Justin D. Green leads a diverse workforce of more than 250 employees across six field offices nationwide and two offices across the globe by providing executive leadership, strategic direction, and operational oversight for the U.S. Food and Drug Administration’s (FDA) criminal investigations while fostering partnerships to protect the public health. 

Mr. Green assumed the role of the Assistant Commissioner for Criminal Investigations (ACCI) in January 2023. Before his appointment as the ACCI, he served as the Deputy Director of the Office of Criminal Investigations (OCI) from 2020-2023.  

Mr. Green began his distinguished career with the FDA in 2008 as a special agent in OCI’s Miami Field Office. Over the years, Mr. Green has held many key leadership positions within OCI, serving as the Senior Operations Manager for OCI’s Tobacco Enforcement Program; Assistant Special Agent in Charge for OCI Headquarters Operations; and Special Agent in Charge of the Miami Field Office.

Before joining the FDA, Mr. Green began his law enforcement career in 2004 as a special agent with the Internal Revenue Service, Criminal Investigation Division in St. Petersburg, Florida. 

Mr. Green holds a Bachelor of Science in Accounting and a Master of Business Administration, both from Florida Agricultural & Mechanical University, as well as a Master of Divinity from Palm Beach Atlantic University in Florida. He is a graduate of the Office of Personnel Management’s Federal Executive Institute’s Leadership for a Democratic Society Program and has earned an Executive Certificate in Public Leadership from the Harvard Kennedy School Executive Education Program.

Chad Menster

Chad Menster is the Deputy Director for the Office of Criminal Investigations (OCI) at the U.S. Food and Drug Administration (FDA), serving as the principal advisor to the Assistant Commissioner for Criminal Investigations.  

As second-in-command, Mr. Menster provides executive-level leadership and technical direction in advancement of the OCI mission to protect the public health. Additionally, he is responsible for the overall supervision of OCI’s six field offices, its headquarters, and offices overseas, which together comprise 99% of OCI’s workforce. Functional areas under his management include information technology, FDA center-level liaison, international operations, intelligence, budget/accounting, human resources, general service functions, training, cybercrime, digital forensics, technical surveillance, and virtually all FDA criminal investigations.

Mr. Menster has well-rounded experience across OCI, beginning as a special agent in the Kansas City Field Office and Office of Internal Affairs (OIA), as well as serving in senior leadership roles for the Miami Field Office, OIA, and OCI Headquarters.
 
Mr. Menster has 28 years of experience in law enforcement, with 24 years as a federal agent, including eight years with the United States Secret Service. He served as a Deputy Sheriff in Iowa before becoming a federal agent.    

Mr. Menster is a 2024 graduate of the John F. Kennedy School of Government at Harvard University, Executive Education, Emerging Leaders Program. He is also a 2021 graduate of the Office of Personnel Management’s Federal Executive Institute, Leadership for a Democratic Society Program. He holds a bachelor’s degree from Iowa State University, where he was a Division 1 student athlete.
