Hello SouthParkFan65, I'm not an expert on this topic but I can give you some general comments. I would suggest to try to bring the article to GA status before attempting FA, especially for editors who don't have much experience with either process. Articles on big topics, like this one, are more difficult to promote and get more scrutiny. For an easier start, you could also try to get some experience with a smaller article first before trying this one.
For the article itself:
  • WP:EARWIG shows no copyright violations
  • There are many unreferenced paragraphs in the body of the article, like the ones starting with "Another possible source is the Spanish word", "Yet another account, endorsed as the", and "French Canadians, Scots, Métis, and other continental natives". According to GA criterion 2b, these passages require inline citations "no later than the end of the paragraph".
  • built-in 1825 by the district's chief factor, should this be "built in" rather than "built-in"?
  • The majority of Oregon's population predominantly of white (European) ancestry and are American-born. there is something wrong with this sentence. Should it be "... is predominantly of ... and is American-born"?
  • There are also small population of should this be "...small populations..."?
  • While the history of the wine production in Oregon remove "the" before "wine"
  • which represents growth of 12% add "a" before "growth"
  • led to establishment of the so-called Silicon Forest add "the" before "establishment"
  • The State of Oregon also allows transit district should this be "transit districts"?
