Donald Payne: Mourning Continues For NJ Congressman With ‘Big Heart’

Donald Payne Jr. took up the mantle of his father, a trailblazing congressman, and carved out a legacy that was "uniquely his own."

ESSEX COUNTY, NJ — For more than a decade, U.S. Rep. Donald Payne Jr. has been a fixture in New Jersey’s 10th District, taking up the mantle of his father – the first Black lawmaker to represent the Garden State in Congress – and carving out a legacy that was “uniquely his own,” as a fellow lawmaker put it. And there’s no doubt that his recent death has left a hole in the hearts of many of his peers and constituents across North Jersey.

Payne, an Essex County resident, was hospitalized earlier this month after he suffered a heart attack related to his diabetes. See Related: NJ Congressman Still Hospitalized After Cardiac Episode

“During his treatment for this health issue, he faced medical complications due to diabetes and high blood pressure that led to subsequent cardiorespiratory arrest,” a spokesperson for his office said Wednesday.

“Despite the dedicated efforts of the medical staff to treat him and improve his health, they were unable to prevent his passing unfortunately,” he added.

Payne was running unopposed in the June primary election for the Democratic nomination. The filing deadline for new candidates has passed and Payne’s name is already on mail-in ballots, which have been sent to voters. It will likely be up to county committee members to choose a replacement, who will get a hefty running start at capturing Payne’s vacant Congressional seat in November.

New Jersey's 10th Congressional District includes the following municipalities:

  • Essex County – Caldwell, East Orange, Essex Fells, Irvington, Montclair (part), Newark (part), Orange, Verona, West Orange
  • Hudson County – Jersey City (part)
  • Union County – Cranford, Garwood, Hillside, Kenilworth, Linden (part), Roselle, Roselle Park, Union Township

In the meanwhile, the mourning for Payne continues in New Jersey, where a long list of admirers have been expressing their sorrow over his death (read some of their statements below).

Essex County Commissioner A’Dorian Murray-Thomas - "I last saw Congressman Donald M. Payne Jr. just a few weeks ago at his Annual Women’s History Month Celebration. He held the event in the Essex County Lt. Governor Sheila Oliver room, named after his late friend who spoke at length about for her contribution to our community and service. With passion and grace, he welcomed and introduced each honoree—phenomenal women in health equity, education, public service, and the private sector from the 10th Congressional District. I was hesitant to ask him to take a picture with me— he was working so hard to make sure everything was just right for the honorees, and I didn’t want to be burden. I stole a few minutes of his time before the program to thank him for everything he’s done and continues to do for our community. I thanked him for that time he welcomed me and my Youth Leadership Team of SHE Wins Scholars to his office during our visit to Washington D.C. There he spoke with the girls about how proud he was to be from Newark, how proud he was of them, and how anything was possible, as long as they put their mind to it. In our conversation, we spoke about bringing a delegation of young people from Essex County to his office later this year, and he was ecstatic about the vision. I could go on for days about the millions of lives that Congressman Payne has impacted through his advocacy for survivors of domestic violence, fair pay, education, community wrap-around services, homeland security, workforce development, affordable healthcare, and so much more. But I know him best by how I saw his words amatch up with his actions up close—I know him best by how he treated me, the youth in our community, and scores of unsung heroes who he always found time and space to give their flowers. Payne was not just a congressman to us. He was a servant, a friend, a member of our community, and a Son of the Might South Ward who honored his father’s trailblazing legacy in public service with distinction. Congressman Payne, you will be missed. We pray for your wife, children, family, and the greater community all mourning your loss."

Payne, Jr. carried his devotion to the residents of Newark from his first teenage involvement as founder of the Newark South Ward Junior Democrats, through his service as President of our Municipal Council, to his acclaimed advocacy for New Jersey as Representative in Congress. His dogged determination to win appropriations to win federal funding for the Gateway Project resulted in a $900 million appropriation to upgrade and refashion the infrastructure connecting downtown New York City to the heart of Newark, and reinvigorate the greater Northeast transportation corridor. Through his career, Representative Payne gained expertise in transportation, bridges, and tunnels, but his personal traits also fostered connections. He had a talent for engaging a wide spectrum of collaborators for projects he promoted, and strived to increase inclusive opportunities and diversity by inviting women- and minority-owned businesses. As the son and namesake of the first African-American to represent New Jersey as a U.S. Congressman, Representative Payne had leadership and love for Newark in his DNA. From his time as President of the South Ward Young Democrats to his six-term tenure representing the Congressional 10th District, Congressman Payne was a dedicated leader who advocated on behalf of working families and improving the quality of life for all. Humble, jovial, compassionate, and consistent, Congressman Donald M. Payne, Jr. was a native son of Newark, however, East Orange was his second home. Just a month ago, Congressman Payne attended my 6th Annual Mayor’s Gala and took time to 'pour' into my grandson, a moment that I am sure lil’ Cameron will remember for the rest of his life. That’s who he was – a member of our village who rose by lifting up others. On behalf of the City of East Orange, my wife June and I extend heartfelt condolences to his wife Beatrice, their three children, uncle William, and the entire Payne Family during this difficult time.”

West Orange Mayor Susan McCartney - "The West Orange community mourns the death of Donald Payne Jr., a six-term congressman from Newark who followed his father's footsteps onto Capitol Hill. He died Wednesday at the age of 65. Payne served in the U.S. House of Representatives in New Jersey's 10th Congressional district. Payne had been in the hospital after suffering a heart attack this past April 6th. He is survived by his wife and two sons and a daughter and will be remembered as a dedicated public servant."

South Orange Village President/Mayor Sheena Collum - "I'm really sad to share, if you haven't heard the news, Congressman Donald Payne Jr. passed away. He was our Representative for a decade in South Orange. This is a shot of him from our firehouse welcoming new recruits to the South Essex Fire Department two months before our congressional redistricting took effect. I last saw him about a month ago on a Zoom and that was the last time I saw him. My deepest condolences, on behalf of the South Orange Village Council and the South Orange community to all his family, friends, staff, colleagues, and to all the constituents who loved him. Way too young. I've spoken to our Fire Chief, and we are lowering our flags to remember his service to South Orange and a lifetime of service to New Jerseyeans. May his memory be a blessing."
