COOPERATIVISM

The Philippines h a d recently celebrated


t h e c e nt e nni al of cooperatives (1915-2015). The
celebration highlighted t h e progress
cooperatives h a d achieved in t h e l a st 1 0 0 ye ar s
a n d t h e direction it shall go t h r o u g h in t h e
next m illennium . This p a p e r pr e s e nt s , in brief
t h e portion of t h e progress of cooperatives, in

The roles of cooperatives in nation building

The cooperative h a s b e e n t h e policy i n s t r u m e n t of


t h e gove rnment in promoting social justice a n d economic
development. The policy is well spelled o u t in t h e Philippine
Cons ti t ut i on of 1 9 8 7 a n d i n t h e enabling laws p a s s e d by
Philippine legislature a t t h e t u r n of t h e century.

Particular Roles of Cooperatives.

Cooperatives are expected to provide a
significant
c ontribution in t h e objectives of creating a) rapid, inclusive a n d s u s t a i n e d
economic growth, b) financial inclusion, a n d c) r e duc t i on of poverty. As a help-
help organization, with proper monitoring a n d s u p p o r t of t h e government,
cooperatives c a n c ont ri bute to r api d economic growth b e c a u s e of t h e power of
cooperatives to mobilize sa vings a n d capital which c a n serve a s i n p u t s in t h e
pr oduct i on of goods a n d services of t h e less privileged m e m b e r s of t h e society.

Performance of Cooperatives.

As of December 2 01 5, 9 , 8 26 cooperatives complied with t h e reportorial


r e qui r e m e nt s of CDA, including t h e s u bm i s s i on of a ud i t e d financial s t a t e m e n t s .
O u t of t h i s figure, 54% were micro, 27% small, 15% m e d i u m , a n d 4% large
cooperatives. In t e r m s of a s s e t s holdings, t h e micro cooperatives compri sed 2%;
small, 7%; m e di um , 19%, a n d large, 72% (Table 1) of t h e total a s s e t s of t h e
cooperative m ove m ent .

There is a n inverse re lationshi p be tween size of cooperatives a n d a s s e t s


holding. The micro cooperatives which c om pos ed 54% of t h e reporting cooperatives
h a d only 2% of t h e total a s s e t s while t h e large cooperatives which c om po s e d only 4%
of t h e reporting cooperatives, control 72% of t he total a s s e t s .

The figures indicate, a m o n g ot her s , t h a t improving t h e lot of micro a n d


sma ll cooperative would ha ve e n o r m o u s effect in improving t h e social a n d
economic development of t h e r ur a l a n d a gricultural economy, in par t i cul ar a n d t h e
nat i ona l econom y, in general. The d om i n a nc e of agriculture cooperatives, which a r e
c om pose d of agricult ure, m ul t i- pur pos e , a g r a r i a n reform cooperatives, a n d dairy
cooperatives, a r e s h o w n in Table 2. Their com bine n u m b e r s c ons t i t ut e 68% of t h e
total n u m b e r of reporting cooperatives. The total volume of b u s i n e s s gene r at e d by
all cooperatives, a s of December 2 015, wa s Ph P322 ,6 97. 5 Million a n d engaging
direct e mploym ent of 4 63 , 7 8 9 pe r s on s .

Contribution to the Attainment of SDGs

The cooperative m ove m e n t in t h e Philippines is clearly manifesting its capacity to


part icipate in t h e a chi eve m ent of t h e SDGs in seven a r e a s , namely: e radication of
poverty a n d h u n g e r, de c e nt work a n d economic growth, responsive produc t ion a n d
c on s u m p t i o n, r e du c e d inequalities, climate action; peace, justice a n d s t r ong
insti tutions, a n d gender equality.
a. Eradication of poverty a n d h u n g e r . The CDA is o n its t r a c k to provide
technical, financial a n d institutional development a s s i s t a n c e s to micro a n d
sma ll cooperatives to t r a ns f o r m t h e m into m e d i u m a n d large cooperatives,
t h u s m a k i ng t h e m profitable, s u s t a i n a bl e a n d competitive in t h e m a r k e t .
b. Quality e duc a t i o n . The Philippines h a s recently s t a r t e d t h e K-12 e duc a t i o n
pr ogr a m which h a s essentially a dd e d two (2) years of a ca de m i c training in t h e
s e c ond a r y e duc a t i o n to f ur t h e r improve t h e quality of e duc a t i o n in t h e
Philippines.
c. Decent work a n d economic growth. The institution of t h e labor service a n d
workers cooperatives a n d governm ent policy of e nding cont ractual ization of
labor a r e projected to develop a vigorous workers cooperative t h a t will provide
alternative employment to m e m b e r s of workers cooperatives bet te r t h a n
c on t r a c t u a l a r r a n g e m e n t u n d e r t h e pr e s e n t s e t - u p.

