OBJECTIVES
 GIVE CONFIDENCE AND IMPORTANCE OF A FLAGMAN AND OPERATORS
RESPONSIBILITY IN OUR PROJECT

 TO MAKE CHANGE IN THE PRESENT PRACTICE OF FLAGMAN AND EQUIPM


OPERATOR UNSAFE PRACTICE

 TO DEVELOP TEAM WORK BETWEEN OPERATOR AND FLAGMAN.


PERSONNEL SELECTION

• STANDBY PERSONNEL PLAY AN IMPORTANT ROLE IN THE


SAFETY OF MEN AND OPERATIONS THEY OVERSEE,THEREFORE
PERSONNEL SELECTED TO THESE TASKS MUST BE CAPABLE OF
PERFORMING THEIR DUTIES WITHOUT CONSTANT SUPERVISION.
When Flagman are Needed
 For all areas where mobile equipment is moving on site.
 When equipment is working close to or passing through overhead
cables

 To ensure safety of ground personnel around mobile equipment


Flagman: See and Be Seen
• Always put yourself in a position where they can see
you.
• Do not turn your back on the equipment or vehicles
and make sure that the driver or the operator can
always see you.

• Flagman to ensure the color coding of flag and its use
is understood.

FLAGMAN
 Be visible to approaching traffic and make sure there
is enough distance to allow enough time for the
incoming vehicles to respond.

 Leave yourself enough time to get out of the way if


the driver does not respond to your signals.

 Never walk in front of or behind the direct path of


vehicle travel.
FLAGMAN
 Flagman not to turn back to either of the equipment.

 Flagman are to keep attention on both passing traffic


and moving mobile equipment. Always maintain
control.

 Flagman to blow whistle if driver did not respond to


the signal. If driver doesn’t want to follow signal.
Report it immediately.
• Control the traffic as smoothly as possible and post yourself at
a highly visible and at safe location at all times. Face traffic
while keeping eye on operating mobile equipment.

• Do not turn back either of the equipment. Ensure that the


driver sees the flagman, if not immediately stop the vehicle
•Be alert and stay clear from all relative movement of vehicles or
equipment. Never walk in front of, or behind the mobile equipment
while it is moving.

• Flagman to ensure to give proper and clear signal to the driver. This
photo shows that dump truck is backing up and the flagman initiate a
STOP to allow another vehicle to pass by.

To Alert or Slow Traffic
The flagmen should face the traffic and slowly wave the flag
in a sweeping motion from the shoulder straight down to the
ground. Do not raise the flag above shoulder height.

Always give clear signals to the operator or drivers.

When controlling more than one vehicle on an intersection, the
priority vehicle is on the main road. Flagman to stop first the vehicle
on the interior road to allow the vehicle on the main road to proceed.
Flagman to safely position himself, facing the oncoming vehicle from
the interior portion of the road to stop with the red flag up and then
face the oncoming vehicle from the main road with the green flag up.
Emergency services
Be alert for emergency vehicles, they have “highest priority".
Allow them to pass as quickly as possible. Flagman upon
hearing siren from emergency vehicles shall raise his flag up
and down to slow down, drivers to park on side to allow
emergency vehicles to pass by.

Flagman to Pedestrian
• Stop, and redirect approaching pedestrians workers when
equipment/vehicle is in motion and only allow them to pass when
equipment is stopped or passed by.
• Flagman to ensure that other personnel working in close proximity to the
traffic moving mobile equipment shall be made aware by sounding whistle
and personnel shall stay away from the traffic area.
• Do not allow any pedestrian / personnel to approach the equipment /
vehicles.

Flagman to Driver
 Flagman must be seen by the driver when reversing. Flagman should
position themselves to see the driver’s eye in mirror.
 Ensure signal or flagging is understood and acknowledged by the driver. Go
over flagman signals with driver (s) prior to mobile equipment movement.
 Flagman shall do only flagman work.
 On a circuit the flagman shall stop moving vehicles or driver, if driver needs
to fix something on the vehicles. Flagman are required to immediately stop
mobile equipment if damage is observed on the equipment.
 Flagmen not to turn back on equipment.
 Flagman not to position himself on the path of the slewing equipment.

• Why is it important that the flagman concentrate and pay attention
to his job?
• When will the flagman allow pedestrians or other personnel on the
traffic area?
• Why we cannot allow pedestrian to cross the traffic, it will only
take a second?
• What do you do if the pedestrian did not obey your instruction?

• When working with heavy articulated equipment, is it important to


communicate with the operator? Why?
• Where is the safest place for the flagman when working with slewing
equipment?

Review
• Where is the right place for the flagman to position himself when a
vehicle or equipment is reversing?
• What will the driver do if he can not see the flagman in his mirror
anymore?
• Being the flagman, is it okay to do other things while flagging?
• What will flagman and the driver should do if you cannot maintain a
safe distance between the equipment and the hazards?
• Why it is important that the flagman know what is going on around the
vicinity?
• To whom the flagman will report in case there are drivers and
pedestrian workers who did not follow their instruction?
