The cosmetics and personal care products sector in South Africa is an important sector that is growing at rates that are
considered the highest in the economy over the last five years (from 11% - 13% annually). Despite the absence of specific
statistics on the size of the market, Mrs. Elizabeth Thabethe announced Deputy Minister of Industry and Trade, during her
participation in a workshop on cosmetics industry, that the Ministry of Industry and Trade estimates that this industry
contributes about 25.3 billion rand to the South African economy, equivalent to about 1% of the GDP, in addition to the large
contribution of the sector Informal in this area. The cosmetics sector has maintained its position as the most flexible and
highly developed sector even in the recent tough economic times that the South African economy has experienced.
The interest of the South African government has increased recently in this sector due to its continuous growth, and because
most of the companies operating in it fall under the category of small and medium enterprises that receive special attention
from the state through a variety of financial and non-financial incentives.
- There are a large number of cosmetic and personal care products producers in the market, the most important of which are:
Clive Skin Ingram (Ingram), which is the second largest for medicines, medical products and cosmetics and the second largest
supplier to the government sector, and its sales in African markets exceed about 50 million rand, and besides that there is
Other companies like: Delance Cosmatics, Beige Holdings, Black like me, Afrimystique, Environ Skin.
The South African cosmetic industry is a self-regulating industry, whereby the Cosmetics, Toiletry & Fragrance Association
(ctfa.co.za) coordinates with the South African Standards Authority (sabs.co.za) in developing the specifications and technical
requirements necessary for verification. Of the quality of the products of this sector, whether entirely produced or imported,
in accordance with Law No. 54 of 1972 on foodstuffs and cosmetics, available on the Ministry of Health website (doh.gov.z).
Among the important federations and councils working in this sector as well, the Cosmetics Export Council (cecosa.co.za)
concerned with organizing and supporting state exports in this sector, and the small enterprises sector at the Ministry of
Industry and Trade (dti.gov.za) in all that helps the development of and the growth of this sector.

9
1- South African production of cosmetics and personal care products:

During the last two years, a number of workshops in the cosmetics sector have been organized in the various regions
of the country under the auspices of the government and the relevant associations referred to, starting in May 2013
with holding the first workshop on the cosmetic industry in Gauteng under the auspices of the South African
Ministry of Trade and Industry (DTI) And the Cosmetics Export Council, followed by holding the second workshop in
March 2014 in the Western Cape region, to be followed by similar seminars in the rest of the regions, aiming to
enhance communication between companies, producing agencies and the government. It is also an important
opportunity for small and micro enterprises in this sector to get acquainted with the capabilities and incentives
available to them. As well as ways for the sector to benefit from the "black economic empowerment" plans.
With regard to import rules, South Africa does not set conditions or obstacles to the import of cosmetics and
personal care products as long as they conform to the specific specifications of each product, unless any of its
articles contain a medicinal component, where it is required for these products to enter the local market that they
be registered. The South African Medicine Control Council (www.mccza.com) The registration process is often
complex and takes a lot of time, as is the case in drug registration, and is regulated by the Medicines and Related
Substances Act) No. 101 of 1965, available on the Ministry's website. Health (doh.gov.za).

The data contained in the previous tables show the following:

The steady rise in the value of South African imports of cosmetics from the aforementioned customs items, whose total in
2013 approached about 380 million dollars, represented by: (Powders, Paste cream & sun blocks - Perfumes & toilet
waters - Deodorants - Hair shampoos - Lip & Eye make-up preparations), respectively, of the largest values of imports

Britain, France, Germany and the United States are among the most important exporting countries of cosmetics and
personal care products to South Africa, especially perfumes, shampoos, cosmetic tools and powders (make-up), as well as
hair and teeth care products and shaving supplies. Perhaps the reason behind this, in addition to the quality of the
products in the aforementioned countries, is that they enjoy distinct customs treatment as previously stated.

Egypt's exports to South Africa of cosmetics and personal care products from the aforementioned customs clauses
achieved modest figures in some items and mostly zero as shown, and hair shampoo from the customs clause (330510) is
the only product that achieved positive values that are not significant, amounting to about $ 300 thousand in 2013. This is
attributed to the increase in customs duties on Egypt's exports of those products compared to products imported from
competing countries, whether in the European Union or Asian countries such as China, India and Brazil.

The cosmetics sector in South Africa suffers from an invasion of counterfeit goods such as cosmetics, perfumes and
personal care products that often come from some Asian countries, and the Cosmetics, Perfumes and Personal Care
Products Industry Association (CTFA) tracks the sources of counterfeit products and reports them until they are executed.