d. Reduce d inequalities . The promotion of cooperatives in var ious a r e a s of


b u s i n e s s inter est is a direction t owa r ds promoting t h e social a n d economic
s t a t u s of t h e less privileged m e m b e r s of t h e society a n d to enjoin t h e m to
part icipate in na t i ona l social a n d economic activities.
e. Responsive produc t ion a n d c on s u m p t i o n . The prom otion of organic farming
which primarily pr om o t e s t h e avoidance of t h e u s e of h a r m f u l pesticide a n d
inorganic fertilizer e nc our a ge s t h e produc t i on a n d c o n s u m p t i o n of healthy
food, t h u s promoting a he al t hy life for cooperative m e m b e r s a s well a s t h e
general c o n s u m e r.
f. Climate action . Cooperative m e m b e r s a r e already m u c h a wa r e of t h e c ha ng e
in we a t he r a n d climate a n d t heir i m pa c t o n pr oduc ti on, food c o n s u m p t i o n a n d
h u m a n habitat.
g. Peace, justice a n d s tr ong i nst i t ut i ons . The Muslim M i nd a na o of S o u t h e r n
Philippines h a s b e e n a n a r e a of strife a n d conflict. The s e a r c h for solutions
for lasting pe ac e h a s be e n costly in t e r m s of re s our ce s , h u m a n lives a n d lost
opportunities for bet t er living.
h. Gender equality. The Philippines h a s a Ge nde r a n d Development Program
which m a n d a t e s , a m o n g ot he rs , every gove rnm ent agency to allocate 5% of its
bud ge t for Gende r a n d Development or GAD.

Partnership between government and cooperative stakeholders

The p a r t n e r s h i p betwee n governm ent a n d cooperative s t a ke h ol d e r s is


e ngr ai ned in t h e democrati c pr oce s s in crafting rul e s o n impl ementing pr og r a m s
affecting t h e cooperative sector. The m e c h a n i s m of c onsul t at i on with t h e cooperative
sector by t h e government is provided for in t h e Cooperative Code a n d specified in
par t i cula r, u n d e r Executive Or der 9 5 Series of 1 9 9 3 (EO 95). EO 95, a m o n g ot her s ,
c r e a t e s t h e National Coordinating Commit tee (NCC) c om p os e d of all governm ent
agencies with p r ogr a m s o n cooperative to coordinate with CDA for h a r m o n i o u s a n d
effective delivery of gove rnment services to cooperatives. It also calls for t h e
form ation of consultative m e c h a n i s m t h e cooperative sector a t various levels of
b ur e a uc r a c y from municipality, provincial, regional a n d na ti onal levels. The
harmonious and effective delivery of government services to cooperative by
gove rnment agencies u n d e r t h e coordinati on of CDA is e xe cuted t h r o u g h
m e m o r a n d u m of a gr e e m e n t s (MOAs) or M e m o r a n d u m of Un d e r s t a n di ng s (MOUs)
bet wee n a n d by c onc e rne d gover nme nt agencies a n d CDA. Basically, t h e
MOAs/M OUs, spell o u t t h e obligations of pa rt i es in t h e delivery of services to
cooperatives. The MOAs/M OUs of CDA with relevant gove rnment agencies include
t h e D e p a r t m e n t of Agriculture, D e p a r t m e n t of Agrarian Reform, I n s u r a n c e
Com missi on, Securities a n d Ex c ha nge Comm ission, Ba ngko
Sent r al ng Pilipinas, National Housing Authority, Office of Tr a ns po r t Cooperatives
a n d D e p a r t m e n t of Trade a n d I ndus tr y.
