EIA SERVES THREE MAIN FUNCTIONS:


Integration of Environmental Consideration in development planning and decision making Anticipation and prevention/minimization of damages to the environment which might be caused by new activities or modification of existing ones Participation of the public and other sectors in environmental management

Consistent with the principles of sustainable development

Implement a systems-oriented and integrated approach to the


EIS system to ensure a rational balance between socio-economic development and environmental protection for the benefit of present and future generations

Environmental Compliance Certificate (ECC)


The document issued by the DENR Secretary or the EMB Director or EMB Regional Director certifying that based on the representations of the proponent and the preparers, as reviewed and validated by the EIARC, the proposed project or undertaking will not cause significant negative impacts; that the proponent has complied with all the requirements of the EIS system, and that the proponent is committed to implement its approved EMP in the EIS or mitigating measures in the IEE

Key Operating Principles in the Implementation

Assessing the direct and indirect impacts of a project on the


biophysical and human environment and ensuring that these impacts are addressed by appropriate environmental protection and enhancement measures.

Aids

proponents in incorporating environmental considerations in planning their projects as well as in determining the environments impact on their project

OBJECTIVES OF A PUBLIC CONSULTATION/ HEARING

To be able to present to the stakeholders the result of the study conducted by the proponent and their consultant . The said study was based on the key issues and concerns IDENTIFIED, DISCUSSED, CLARIFIED and AGREED UPON by the key actors (like the proponent, preparer, EMB, DENR Regional Office, PENRO, CENRO, LGUs, other national government agencies [NGAs], EIARC and stakeholders) during the scoping activity early in the EIA Process.