The data contained in the previous tables show the following:

The steady rise in the value of South Africa's exports of cosmetics and personal care products from the -
aforementioned customs items, whose total in 2013 approached about $ 420 million, which indicates the
extent of the industry's development and the diversity and quality of its products, as previously stated
South Africa's exports of face creams and anti-sun creams from the customs item (330499) represented -
about 202 million dollars, equivalent to about half the value of the country's exports of cosmetics from the
aforementioned items, and Australia, the United States, Japan, Germany, Italy and France are the most
important importing countries for this item
South Africa's most important exports from other items were: (Deodorants - permanent hair waving / -
straightening - toothpaste - Perfumes & toilet waters - Lip make-up) respectively, the largest export values.
The African countries, especially the SAD countries, are among the most important importers of these
products, and they are respectively: Namibia - Mozambique - Botswana - Angola - Nigeria - Tanzania -
Zimbabwe
- Face creams and anti-sun creams from the customs item (330499) are the most prominent Egyptian
imports from South Africa, as they amounted to about 135 thousand dossiers in 2012, which rose slightly to
138 thousand dollars in 2013, in addition to Egyptian imports with modest numbers from other items such
as products. Hair styling and care

4- Market Size and Consumer Trends:
The population of South Africa in 2013 reached about 52 million people, most of them were young people under the age of 39, among them about 29% of young -
people in the age group between 15 - 34 years, which is the most used group for cosmetics and personal care products of all kinds. The rise in the average age of
citizens - especially among those with white and colored skin - increases the demand for anti-aging products
 - There are no specific statistics issued by the South African Bureau of Statistics on the size of the market for sales of cosmetics and personal care products in South
Africa, but by searching a number of sources and reports issued by the authorities concerned with this sector, it was found that the volume of sales in the local
market (including sales tax Excluding sales from unknown or counterfeit brands) it reached in 2012 about $ 674 million, and about $ 764 million in 2013, with the
number of sold units reaching about 35 million units, with a sales growth rate of about 11%, distributed among the main items in these products, which are As
follows:
Demand is increasing in the South African market for high-quality products, especially those that are resistant to anti-aging factors, as with the expansion of the
middle class, especially those with brown skin, as a result of the entry reform policies adopted by the government, the consumer need for personal care products
has increased. (Skin and hair) especially of high quality and affordable price.
 - Fine Fragrances products come in first place, with sales volume reaching about 249 million dollars in 2012, which increased to 274 million dollars in 2013, of
which women's perfumes represented about 63%.
 - Color Cosmetics products ranked second, with sales of about $ 204 million in 2012 and 239 million units in 2013 (15 million units). They are distributed as follows
(56% for face care products, 22% for eye products, 17% for nails, and 15% for lips).
Skin & Hair Treatment products ranked third, with sales of $ 169 million in 2012 and $ 198 million in 2013 (8 million units).
 - The improvement in the purchasing power of consumers over the last two decades is one of the most important reasons for the high and continuous growth
annually in sales of these products, and the multiplicity and development of new retail methods for these products, including online sales, are among the factors
that improve sales during the recent period
 - A large proportion of imported products such as cosmetics and personal care products are consumed in the South African market, and another part is re-exported
or distributed in the markets of neighboring African countries, especially countries that have achieved high rates of economic growth in recent years and the
expansion of the consumer class of these products such as Zambia and Angola. And Ghana.
- Sales of these products usually increase in the South African market during the months of November and December of each year, where the average sales in the
month of December alone are about 14% of the total sales during the year.
Experts expect that the market will continue to grow and recover with the continued increase in demand, and the intensification of competition between companies
present in the market by launching new products that keep pace with the latest global trends and the associated advertising campaigns and attractive price offers.
As for the products most in demand, they include: cosmetics, sun care products, hair care products, skin care products, with the importance of taking into account
the ethnic composition of the South African consumer population (79% of black-skinned people, 9% of white-skinned people, 9% of colored people, 3% Indian and
Asian) and finally anti-aging products.

supplies and toiletries stores.
•
•  REVLON products have the largest market share in the market,
especially from Color Cosmetics products, of which its market share in
2012 reached about 31% due to the distinction of its main products

distribution channels. And retail sales from specialized beauty centers

9- Recommendations:
It appears from the previous presentation that South Africa is one of the developed countries in the production of cosmetics and
personal care products of all kinds, and that it is also one of the countries that import them at the same time. Despite the
development of the industry of these products in Egypt, trade statistics indicate the smallness and fluctuation of Egyptian exports to
South Africa, as previously mentioned. This is mainly due to the fierce competition that Egyptian products face in the South African
market and the neighboring countries, one of the most important export markets (the European Union and the EFTA countries),
which enjoy distinct customs treatment in the South African market that is not available for similar Egyptian products, or from other
products capable of invading the market. With acceptable quality products at a competitive price (India and China).

In this context, we would like to make the following recommendations:

- The necessity for the Egyptian exporter to obtain the necessary information to study the market from the Commercial
Representation Office before entering into any unsafe deals with importers.

- Following a market entry strategy based on building a good relationship with a local agent or distributor with experience in the
market and has stable distribution channels in the local market, organizing an intensive advertising campaign by adopting non-
traditional methods, and carrying out promotional campaigns that address consumer segments according to the nature of each
segment, as well as following pricing policies Suitable for South African market segments.

- The importance of effective participation in the specialized exhibitions held in South Africa, and making field visits to get acquainted
with the reality of the market on the ground.

Permanent dealing with confirmed and irrevocable documentary credits, noting that there is a representative office of The National
Bank of Egypt in Johannesburg.
