ias asked it he had overheard any (UI conversations about fuJ-iirelans to create disturbances at GTMO. Isaid he heard ISIL F [peak with his own ears arid that these people (the other detainees) have dreams. One of the messages the detainees have received is to do jihad wherever, even in Camp 6. The detainees believe the MPs cannot kill the detainees because they ae_ia iy 1 registered a] and so the detainees are not afraid to fight Iwas asked to clarify that the detainees know that the guac annot kill them. Things that detainees had uzjd 1a- r-,,rr themselves had been taken for at least three days.j said that most guards were respectful and avoided standing in front of a cell while a detainee was using the toilet, even if the detainee was covering himself. He said that it would have been impossible for the three of them to communicate because there were empty cells between them, and they would have had to speak loudly enouch that others would have heard what thy were discussing. I I said that people oni Idid not promote violence, not even throwing urine. The people on the block counseled remaining patient rather than retaliating. No one on the block would have agreed to such a plan. The detainees could not have without being overhea: three cells betweenl and four cells betwe so it would have been impossible for 0th hear. It is possible that the detainees in cells iere encouraged by the actions of the detainee in ce. tat they overcame their reluctance to attempt suicide.

during this time, after which commit suicide again. On May 13, 2006,
News coming from pub1i sburcies centered on a movement to obtain more freedoms for the detainees. Pressure from the puiDlic detainees resulted in some changes was for one of two banks.of lights turned. Off on alternating nights. that the detainees were being kept a.nd complaints from the at the camps. one such change in each prison block to be Thin was to quell complaints awake at night by the lights.
Intelligence obtained from an outside source indicated that the detainee leadership had determined.that three detainees or more must die, in order to c1oe the Guantanamo camps. The idea was to prevent further detainees from being brought to Gua.ntanamo.
After the three detainees deaths on June 10, 2006, lexamined the records of the three detainees to d.etertnine it there were any signs/intelligence that couJ.4 be 1eatjed from the detainees records leading up to the deaths Ilearned .1 that two weeks prior to their deaths, two of the earnee that died were caught with torn clothing. The pieces of torn clothing were 18 inches long and one inch wide. In addition, several detainees were found to be in possession of crushed apple juice cartons wrapped in medical gauge, which detainees u$ed to gag themselves. Both the torn clothing items and the crushed apple cartons were doxifisdated as contraband at that time.
Nine detainees faked a code yellow, or medical emergency prior to the June L0, 2006 deaths. Dtiring a code yellow, guards tmist enter a. detainees cell, and restrain the detainee prior to the deta.inee receiving medical assistance.
ninth detainee had shoved a wad of toilet paper covered in feces down their threat. It was later learned that the detainees had wanted it to appear that the guards had killed the ninth detainee. Yet, the guards saved the ninth detainee, and the detainee did not die. that detainee numberl Iwhc, was a problernatc Guantanamo camp leader, and who had. previou1y been close to tJsama in Laden, was located in a cell next to one of the detainees who committed suicide on June 10, 2006. Ilearned that the last wills and testaments of I three detainees who died were found in the cell of detainee within the same cell block. Iiistened to the tech cuts in cell block 1. At apprbxiiiately 12:30 AM on June 10, 2006, the guards noticed a commotion in the prison block. At approciuiately 12:32 N on June 10, 2006, the transcribed tech cut indicated a detainee sa.yizig, Oh my God, my brother, my brother.I Ibelieved that this detainee was acknowledging that the three detainees had committed suicide.
ladvised that on June 10. at approximately 12:52 N, a code black was issl4edl land Admiral Iar:is reported to the iampsl_________ niarrie entered Sally Port 1 of Camp Delta. At approciinate.Ly 1:12 AN, tw of the detainees were on gurneys in the medical clinic located in building four. Gags had been removed from the two detainees mouths. One gag looked like a sock and the other gag looked like a crushed apple juice oartcn. The third detainee had been sent to the naval EJarris consoled medical staff that were distraught overhospital. the detainees deaths and then proceeded to notify his Southern Command.
Observation point New York is on a hill, looking towards Cuba, far from the camps. Due to the distant location of observation point Nw York, a rc1dier stationed there would only be able to see large zpovemnnt in the camp such as an a.mbulande entering and eciting. I Idoes not think that the guard towers inside the camps or the observation points outside of the. camps ha-ve been renumbered. Guards stationed in the guard towers can not see in to the individual coll within the prison blocks . with other camp personnel met with an from the ureau of Prisons and an Islamic Schols further examine how to prevent further detainee deaths .I group wrote an after action report compiling their finding s and recommendations, of whicthl ladvised he would provide the

Following the discussion withi Ithe group (minus Iwas given a. tour of Camp Delta. NCIS AC Carol Kisthardt joined the tour. A combat photographer took all pictures requested of the case agents. The pictures were taken by the combat photographer for they bad to be reviewed prior to their dissemination. The photo log and the pictures that were taken are secured in the 1A file. The tour identified Camp 1. within Camp Delta, and the cells of the detainees (A-5, A-8, A-12) that: died on June 10, 2006. The tour included those of the guard towers surrounding Camp Delta and the guard towers that were in the surrounding area. In addition, a tour of Observation Post New York and Camp Iguana was taken.
