2. This document is referenced by the PDP and must be completed as far as possible at both the time of obtaining
agreement from the Senior Project Manager (Construction) and at scheme handover to Construction.
3. This document will be transferred directly to the contract tender document and will be part of the contract
specification.

SUBSTATION DESIGN SPECIFICATION
(Scheme specific layout, accommodation, installation and commissioning requirements for HV and protection and control
equipment)
1. SUMMARY OF WORK
The new 240MVA SGT (SGT3) will be installed within the spare bay at Rayleigh main
adjacent to SGT1 bay and connected into one of the bay’s of the new 132kV GIS Substation.

The works will also include the replacement of the existing SGT2 transformer with a new
240MVA SGT. The existing transformer foundation will require modification to accommodate
the new SGT2. (supplied and installed by others)
NG shall carry out the new SGT3 & SGT2 installation, 400kV bay works and secondary
equipment modifications at Rayleigh Main 400kV substation under a separate contract.
SGT3 and SGT2 together with the existing SGT circuits SGT1and SGT4 will be connected to
the new GIS substation via new 132kV XLPE cables to be installed by EDF.
On completion of the works, EDF will be responsible for the decommissioning of the existing
Rayleigh Local site together with removal of redundant OHL and towers.
This Specification details the works to be undertaken by EDF associated with NG’s SGT
circuits at Rayleigh Main 132kV substation.
132kV Equipment
1.3 All works shall be carried out in accordance with the following generic requirements:-
2. SITE INFORMATION
2.1 Rayleigh 400kV Main site is located off the A129 London Road, in Rawreth, Wickford in
Essex.
The existing Rayleigh Main 400kV Substation is of AIS outdoor switchgear design, owned,
and operated by NG and comprises of 7 full bays and one spare bay to be utilised for new
SGT3.
The existing Rayleigh 132kV substation is located remotely from Rayleigh main and is of AIS
outdoor switchgear design, owned and operated by EDF.
2.2 There is only one main site access to Rayleigh Main located off the A129 London Road.
The site access is shared with NG gas and therefore access to the site during construction
will have to be co ordinated .
2.3 The site safety clearance height is 2.1m. Vehicles above this height can only be moved on
site as directed by an NG Senior Authorised Person. There are height barriers on site to
enforce this.
2.4 Ground investigations /reports are to be carried out by the contractor prior to the start of any
civil works to identify the location of existing services.
3. PLANNING REQUIREMENTS
3.2 All planning consents associated with the Construction of the new GIS building are the
responsibility of EDF.
4. LAYOUT AND STAGE BY STAGE REQUIREMENTS
4.2 The envisaged stage by stage requirements of the project are set out within the proposed
construction and outage programme. The Contractor shall highlight with his tender any
proposed change to the sequence of tasks and strategy included in the construction
Programme taking into account NG’s works running concurrently. .

