Suspect in murder of Harford County mom Rachel Morin waives right to extradition hearing

 

The suspect in the murder of Rachel Morin waived his right to an extradition hearing Monday, authorizing law enforcement to transport him from Tulsa, Oklahoma, where he was arrested, back to Harford County for prosecution.

Victor Antonio Martinez Hernandez, 23, an undocumented immigrant from El Salvador, was arrested Friday night at a sports bar in Tulsa. He was charged with first-degree murder and first-degree rape in Morin’s murder.

Once Hernandez is extradited back to Harford County, prosecution can begin. Extradition could take up to 10 days.

Morin, 37, was reported missing on Aug. 5, 2023. Her body was found the next day near the Ma & Pa Trail in Bel Air.

The sheriff’s office said DNA recovered from the scene matched that of a man, now identified as Hernandez, wanted for a home invasion and assault of a 9-year-old girl and her mother in Los Angeles, California. Video showed Hernandez leaving the home after the invasion.

Hernandez is also the suspect in the murder of a woman in El Salvador in January 2023. He crossed into the United States in February 2023.
