Reports to Congress

The National Taxpayer Advocate (NTA) submits two reports to Congress each year: an Annual Report, delivered in January, and an Objectives Report, delivered in June.

Because the Taxpayer Advocate Service is an independent organization, these reports are delivered to the Senate Committee on Finance and the House Committee on Ways and Means with no prior review or comment from the IRS Commissioner, the IRS Oversight Board, the Secretary of the Treasury, any other Treasury officer or employee, or the Office of Management and Budget.

Annual Report to Congress

The Annual Report includes analysis of at least 10 of the most serious problems encountered by taxpayers, legislative and administrative recommendations for solving those problems, and a discussion of the year’s ten most frequently litigated tax issues.

National Taxpayer Advocate

Erin M. Collins

Erin M. Collins joined the Taxpayer Advocate Service as the third National Taxpayer Advocate (NTA) in March 2020. Prior to becoming the National Taxpayer Advocate, she was the Tax Managing Director in charge of KPMG’s Tax Controversy Services practice for the Western area until her retirement in April 2019. She has more than 35 years of experience handling controversies at all levels of the IRS, including the examination, appeals and chief counsel functions, as well as representing both foreign and domestic corporations on a wide range of technical and procedural issues.