5. ELECTRICAL CLEARANCES
5.2 The control and ownership boundary between the NG’s assets and the EDF’s assets is
dependent on the configuration of the switchgear and the gas zone boundaries relating to the
busbar disconnectors. In general, control responsibility will follow ownership and the
application of NG or EDF Safety Rules will align with ownership.
Supplier design: We assume that the above is given for information and all associated works is
the responsibility of EDF.
6. HIGH VOLTAGE EQUIPMENT
General Requirements
Design and build of 132kV gas insulated switchgear substations, including all associated
equipment, designed to the relevant TS/NGTS and the specific requirements detailed
within the Scheme Design Specification (SDS).
A double busbar GIS switch bay complete with local control and interface marshalling
cubicle is required for each NG circuit incorporating:
Circuit breaker
2 x three position bus selector disconnector / earthing device
Feeder three position disconnector / earthing device
Feeder earthing switch (high speed earthing switch) on incoming circuit
Protection CTs
Single phase synchronising VT
Cable box capable of accepting 240MVA rated XLPE cable.
Provision for installation of HAM CTs and VTs
The allocation of bays to the individual substation sections shall be as follows:
The GIS NG bays shall be designed such that modifications can be carried out with the
minimum outage requirements as specified in NGTS 2.1 item 3.1. The contractor shall
provide a method statement, with the tender response, describing the procedure to modify,
maintain and HV test the new NG bays.
The bays shall be designed such that there are Effective Points of Separation (EPOS)
available to allow extension, maintenance and testing to be carried out with the minimal
disturbance to the overall system. One example of this is the requirement for two points of
isolation between the HV test point and any existing equipment live at system voltage. This
is necessary during installation and extension where testing is required in stages.
The scope of work is also to include provision of all auxiliary plant and equipment such as
LV
VT Synchronising
AC/DC supplies, earthing etc. as deemed necessary by the tenderer to ensure fully
operational NG SGT bays within the GIS substation are provided.
All equipment shall be compliant with the relevant NGTS, TS and IEC requirements.
SF6 density alarms for the disconnector compartments shall be designed to facilitate
testing (this is required prior to each use of the disconnector as a point of isolation).
The GIS design shall take account of the following NGC Safety Documentation relevant to
SF6:
6.1.3 Disconnectors
These shall be of a design rated as per SDS and to the relevant NGTS, TS and IEC
requirements. The bus transfer duties specified in IEC 1128 shall be complied with.

6.1.9 Interlocking

The 132kV busbar conductor and connectors shall be designed for use on a system rated
for :
The busbar conductor and connectors would be in accordance with the relevant NGTS, TS
and IEC requirements.
6.5 SF6 Gas Handling Cart
A mobile SF6 gas-handling cart is to be provided by EDF as part of the GIS Substation
works.
6.6 Earthing
The earthing system for the new Rayleigh 132kV GIS substation is to be provided by EDF
as part of the GIS substation works. EDF will be responsible for connecting the new
earthing system to the existing earthing system at Rayleigh, including the provision of
isolation links. The earthing system shall be designed in accordance with NGTS 3.1.2 and
meet the rating requirements specified in the SDS.
The existing site earthing system will be tied into as appropriate for the connection of the
new equipment (including structures). All new conductors will be rated to carry the specified
fault current.
The new earthing (including the joints to the existing earthing) will be tested in accordance
with NGTS 3.1.2 to prove the integrity.
Where equipment support structures form part of the current path to earth, calculations will
be provided to prove the adequacy of the structural sections to carry the full fault current
(as per BS7430).
‘D’ loops will be provided on AIS support structures, suitable for the connection of standard
portable earth clamps. The locations of the ‘D’ loops will be agreed with National Grid Co.
at the design stage.
Upon completion of the new 132kV GIS substation the Contractor shall carry out an earth
resistance measurement on the combined 132/400 kV grid and perform calculations to
confirm the step and touch potentials and Ground Potential Rise at the site.

