    Policy Coverage and

    New Structure
    Coverage

    • The conduct of basic military and leadership


    training under the ROTC shall apply to all
    students in Grades 11 and 12 in all Senior High
    Schools in public and private educational
    institutions including tertiary institutions with
    Senior High School.
    ISSUES PROPOSALS

    Inclusion of ALS learners • ALS Learners are included in the


    mandatory ROTC, once they enroll in the
    Senior HS they are considered as regular
    SHS students
    ROTC Certificate of Completion • To provide a separate completion
    certificate once they finished the ROTC
    training

    • To include in the diploma the serial


    number as reservist, as a tangible proof
    that the student completed the ROTC
    training
    ISSUES PROPOSALS

    Inclusion of Philippine Schools • To look into the policies / laws in other


    Abroad countries, adoption of ROTC shall be subject to
    international laws and agreements where the
    school is situated
    Adoption of ROTC by private • All private schools are included in the coverage
    schools of mandatory ROTC training

    • If it is an international school, it would not be


    included in the policy coverage / will not
    implement ROTC
    ISSUES PROPOSALS

    DepEd Personnel to compose the • Ensure that the composition of ROTC


    Organizational Structure ( as Head and department are DepEd Personnel to ensure

    • Highlight the essence on love of country, patriotism, public
    safety, leadership, DRRM as part of the ROTC curricular
    content ( in this case no need to separate the male and
    female
    • ROTC training shall be both military and leadership ( there
    would be curricular content)

    Jurisdiction to administrative and other cases • To include in the law the acquisition of the case if the
    relative to ROTC Implementation with Non- offenders were not from DepEd to avoid “white wash”
    DepEd Offenders • Look into the CSC Laws on administrative cases of
    government personnel and include it in the policy for
    ROTC implementation so as to protect the welfare of the
    students
    ISSUES PROPOSALS

    Engagement of DND in ROTC • To provide a well-defined roles/terms of Non


    Training DepEd personnel in their engagement in the
    ROTC Training

    Source of Funds • Include all the source of funds for ROTC


    Implementation

    • Pilot implementation may be shouldered by the


    SEF
    EXEMPTIONS

    • Learners with special medical conditions with certification from


    accredited Government Physicians but limited only to the physical
    training, however, they shall attend the ROTC classroom
    instruction and comply with the requirements

    • Persons with Disability (PWD) as certified by government


    physicians

    • Athletes representing the region in the National/International


    competitions
    New Structure

    • New item for Education Program


    Supervisor – ROTC
    • New item for ROTC Officer to
    manage the implementation of
    ROTC in schools with salary
    equivalent to Department Head
    • For ROTC Officer position, it
    shall be included in the
    Qualification Standards that they
    may be reservist, or with formal
    ROTC training aside from the
    basic QS

    DepEd shall be the one to manage • DepEd shall manage the whole ROTC

    • Creation of a new item for EPS-ROTC to oversee
    the implementation of the ROTC
    • Creation of an item as ROTC Officer to be deployed
    in schools rather than commandant - creation of the
    item with QS such as reservist, with ROTC training
    • ROTC shall be under the CID and support only from
    SGOD

    Establishment of ROTC offices • DepEd shall be the one to establish the ROTC
    /facilities Offices/facilities needed in the implementation
    ensuring that each school is still a “Zone of Peace”

    • DND could not establish structure in schools without


    the approval of the secretary

    ROTC Organizational structure in  DepEd will just partner with DND for consultation as
    schools to the ROTC structure, roles , duties and functions
    DND
     Crafting of a well-defined terms of reference in the
    MOA with DepEd

    ( ORGANIZATIONAL STRUCTURE)

    Is it possible for ROTC to be implemented in


    the College Level? ….. Wish lang po, so we can
    all go home
