    EXECUTIVE ORDER NO. 18 SERIES 2023

    “AN ORDINANCE CREATING AND STRENGTHENING THE BARANGAY HEALTH


    EMERGENCY RESPONSE TEAM (BHERT) AND APPROVING FUNDS FOR THE
    PURPOSE.”

    WHEREAS, in response to the growing and alarming concern over the outbreak of 2019
    novel corona virus- acute respiratory disease (nCoV -ARD) of which the Philippines is now
    among countries with probable nCoV -ARD suspects, unless properly addressed, this
    phenomenon may create a negative impact on business, tourism, and mobility of citizen, not to
    mention deaths.

    WHEREAS, pursuant to Section 16. Or, the General Welfare Clause, of the LG Code of
    1991 LGUs are charged with the promotion of health and safety within their respective territorial
    jurisdiction. As such, they are to take the lead in initiating measures for the prevention and
    control of novel corona virus at the local level.

    NOW, THEREFORE, I RUCELLE C. CONDE, Punong Barangay of Barangay Lapinig,


    Kapatagan, Lanao del Norte by virtue of the power vested in me by law, do hereby create,
    strengthen and mobilize the BHERT, to wit:

    Section 1. Composition:

    Head: RUCELLE C. CONDE Punong Barangay

    MEMBERS:
    AYDWIN S. CAYOD-ONG Tanod Executive Officer/Chief
    SOTERO G. SURDILLA Tanod Member
    JONA M. AZUCENA Barangay Health Worker
    REINA MARIE S. FLAMIANO Nurse, Representative of the Barangay
    ROWENA C. TENCHAVEZ Midwife, Representative of the Barangay

    Section 2. Function of the BHERT:

    1. With or without the list of arrivals from the mayor supposed to be given by the Bureau of
    Immigration (BI), conduct visits in home of every arriving person from a coronavirus
    affected country;
    2. Immediately list down the person(s), the arriving resident(s) came in contact with prior to
    his/her residence;’
    3. Require the arriving resident(s) to check and record temperature daily, in the morning
    and in the afternoon, for the duration of the 14-day home confinement period. Advise the
    arriving resident(s) to watch out for any other symptoms of coronavirus like cough,
    difficulty in breathing or shortness of breath;
    4. Check on the condition of the arriving resident(s) daily from a distance of more than one
    (1) meter. In checking, always wear n95 or surgical mask.
    5. if symptoms are observed, immediately isolate and confine the arriving resident(s), now
    a coronavirus suspects to a room away from the members of the household prior to his
    immediate transport to a DOH-designated coronavirus – referral center or hospital. Place
    the rest of the household also under 14-day home confinement. If no signs manifest,
    report to the Municipal Health Officer for lifting of home confinement;’
    6. If no symptoms are observed after the 14-day home confinement, report the matter to
    the Municipal Health Officer for lifting of home confinement; and
    7. Report to the Punong Barangay on Measures or actions taken per arriving resident.

    Section 3. Effectivity

    This order shall take effect immediately.

    Approved this 22nd day of December 2023 in Barangay Lapinig, Kapatagan, Lanao del
    Norte.
