• consists of six districts: Nanshan, Futian, Luohu, Yantian,
Bao’an and Longgang

1979 – fishing village (population around 20,000)
1980 – 1st Special Economic Zone (SEZ)
1999 – population = 4.05 million
2009 – population = 8.91 million
2005 – 10731 tonnes of Municipal Solid Waste (MSW) daily

Legislations

• Regulations of Shenzhen Special Economic Zone on


Environmental Protection – enter into effect as of
December 31, 1994.

• Rules of the Shenzhen Special Economic Zone on the


Implementation of Law of the People’s Republic of
China on the Prevention and Control of the
Environmental Pollution of Solid Wastes – in effect in
June 1, 1997.

• Measures of the Shenzhen Special Economic Zone on the


Management of Environmental Protection in the Service
Sector – in effect in March 1, 2002.
Legislations

• Regulations of the Shenzhen Special Economic Zone on


Environmental Protection of Construction Projects– enter
into effect as of November 1, 2006.

• Rules of Shenzhen Municipality on Collection and Use


of Urban Household Waste Treatment Fee – in effect as
of January 1, 2007.
Legislations

• Provisional Measures of the Shenzhen Municipality on


the Management of Kitchen Wastes – took effect as of
October 1, 2007.

• Shenzhen Special Economic Zone Environmental


Protection Regulation was enforced on January 1, 2010.
Trend of MSWM in Shenzhen
• Landfill would run out of space within 5 years.
• People awareness of pollution issues:–
protests against incinerators in spring 2009;
doubt if proper operation of incinerator
• Other problem – safe depose of ash left over

Other ways to reduce daily MSW:

• Reduce use of packaging
• Sort trash temperature in the furnace incinerator to burn clean
