I probably wouldn't have given this a second glance but I noticed it was written by Fred Van Lente, and ever since reading his Archer & Armstrong, Volume 1: The Michelangelo Code, he's quickly turned into one of those names I watch for now.
Ok, so this is exactly what it says it is.
Dude is a weird dective. The other cops blame all his oddness on being Canadian (because we all know how strange those guys are) but his bizarre speech and behavior are actually the result of his being a shapeshifting alien. <--from a whole nother planet - not just Toronto!
The story is good and it doesn't just rely on his being from another world. There's an actual mystery here! Plus his partner is fully-fleshed out with an interesting backstory and layered family life.
I'm hoping there may be a continuation of this someday. I'd absolutely LOVE to read more about the dude from Canada.

I just read first few pages of this as a chapter/excerpt in an issue of Dark Horse Presents. I'm really glad to know it exists as a standalone GN!

It was really good! If you can find it at your library, grab it.

I do, too! I hadn't even heard of Van Lente until you and Buddy got me into all the Valiant stuff, but he's brilliant.

When an evil army of moose ridin' Wendigo take a crap on the White House lawn, then maybe they'll believe us.
