SUBJECT : Interim Guidelines for the Transition of Disease-Based Programs to the


Implementation of Integrated Primary Care Services for UHC

One of the
pillars of the Republic Act No. 11223, otherwise known the Universal Health
Care (UHC) Act, is service delivery wherein providing integrated and comprehensive

primary care services for
all Filipinos is paramount.

Several policies have been issued to carry out the goals of the UHC which entails major shifts
to the current program implementation. These shifts must be done in phases through the
issuance of different supplemental and implementation guidelines, such as updating of
training packages, Manual of Procedures (MOPs), and other guidelines implementation tools.
Also, there are coordination meetings with the Health Facilities and Services Regulatory
Bureau (HFSRB) to
harmonize and streamline the certification process as a prerequisite to
the application of Department of Health-License to Operate (DOH-LTO), and the Health
Human Resource Development Bureau (HHRDB)
capacity-building activities and offer these trainings to the DOH academy.

In light of these, while the updating of standards and alignment with the relevant Bureaus are
still being finalized, the following are the interim transition guidelines:

A. Prioritize the following certification and/or trainings:

1. Trainings currently required for the application of DOH-LTO, DOH Accreditation


and/or PhilHealth accreditation (ANNEX A)

2. Trainings currently accessible in the DOH academy e-learning platform (Link to DOH
Academy: https://learn.doh.gov.ph/course/index.php );
3. Priority training of trainers conducted in partnership with development partners to
build the network of external training providers (ANNEX B)

4. Monitoring & Evaluation on the competency of healthcare providers (i.e. National


Competency Assessment for Malaria Microscopists (Validators), Outreach Training
and Supportive Supervision of Malaria Validators, Newborn Screening, etc.)

Interested health care providers, local government units (LGUs), and Centers for Health
Development (CHDs) shall directly coordinate for the request of capacity building to
external provider partners or DOH pool of trainers. (ANNEX C)

B. Use Existing Manuals of Procedures while guideline implementation tools for
implementation of the Omnibus Health Guidelines using the lifestage approach are being

C. Support Building Integrated Primary Care Capacity and Network Formation

1. CHDs may use disease-specific resources to help LGUs meet standards for primary
care services to increase the number of accredited primary care providers in their
localities, particularly for primary care licensing and PhilHealth accreditation.

2. CHDs may opt to utilize current resources to shift to lifestages approach within their
localities, prioritizing programs and interventions that address highest burden disease
and meet the target gaps.

3. CHDs may proactively develop partnerships with local academe, NGOs, private
partners, and relevant institutions to promote transition to the implementation of the
different programs using lifestage approach, which may include but not limited to,
organizational enhancement, staff development, group program managers, rollout
programs, etc., providedit is consistent with the following relevant issuances:
