ACC (Ametha) is one of the Integrated Plants of Adani Cement located near Ametha Village in
Katni District of Madhya Pradesh. Established in 2023, the Clinkerization capacity of the plant
is 2.7 MTPA and Grinding capacity is 1 MTPA.
ACC Limited (ACC) is a leading player in the Indian building materials space, with a pan-India

tics, shipping and rail), Resources, Power Generation and Distribu-tion, Renewable Energy,
Gas and Infrastructure, Agro (commodi-ties, edible oil, food products, cold storage and grain
silos), Real Estate, Public Transport Infrastructure, Defence & Aerospace, and other sectors.
ACC Limited (Unit: Ametha) is now proposing augmentation works at existing In-plant yard of
ACC (Ametha) in order to handle the inward traffic of Flyash through rail (BCFC) rake. The
proposed expansion will be done within the existing plant area. No additional land will be
acquired for the proposed expansion.
The proposed unit of ACC Limited is well connected to NH 30 and Nearest Railway Station is
Mehgaon Railway Station (Land is adjacent to Railway Land Boundary and to the East of Rail-
way Station).

ACC (Ametha) already has their own railway siding having their take-off from the Mehgaon
station, Jhukehi - Kymore Section, Jabalpur Division, West Central Railway. The approximate
length of the connectivity line is 1.80 Km (Take off Point to DE of siding). The GCT siding is
commissioned is very recently in the month November 2023. Copy of competent authority
approval is enclosed herewith as Annexure – II.
ACC (Ametha) railway siding is currently transporting inward raw materials viz. Coal, Gypsum,
Red mud, Bauxite & Laterite and outward transportation of Clinker & cement from the sid-
ing.
In addition to the above, ACC (Ametha) intends to augment the present railway siding in or-
der to handle the inward traffic of Flyash through rail (BCFC) rake by proposing mechanized
un-loading facility.
1.3.RAILWAY CONSULTANTS:
M/s. ACC Limited have appointed M/s. MGR Infra Techno Economical Services LLP (MGRITES)
with following details –
MGRITES are in the panel of authorized consultants under 14 Zonal Railways. i.e., Southern
Railway, South Central Railway, South Western Railway, South Eastern Railway, South North-
ern Railway, Western Railway, Central Railway, North Western Railway, Northern Railway,
North Eastern Railway, North Central Railway, North Frontier Railway, West Central Railway
and East Central Railway.
They will act on behalf of M/s. ACC Limited for doing Survey, submission of Reports, de-
signs/drawings, for obtaining the approvals from Railways.
This Feasibility Report has been prepared based on the preliminary inputs provided by ACC
and the preliminary engineering survey conducted by MGRITES.

1.4.PROJECT OBJECTIVE:
The aim of this study is to carryout Reconnaissance survey, assess technical feasibility and to
prepare Feasibility report, Detailed survey, Detailed Project Report, Detailed Engineering in-
cluding railway approvals and Project Management Consultancy for the proposed Railway
siding for GCT yard, taking-off from Mehgaon station, Jhukehi - Kymore Section, Jabalpur Di-
vision, West Central Railway, to serve for transportation of inward & outward traffic.
1.5.FIELD SURVEY:
Reconnaissance survey cum Detailed Topographical survey has conducted at the proposed
GCT area between serving station to GCT yard. The survey included detailed study on terrain,
availability of land, location for take-off for siding, identification of water courses, road cross-
ings, plant boundary, Gradient post, Type of Signals and power transmission lines etc.
After detailed study at site and data/drawings collected, this Feasibility Study Report has
been prepared for Railway siding to serve for GCT yard along with loading/unloading infra-
structure facilities to meet the requirements of the projected traffic.
1.6.CONCEPTUAL STUDY:
Traffic needs of M/s. ACC Limited mainly consist of a variety of commodities in inward &
outward direction. The layout of the proposed rail connectivity from the Mehgaon station to
the GCT area is designed with due consideration to the following aspects.
As discussed in detail in Chapter II, the GCT siding will be required to handle additional in-
ward traffic of Flyash approximately 7.50 rakes per month.
Layout of the proposed siding for GCT yard with technically most suitable and economically
viable alignment to connect the GCT yard have been finalized after conducting Reconnais-
sance and Detailed Engineering Survey and to suit traffic projected by M/s. ACC Limited.

The Conceptual plan showing the proposed siding works at the project site in relation to the
existing Mehgaon station yard is enclosed as Annexure-III.
The proposed siding shall be developed based on GCT policy of 2022 with the latest amend-
ments. All eligibility criteria for GCTO as mentioned in GCT policy of 2021 (GCT circular letter
no.2021/TC(FM)/18/23, dated 15.12.2021 and revised on 06.12.2022) have been fulfilled by
M/s. Ambuja Cement Limited. Documents to that respect are attached in Annexure as men-
tioned below:

2. VOLUME OF TRAFFIC
ACC (Ametha) railway siding is currently transporting inward raw materials viz. Coal, Gypsum,
Red mud, Bauxite & Laterite and outward transportation of Clinker & cement from the sid-
ing.
ACC (Ametha) intends to augment the present railway siding in order to handle the addition-
al inward traffic of Flyash through rail (BCFC) rake by proposing a mechanized unloading fa-
cility.
The existing rail Infrastructure and arrangement is not sufficient to handle the additional pro-
jected traffic of Fly-ash. It is therefore necessary to augment the existing rail Infrastructure
by carrying out certain modifications within the in-plant yard.
In order to meet requirement for handling additional inward traffic of Flyash and to minimize
turn round time of wagons, ACC has decided to augmentation of existing In-plant rail-way
yard by now proposing for mechanized system of handling commodities to improve the effi-
ciency and utilization of available rail Infrastructure.
ACC envisages additional Rail inward traffic of Fly ash. The total projected traffic details are
given in the table below.

