PriSCAA PROVINCIAL MEET 2024

TABLE TENNIS GAMES (Men & Women)

TECHNICAL GUIDELINES AND GROUND RULES

COMPETITION SPECIAL GUIDELINES


 This competition shall be in accordance with the latest International Table Tennis Federation (ITTF) Laws and
Regulations for international competition as modified or supplemented in the provisions stated below:
.
I. OBJECTIVES:
 To foster sportsmanship, skill development, teamwork, and promote school pride and unity by representing their
respective school in table tennis competitions and supporting their teammates and fellow students.
 To go beyond winning games and trophies; provide students with valuable experiences and opportunities for personal
growth, character development, and lifelong participation in sports.

II. GUIDELINES/GROUND RULES:


A. ELIGIBILITY:
1. Players
1.1. All players must be officially enrolled (S.Y 2023-2024) to the school they are representing.
1.2. Must be born January 2006 onwards.
1.3. All players must submit a photocopy of his/her NSO/PSA Birth Certificate.

2. Coaches
2.1. All coaches must be officially employed (teaching/non-teaching staff- S.Y 2023-2024) to the school
they are representing.
2.2. All coaches must present a certificate of employment duly signed by the school head.
2.3. All coaches must provide a list of the official lineup, including the assigned events for each of their
players, before the start of the competition.

B. TEAM COMPOSITION:
1. A team must compose of 4 players:

III. PLAYERS’ AND COACHES PLAYING REGULATIONS:


1. A player shall only participate in the event assigned by his/her coach throughout the competition.
2. Play shall be continuous throughout the match except that any player is entitled for a one (1) minute rest during authorized
interval after each game and or during authorized time out per match.
3. The player shall remain in the playing area throughout the match unless with permission from the referee or Deputy
Referee.
4. Player/s are required to leave their rackets on top of their assigned tables after each game.
5. Only the concerned player in the match wherein the question or the problem arises may take an appeal.
6. Coaches should refrain from standing while the games are ongoing.
7. The Referee/Deputy Referee may at his discretion, take disciplinary action against the player from persistent unfair
behavior whether reported or not by the umpire.

IV. RACKET COVERINGS:


 The rules on racket coverings in the ITTF Handbook shall take effect.

V. JURISDICTION OF THE OFFICIALS:


 The decision of the Umpire or Assistant Umpire is final on question of facts within his/her area of responsibilities.
However, this can be over-ruled by the Referee on question/s of Rule Interpretation.

VI. SPECIAL PROVISIONS:


● The tournament manager and game officials reserve the right to make any decision that affects the conduct of the
tournament and is not covered by the ground rules.

VII. PROTEST PROCEDURE:


 Protest must be submitted by the coach in writing within 30 minutes after the game to the tournament manager and such
protest shall be resolved within the level of the tournament officials.

VIII. TOURNAMENT OFFICIALS:


● Tournament Coordinator/Manager: JEFERLYNE F. PERDIDO (DWHS-SMI)
● Tournament Consultants: PRISCAA OFFICIALS
● Officiating Officials: Selected table tennis varsity players from CSU-SM team will handle the officiating.
● Referee’s judgment is final and must be respected.
IX. PLAYING VENUE:
● Cagayan State University- Sanchez Mira Campus -(TBA)

X. MODE OF TOURNAMENT:
 Double elimination shall be used in the competition in all events.
 All matches will be played in best of three (3) sets. The Championship match shall be played in the
best of five (5) sets.

XI. GAME SCHEDULE:


● Game schedule shall be made after the draw lots after the opening program.
● The tournament officials shall have the sole discretion to schedule games.
● All teams will be provided a copy of their schedules.
● The provision for the succession of games and forfeiting time shall be discussed during the meeting and
agreement shall be applied in these ground rules.

XII. AWARDS & PRIZES


CHAMPION Gold Medals
1ST RUNNDER UP Silver Medals
2ND RUNNDER UP Bronze Medals

XIII. SPECIAL PROVISION ON UNSPORTSMANLIKE CONDUCT:


 Unsportsmanlike behavior shall be penalized depends on the gravity of the offense. The penalty to impose shall be determine
by the Referees and Game Officials.

NOTE:
* IN CASE OF THE PROVISION OF THIS GROUND RULES IN CONFLICT OR INCONSISTENT WITH
INTERNATIONAL TABLE TENNIS FEDERATION (ITTF) RULES, THE FORMER SHALL PREVAIL.

*ANY RULES, WHICH WAS NOT COVERED BY THIS UNDERTAKING SHALL BE ANNOUNCED BY THE
TOURNAMENT OFFICIALS AS SOON AS NEED ARISES.
*IF THERE IS ANY CONFLICT HAPPENING DURING THE GAME, THE TOURNAMENT OFFICIALS WILL
MAKE THE FINAL DECISIONS.
*ALL DECISIONS MADE BY THE OFFICIALS IS FINAL AND NON-REVOCABLE.

WE THE COACHES, representing the different schools of APSACI provincial meet 2024, do hereby voluntarily
approve and affix our signature on the foregoing Ground Rules.

Note: Coaches who have not signed this “Ground rules” waived their rights from making appeals or complains.
