A Proposal on the Establishment of Camiguin as DAR Provincial Office

Rationale/Background

Exactly a decade ago the Department of Agrarian Reform (DAR) Camiguin Provincial Office was
restructured as a satellite office of DAR Misamis Oriental – it became DAR Misamis Oriental and
Camiguin with the issuance of Executive Order 366 pursuant to section 20 dated 4 October
2004, mainly to scale down the merging of the functions of one office to another, merging
combination of one small office to a bigger office as well as strengthening the core functions to
deliver quality and best services to its clientele.

Before the merger of the 2 provinces, the total personnel of Camiguin province were forty-three
(43) with the complete set of top management, division chiefs, 5 MAROs and staff at the field
and provincial office, after rationalization program only 7 staff with only 1 CARPO position was
left overseeing the 2 major activities/targets of the island.

Thus, over a decade the DAR Camiguin functions as satellite office of Misamis Oriental in which
the major activities left were and have been delivered by a handful of technical and
administrative personnel. Since only one plantilla CARPO was left to oversee the ARBDSP and
LTS targets while the Legal, STOD and DARAB were managed and supervised by the Misamis
Oriental Chiefs - the processing of claims, salaries, procurement process and admin related
functions are also absorbed by the Misamis Oriental team.

Below is the total of 8 composition of the Camiguin satellite office including the Co terminus to
the incumbent.

Subsequently in 2016, the province was declared as Land Acquisition and Distribution (LAD) free
province, meaning no more LTI activities were done and only a handful of post-LAD activities
were left. At present, there are 5 Distributed but not yet Documented (DNYD) landholdings
were left and to be delivered/completed this year. Once this will be completed, the province will
be declared as LTI free - meaning no more LTI activities left however, the DAR clearance
activities will be continued and sustained.

The scenario/activities would be more on PBD, Legal, DARAB activities since acquisition and
distribution activities were already completed. However, with the issuance of PARPO II
Dimalotang M. Guiling II’s Special Order no. 837 dated December 12, 2023 signed by Secretary

Conrado M. Estrella III, the province of Camiguin will operate as DAR Provincial office. Thus, a
new organizational structure will be established and proposed to fill the gaps and fully operate
its functions as a provincial office.

To realize such structure, since it takes few months or even a year to reconstitute the new set
up, a transition structure will be adopted/employed as drafted below;

This could be the doable set up while on transition period, wherein the 11 organic staff
including the PARPO II and CTI will share the multi-level functions and designation to various
working committees such as BAC, PRAISE, Grievance, LD/Info to name a few.

For this structure to be more effective and efficiently operating as a provincial office, a multi-
functional Chief of Staff (COS) must be hired primarily to deliver the 2024 physical and financial
targets. Since day 1 of 2024, both PARPO II Guiling and CARPO Flores, have been organizing the

team to complement the staffing of the province. As of this moment, the following shall be
hired on Contract of Service (COS);

The total required salaries for the COS is one million six hundred thirty six thousand eight
hundred (Php1,636,800) pesos only, which will form part of the fund download request to the
Finance Management and Administrative Office (FMAO).

Still, the designated PARPO I, Budget Officer II and Accountant II of Misamis Oriental will be
signing all the claims for the province of Camiguin while processing will be done at the DARPO
Camiguin and Misamis Oriental pending upon the approval of the new organizational structure
as proposed. Likewise, the Legal Chief of Misamis Oriental will be head the Legal unit of
Camiguin.

Meanwhile, the survey and DENR - required documents from DENR 10 will remain through the
Misamis Oriental LTID as practiced since RatPlan and during the Project SPLIT implementation.

On the context of sustainability and independence of the DARPO Camiguin from Misamis
Oriental, a desired and new organizational structure is hereby proposed;

Only 1 CARPO will be designated in the PBDD and LTID by this year 2024, the province will be LTI
- free meaning only ocular inspection for DAR Clearance issuance will be the activities at the
MARO office, the function of supposedly PBDD chief can be carried by the LTID Chief, likewise,
due to its limited coverage, the legal staff can also accomplish and signing documents will be
done by the Legal Chief of Misamis Oriental meanwhile the DARAB activities thus, the
designated PARAD of Misamis Oriental can likewise designated as the PARAD of DAR Camiguin.

Likewise, since Camiguin still have 5 remaining landholding under DISTRIBUTED BUT NOT YET
DOCUMENTED (DNYD), the survey team of Regional office and Misamis Oriental are only to be
undertaken by the province, also the required documents such as V-37, survey correction and
among other documents to be secured from DENR will course through the Regional Land tenure
Improvement Division.

Meanwhile, the Designated Budget Officer and Accountant from Misamis Oriental will be also
tapped to act on the financial transactions of Camiguin while transition period is ongoing. The

designated PARO I of Misamis Oriental acts as PARO I of Camiguin since the Special Order no.
837 have not relinquish his function as PARO I of Camiguin. (see process flow).

On the other hand, the proposed structure will definitely bear resolutions of the issues and
concerns on delayed processing of claims, salaries, proper indexing/records of remittances,
taxes, proper posting of GSIS/HMDF/PhilHealth premiums and loans from these institutions.
Monitoring and properly keeping of files/records on the LAD and LTI documents for
restructuring will be properly turned over following the EO 366 implementation.

The desired independence from Misamis Oriental will also be acquired since the key officers are
in place and proper accountabilities will be easily pinpointed since the staffing pattern are in
place.

This proposed structure requires creation of additional positions and funding for the
renumeration and salaries of the plantilla positions, for additional Personnel Services (PS)
funding requirement. The details and total of salaries are hereby presented in the table below.

(Php11,748,675) pesos only subject for the approval of the top DAR management and
Department of Budget and Management (DBM).

With this proposal and budget requirement, the DAR Camiguin management is highly expecting