All costs for auditing Schematic Diagrams via an independent source shall be included for;
the methodology and certification shall be in line with NG’s existing framework agreement.
The following CT classes and ratios are required for the current transformers in the GIS:-
Note: CT's marked thus '*' are for EDF’s 132kV busbar protection and the CT
characteristics and ratio are to be confirmed by EDF.
Core 1, 2 and 3 should be situated on the busbar side of the circuit breaker if possible, with
cores 4 and 5 on the line side.
At the transformer end, the CTs are located in the SGT bushings. The existing CT
arrangements shall be retained.
The settlement metering associated with the existing SGTs is presently located in the
metering room on the 400kV site.
The Contractor shall provide a Settlement Metering system for SGT3 in compliance with
Metering Code of Practice One, NGTS 2.9 plus all NG Specifications referenced therein. The
equipment shall be installed as shown on the SLD 5036355/09.02/2000
7.6 Protection
7.6.1 General Requirements:-
All protection schemes and equipment will be specified to the relevant NGTS and all
associated level 3 specifications. All new protection equipment to be provided will be Type
Registered. Should non-type registered equipment be offered the contractor shall outline a
timetable for the registration, and provide a named approved alternative should the new
equipments not be available in the timescales required.
As far as possible, standard bay solutions, in accordance with relevant NGTS shall be
adopted, interfacing with existing HV protection equipment on SGT1, SGT2 and SGT4
circuits, and with the new HV protection equipment being installed by NG on the SGT2 and
SGT3 circuit.
The contractor is responsible for providing protection setting calculations for all new, modified
and affected protection schemes. This shall include checking, issue, application and update
of NG databases as appropriate, in the timescales outlined in TP106
The contractor shall include for new Standard Bay Solution equipments to be incorporated
into the PDSA framework agreements already in place between the manufacturers and NG.
New 132kV busbar protection for Rayleigh GIS substations shall be provided by EDF as part
of the GIS substation works.
The Contractor shall provide CT inputs to the busbar protection as required for each SGT
circuit, and connect trip output initiations from the busbar protection to each NG bay. The
Contractor shall also provide busbar protection alarms as required to NG’s SCS equipment.
At 132kV, it is not normal practice to install separate circuit breaker fail protection. If the CTs
are not located, either side of the CB, then an Interlocked Overcurrent relay will be required.
Should a numerical busbar protection with integral circuit breaker fail (CBF) be installed, then
the CBF maybe enabled with the agreement of NG. This would negate the need for a
separate Interlocked overcurrent relay.
The contractor shall show a preliminary evaluation in the tender submission to confirm that
charging currents for the cable circuits do not prohibit the application of LV connections
protection in accordance with NGT policy PS(T) 010. If LV connections protection cannot be
applied, a suitable cable differential protection scheme shall be specified for the 132kV cable
circuits.
The Supplier shall be responsible for any required modifications to the SCS including supply
of hardware/software and re-commissioning. Where appropriate, the integrity of modified
software algorithms shall be confirmed by factory testing prior to installation on site.
New SCADA interface cubicle(s) as per NGTS 2.7 shall be provided in the new EDF 132kV
relay/control room, which should contain all necessary RTU & interface equipments
necessary for the transfer of the controls, analogues, indications and alarms generated by
the new 132kV switchgear into the existing 400kV SCS control system located in the control
room on the 400kV site.
All SCS database modifications and data set switches shall be carried out under this
contract, including the provision of facility schedules and 300 sheets. The supplier is required
to advise of projected dates to ensure correct and efficient co-ordination with NG database
changes in accordance with TP106 timescales.
All NG owned equipment shall be controlled by the NG SCS with indication of circuit breaker
and busbar selector disconnectors (where applicable) provided to the UU SCS. If the busbar
selector disconnectors are EDF owned, then indication of these shall be provided to the NG
SCS and control will be the responsibility of EDF. Plant state indications will be provided
from all 132kV bus-sections and bus-couplers to NGC’s SCS equipment.
The ownership boundaries will be dependent on the switchgear gas zone arrangements.
The NG SGT circuits at Rayleigh 132kV substations shall be provided with voltage selection
and synchronising equipment to NGTS 3.24.60.
Equipment is to be installed on the LV circuit breakers of SGT’s 1, 2, 3 and 4, with the facility
to check synchronise, dead bar charge, dead line charge, and dead line/dead bar close and
manual override close in line with NGT setting policy.
7.6.10 Autoclose:
The existing Rayleigh local 132kV autoclose scheme will require modification to take account
of the new relocated GIS 132kV substation and the additional new 400/132 SGT.
New equipment is to be installed in the GIS132kV common protection and control room.
The scope of works envisaged at this time, is to divert the existing circuit initiations (LV CB
and protection for SGT1, SGT2 & SGT4) from the existing 132kV substation to the new
132kV GIS substation. Provision of facilities for the additional SGT are to be made. (By

The contractor shall make provision for a 600 X 600mm floor mounted cubicle located within
the NG control/relay room, for a HV Cable Temperature Monitoring (CTM) system to be
provided and installed by others
7.6.12 Interlocking
The NG bays shall be provided with mechanical/electrical interlocking to NGTS 3.1.1, all
modifications / interfaces to the existing electrical & mechanical interlocking systems on the
NG system are to be included for.

