Brian Marvel

Brian was born and raised in Casper, Wyoming. After serving five years in the United States Navy, as an aviation electrician, Brian returned to Wyoming to attend the University of Wyoming graduating with a Bachelor of Arts in History and Philosophy in 2007. In 2010, Brian graduated from the University of Wyoming, College of Law. While attending law school, Brian co-authored a paper on defining wind rights in Wyoming for the Task Force on Wind Energy for the Wyoming State Legislature. Brian further served as a teaching assistant for undergraduate students taking courses in Environmental Law. Upon graduating law school, Brian was hired as an associate at the law firm of Williams, Porter, Day & Neville, P.C. In 2014, Brian was named a partner at Williams Porter, Day & Neville, P.C. In October of 2019, Brian accepted a position with the Wyoming Attorney General’s Office at its Casper office. Brian currently represents the Department of Workforce Services. 

Charmaine Reed

Charmaine was born in Laramie and grew up in Sheridan, Wyoming.  She earned a bachelor’s degree in marketing from the University of Wyoming and, in 1997, earned her law degree also from U.W.  Charmaine has represented governmental entities for nearly twenty years including being the Riverton City Attorney and a deputy county attorney for both Sheridan County and Natrona County.  She also practiced in the private sector in Florida for five years.  Charmaine is happy to now be at the Attorney General’s Office in the Human Services Division representing the State of Wyoming Department of Health, Division of Healthcare Financing. 

Stephanie Sneesby

Stephanie Sneesby was born and raised in Casper, Wyoming. In 1999, she graduated cum laude with her Bachelor of Business Administration Degree in 1999 from Texas State University. Following graduation, Stephanie went to work in Denver, Colorado in technical sales as an account manager for multiple large oilfield service companies. She attended the University of Denver, Sturm College of Law at night while working full-time and obtained her Juris Doctor in 2006. Stephanie then began working as a landman, obtaining leases, researching mineral title, performing due diligence for acquisitions and divestures, and negotiating and drafting various agreements for uranium and oil and gas companies. In 2022, Stephanie began working as an Associate for Beatty and Wozniak, P.C., focusing on oil and gas regulatory and transactional matters. In August 2022, Stephanie accepted a position with the Wyoming Attorney General’s Office, primarily serving as counsel for the Wyoming Oil and Gas Conservation Commission.

Cally Martinez

Cally grew up in Lusk, Wyoming. She earned her bachelor's degree in behavioral science and health from the University of Utah in 2009, and graduated from the University of Wyoming College of Law in 2012. Cally then went into private practice and was a part-time prosecutor for the Niobrara County Attorney's Office as well as working part-time for Young Williams performing child support enforcement. In 2018, Cally began working as a Municipal Judge for the City of Casper. In February 2024, Cally accepted a position with the Wyoming Attorney General's Office representing the Department of Workforce Services.  

Brian Marvel

Mark is a native of Casper, Wyoming and graduated from Kelly Walsh High School. Mark received an Associate Degree from Casper College where he was an honor roll student and played for the tennis team before he took a full class schedule and worked a full time job. Upon graduation, Mark completed his undergraduate studies with a Bachelor of Science in Political Science after attending Arizona State University and the University of Wyoming. Upon graduation from the University of Wyoming College of Law, Mark later returned to Phoenix, Arizona where he worked for the Arizona Attorney General’s Office. While with the Arizona Attorney General, Mark’s division was the recipient of the Outstanding Attorneys of the Year Award. Mark later returned to Wyoming where he worked at the Natrona County District Attorney’s Office and later as a contract attorney with the Natrona County Public Defender’s Office while establishing a private practice. Mark managed a successful solo private practice for many years until joining the Wyoming Attorney General’s Office representing the Department of Workforce Services in Casper in January of 2024. In his spare time, Mark enjoys landscape photography, hiking, cross country skiing, and spending time with his children and grandson.
