Do you know that…
 More than P 3.8 B is spent every year for waste collection
and disposal in the Philippines. That is P 10.5 M expenses
per day just to haul and dispose our waste

 Each Local Government Units (LGUs) is mandatory to come


up with a 10-year Solid Waste Management Plan which will
distract the 25% of all solid waste to the three R’s and
composting by the end of the year 2006.

 In an approximate number of 6,700 Mtons of garbage


collected everyday, only 720 Mtons or 10.7% are recycled
or composted
The 3 R’s
• REDUCE – a way of minimizing the waste that we generate everyday
thru :

• Avoidance
• Decrease consumption
• Reduce the matls in production
• Go for durable products

• REUSE – a way of using materials again to make it beneficial once


more.

• RECYLE - process of recovering materials from the waste stream and


use it for remanufacturing or later use.
There are known solutions for reducing different
types of plastic waste

Overview of RA 9003
Ecological Solid Waste Management Act of 2000

Republic Act No. 9003 or the “Ecological Solid


Waste Management Act of 2000”

provides the legal framework for the country’s


systematic, comprehensive and ecological solid
waste management program that shall ensure
protection of public health and the environment.
It underscores, among other things, the need to
create the necessary institutional mechanisms
and incentives, as well as imposes penalties for
acts in violation of any of its provisions.
BASICS: RA 9003 on Materials Recovery

RA 9003, Section 32: Establishment of LGU MRF

There shall be established a Materials Recovery Facility


(MRF) in every barangay or cluster of barangays… in a
barangay-owned or leased land or any suitable open space
to be determined by the barangay through its Sanggunian.

For this purpose, the barangay or cluster of barangays shall


allocate a certain parcel of land for the MRF. The
determination of site and actual establishment of the facility
shall likewise be subject to the guidelines and criteria set
pursuant to this Act …
MATERIAL RECOVERY FACILITY (MRF) is a
place where solid wastes are delivered to be
separated, processed and stored for later use as a
raw material for remanufacturing and
reprocessing. The main function of the MRF is to
maximize the quantity of processed recyclables
while producing products that will generate the
highest possible revenue in the market. MRF can
also function to process wastes from organic
sources for biological conversion into methane
gas or organic fertilizers.

Pasig River Rehabilitation Commission (KBPIP) in
cooperation with Kapit-Bisig Para sa Ilog Pasig (KBPIP) strongly
supports the RA 9003 and the establishments of Material
Recovery Facilities (MRFs).

To-date, PRRC and KBPIP has already launched and


is operating seven (7) MRFs namely Mandaluyong MRF in
Bgy. Hagdang Bato, PUP-Sta. Mesa MRF, Cardinal Sin Village
in Punta Sta. Ana, Manila, Bgy. BASECO, Bgy. San Antonio in
QC, Paco Market and Paco Tenement. These 7 MRFs utilize
the latest technology in residual plastics processing producing
concrete hollow blocks (CHB), pavers, and tiles. The use of
residual plastics can substitute up to 10% of the sand and
cement as raw materials. These MRFs also produce decorative
tiles and pavers from residual plastics and bricks from
styropor and plastics.

2011 ACCOMPLISHMENTS

HIGHLIGHTS :
 Seven (7) MRFs (Mandaluyong, PUP, Sta. Ana Cardinal
Sin Village, BASECO, San Antonio QC, Paco Market,
Paco Tenement) are operational and started
to address the solid waste problems along the
esteros of Pasig River.

 Providing employment for 58 eco-aides in the


seven (7) MRFs doing the collection, segregation,
processing and over-all operations of the MRFs.
HIGHLIGHTS :

 Servicing 13 barangays with a total population


of 117,070 persons

 2,634 tons of solid wastes removed in 2011 from esteros


( assuming 25% of the population gives 50% of their
garbage to the 7 MRFs )

 With a monthly average recyclable sales of P 37,400.00

MAPPING RESULTS
 Out of the 62 barangays, only 6 barangays are practicing and
keeping a record system of their recyclable collection and sales of
their recyclables.

 Around 50% of the barangays are practicing segregation at source


or if they are not segregated, the Eco-Champions segregate them at
the MRF site.

 6 barangays out of the 62 barangays surveyed, have no MRF. Some


reasons that they gave are they have no available space to
construct them or the previous MRF Segregation bins have already
been worn out.

 The present practice for these six barangays to have their garbage
collected directly by the city truck

 Out of the 62 barangays, 14 barangays have no Eco-Champions.


They just rely on their barangay tanod or volunteers and some
barangay rely on City truck to collect their mix waste
