Team (BPAT) in
implementing programs and projects on anti- illegal drugs abuse.
 Conduct consultative meetings with organizations in the Barangay, such as the present teachers
community association PTCA Youth Groups , BOY and GIRLS Scouts, religious and organizations,
senior citizen homeowner associations (TODA) and other organization existing in the community to get
their commitment to assist in curbing the drug menace in the community.
 Strengthen the linkages of the Barangay Officials with the community higher LGU’S Local Police
Conduct necessary seminars for the community on the dangers of illegal drugs in coordination with the
PNP.
 Empower the community in reporting drug related cases through an award commendation system;and
 Identify and implement sustainable livelihood projects as a reintegration program to former drug
pushers and drug addict.

SECTION 4-ORGANIZATION OF BARANGAY HOUSE CLUSTER- The organization of Barangay House Cluster
shall be based on the number of sitios/puroks/streets in the Barangay and the following shall be designated as
cluster leaders;

 Attend BADAC regular meetings upon instruction of the Punong Barangay;
 Prepare and maintain list of individuals or residents in every household within the assigned cluster;
 Immediately informer report to the BADAC any illegal Drug-Related activitiesor cases occurring within
the assigned cluster;and
 Perform other duties as may be assigned by the PUNONG BARANGAY.

SECTION 5- DESIGNATION OF BARANGAY CUTY OFFICERS- the following are hereby designated as duty
officers,wherein one must be a female duty officer to comply with generally security and ethical standards;

 Property documents the whole process of voluntary
surrender entered into by any purported drug
dependents residing in the barangay;
 Conduct an interview to solicit personal information
from the surrenderrer, such as the name, address,
contact number, religious affiliation ans sex, such
shall be recorder in the record book
 Immediately inform the Punong Barangay in case the surrender is included in the target list,
wanted list and watch list personalities of law enforcement aghencies, such as but not limited
to PDEA,PNP and NBI or of the surrenderrer has any other pending criminal case/s
 Refer or endorse surrenderrers to the MADAC for proper screening and assestment;
 Log and maintain a record book containing all personal information of surrenderers;
 Ensure confidentiality of all information of surrenderers;an
 Perform other duties and fuctions as may be deemed necessary.

This Executive Order shall take effect immediately.
