    As Director of the NEPAD, Regional Integration (RI) and Trade Department at the AfDB in Tunis from 2007-2008, Dr. Thomas was responsible for developing programs aimed at fulfilling the NEPAD infrastructure mandate given to the Bank by the AU. In first 6 months of her appointment she introduced innovative thinking into the Bank's business on RI and regional infrastructure, including the NEPAD strategy on Development Corridors and SDIs. By December 2007 she
    mobilized for the NEPAD-IPPF, then a USD10 million
    facility, an additional +USD50 million from several donors.

    From 2003-2007, she was the founding CEO of the SADC-DFRC in Gaborone, Botswana, where she engaged in building the capacity of SADC DFIs on inter alia, Corporate Governance, enterprise-wide risk management and financial sector reform. She was engaged in supporting PPPs in infrastructure, and strengthening skills on investment appraisal and risk analysis. Dr. Thomas was tasked by SADC Finance Ministers with
    management of a two-year feasibility study for a Project Preparation and Development Fund for regional infrastructure projects, now used as a model by other RECs in identifying their most productive role in facilitating sustainable, regional investment projects.

    She was the first African ever and second woman to hold a position from 2005-2007 on the world-wide
    Technical Advisory Panel of the World Bank's Public-Private Infrastructure Advisory Facility
    (PPIAF).