8.1 The Contractor shall prepare Protection & Control Relay Settings for all new and/or existing relays as
follows: [The requirement shall be defined in terms of substation bays or relay function if a more specific
definition is required and shall be specified by authorised Settings Engineers (Employer) at time of tender
preparation].
8.2 Power system changes or considerations either inside or outside the boundary of the contract,
relevant to the settings to be undertaking (e.g. fault levels, changes to feeder OHL or cable).

The Contractor shall confirm whether the settings defined in 8.1 comprise a full and complete listing with
reference to the tender specification by completing the following (delete as appropriate):
9.2 All external marshalling kiosks and cabinets shall be designed to BS EN60529 with a degree
of protection to minimum of IP54, after all labels, glands, fittings etc have been fitted.

11.2 All new 132kV protection and control equipment associated with NG’s circuits at Rayleigh
substation is to be housed in a new control / relay room within the new GIS building.
11.3 All protection relays shall be accommodated in floor mounted relay panels of suitable
construction for installation in the relay/control room of the new EDF GIS substation.
11.4 All accommodation, terminal blocks etc shall be in accordance with relevant NGTS
documentation.

12.2 CTN and PSTN telephones shall be provided in the relay/control room in the new GIS
substation.

The Contractor shall include for disconnection/removal of all multicore cabling made
redundant because of these works. The cables shall be dropped off the existing terminals.
Where practicable, the cables will be removed from the existing trench work. Otherwise, they
will cut back to prevent future re-connection.
For indoor and confined applications, multi-core, multi-pair and auxiliary cables would be of
an armoured design and of low smoke / low fume, zero halogen type to relevant BS.
For outdoor and unconfined applications, multi-core, multi-pair and auxiliary cables would be
of an armoured design to the relevant EATS requirements.
Cable colours and numbering would be in accordance with the relevant EATS requirements.
All LVAC and DC cables shall be sized for volt drop and current carrying capacity.
All fibre optic cables shall be supplied in accordance with the relevant NGTS requirements.
Jointing and Testing of fibre optic cables shall be carried out in accordance with the relevant
NGTS requirements.

16.2 Some equipment does contain asbestos. Refer to pre-tender H&S plan for specific
information.
16.3 Oil containing equipment may contain PCB’s. The most recent oil sampling results are
included within the Pre-Tender H&S plan for information. Where information is not available,
the contractor shall arrange for samples to be taken and analysed.
Oil PCB details and asbestos reports are included within the pre-tender H&S plan.
Appropriate risk assessment and method statements are required to be produced for all
equipment dismantlement and removal.
16.4 Compressed air system to be de-commissioned in stages consistent with the removal from
the system of the OB14 air blast circuit breakers. Air lines to be stripped back to the air
compressor room. On completion of all circuit breaker removal, all air compressor equipment
to be de-commissioned and removed to scrap.
16.5 A suitably licensed waste contractor would remove redundant equipment from site.
Solid waste would be temporarily stored in covered skips to prevent wind-blown debris.
Liquid waste would be temporarily stored in drums or tanks, having the contents identified,
and situated in a suitably sized containment bund.
Ensure the waste carrier is registered and that a copy of their certificate is held on site
Ensure that the disposal site is identified, and a copy of the site license and schedules
are held on site
Ensure that a Controlled Waste Transfer Note is completed and a copy retained on site.
Any Special Waste (identified in the Special Waste Regulations) will require a Special
Waste Consignment Note.
Waste Transfer Notes would be handed over to National Grid Company on completion. A list
of all Waste Transfer Notes would be recorded, and held by Siemens Q, HS&E Manager.

17. MAINTENANCE
17.2 Training: Where equipment is offered which is new to the National Grid System, the
Contractor shall include within his offer for the training of NG staff in the safe operation of the
equipment.
