4-Year-Old, 9-Year-Old Died In Ramsey City Park Incident: Sheriff

A 33-year-old woman also died in the same incident, which is connected to Rum River Central Park.

ANOKA COUNTY, MN — The Anoka County Sheriff's Office identified the three people who died in an incident connected to Rum River Central Park. The dead included two children.

The decedents in the April 8 death investigation at Rum River Central Park in the City of Ramsey have been identified as:

  • Jessica Linette Frank, age 33, of Monticello
  • Solara Rea Frank, age 9, of Monticello
  • Laiken Lea Frank, age 4, of Monticello

On Monday at about 10 a.m., the Ramsey Police Department and Anoka County Sheriff’s Office responded to a welfare check request at Rum River Central Park.

At the scene, emergency responders found a woman and a girl dead in the parked SUV. A boy was found injured and transported to a local hospital where he was declared deceased.

"At this point in the investigation, this appears to be an isolated incident and there is no known threat to the public," the Anoka County Sheriff’s Office said in a statement on Tuesday. "The investigation is ongoing."
