While this is a confusing point, but I believe it is the correct behavior.

This is because the “Only if this condition is true” setting for Action only applies to the controls of the corresponding Action button.

If I need to control all editing permissions, including Quick Edit, I use the “Are updates allowed?” setting in the Table.