Based on the preliminary site study, broadly the following modifications are to be made:

the handling of Inward traffic of Fly-ash at Terminal.

CIVIL ENGINEERING
5. CIVIL ENGINEERING STANDARDS
The proposed work of ACC siding will be constructed adhering to latest guidelines of Indian
railways stipulated in the Engineering code, Indian Railway Permanent Way Manual (IRPWM)
and Schedule of Dimension (SOD).
5.1.SURVEY METHODOLOGY
Guidelines provided for the Engineering Department of the Railways have been followed in
carrying out the survey for the proposed GCT siding.
All the chainages for the existing & proposed facilities of GCT yard are reckoned by consider-
ing the center line of Mehgaon Railway station building as Zero Chainage reference point.
5.3.Gauge
5.4.Speed potential
Maximum permissible speed on proposed siding shall be up to 15 Kmph since this is a dead-
end terminal and extension of existing station yard.
5.5.Axle load:
All the culverts and bridges will be built to maximum axle load of 25 tonnes.
5.6.Ruling Gradient:
The earthwork will be executed as per RDSO specification No.: GE-1 and moorum blanketing
with GE-37. Formation soil/blanketing thickness will be as per RDSO report No.:
2007/GE/0014 issued in November 2009 as per Railway Board letter No.: 2010/Infra/12/1
Dt.: 06.04.2018. Moorum blanketing thickness of 60 cm is proposed for adoption for this pro-
ject.
The side slopes of the embankment will be 2:1 and the top of formation will be laid with
camber of 1 in 30 to facilitate proper drainage. In cutting, the bottom width of the formation
excluding side drains will be 7.85 m. Suitable side drains will be provided. The side slopes of
the cutting will not be steeper than 1:1.

Formation width of 7.85m & 13.16m in bank for single line and double line respecting with
2:1 side slope on both sides. Similarly, formation width of 10.25m (inclusive of side drains) &
15.56m in cutting for single line and double line with 1:1 side slope is proposed.
5.9.Rails
60kg 90 UTS IU rails conforming to T-12 of 2009 and latest amended specifications shall be
used.
5.10.Sleeper density
For the entire track of siding, sleeper density of 1540 Nos. of concrete sleepers per km to be
provided.
5.11.Ballast
65 mm nominal size hard stone ballast as per RDSO specification with a minimum depth of
cushion of 300mm below the sleepers to be provided.
5.12.Track center:
60 kg - 90 UTS 1 in 8 ½ Points and Crossings in the siding with CMS crossings and curved
switches on 60 kg PSC Sleepers with fan shaped layout are proposed.
5.14.Curvature:
The curvature of 232.0 m radius has been adopted as the sharpest. The check rails shall be
provided for the track having curvature sharper than 60.
All fixed structures along the siding shall have clearance confirming to the recommended
Schedule of Dimensions of Indian Railways.

5.16.Bridges
Bridges will be constructed with 25T axle load-2008 standards with maximum axle load of 25
tonnes for locomotives and train trailing load of 9.33 tonnes per meter.
Geotechnical investigation shall be performed at suitable locations along the Right of Way
(RoW) and specifically at the location of all major bridges as per RDSO specification No.:
RDSO/2018/GE: IRS-0004 (D).
All P-way materials shall be procured from RDSO approved vendors and will test as per RDSO
specifications.

SYSTEM OF WORKING
6. System of Working:
All incoming loading (flyash) trains bound to ACC (Ametha) siding yard shall be received on
any one of the loop line at Mehgaon station.
• Loaded rakes of Fly Ash unloading shall be received directly on line no. 07 i.e., Pre-Flyash
Line. Then the railway engine shall be detached and attaches to the rear end of train.
• The total rake is pushed by the train engine in such a way that each loaded wagon is
within the reach of side arm charger. After decoupling each loaded wagon is positioned
in the hopper to unload the Flyash. Further the empty wagon is pushed to Line No. 8 i.e.
post-Flyash line. The sequence of wagon unloading, empty wagon traversing from line
• The train engine shall then be attached to the empty rake for further dispatch.
Experienced Retired Operating official along with Points men already available for the exist-
ing yard, same shall be utilized for new additional line and all existing facilities to railway
staff deputed at site shall be retained.
6.2.Security of Vehicles
Whenever rake is stabled for loading/unloading (unattached with Engine), all precautions will
be taken to secure the vehicles by way of putting on hand brakes and placing skid by siding
staff to prevent any type of rolling down.

The existing in plant yard is totally non- interlocked, all points are hand operated. Hence for
the proposed augmentation works, spring loaded hand operated points will be provided and
will be worked as non-interlocked for flexibility of operation. Points will be operated by
ground levers locally with self-locking (plunger type) devices.
7.2.Communication
The telecommunication facilities are already available for existing yard and the same shall be
continued to be utilized for communication with the railway.

8.1.ELECTRIFICATION OF SIDING
The siding is taken off from Mehgaon station on Jhukehi - Keymore Section, Jabalpur Divi-
sion, West Central Railway. Since the parent line is electrified, ACL(Ametha) railway siding is
already electrified, hence for the proposed upgradation work, overhead electrification for
proposed additional lines shall be provided with fully electrified from operation point of
view. The total TKM of the upgradation/augmentation work is 2.20Km is proposed for OHE.
