So true..In my own career I have seen and have known instances where the entire organisation/department is filled with a sort of vacuum after the departure(retirement or demise) of a Head.. it is because the Head who departed had no vision.. He/she never created a second line of command..He/she did not create leaders.. they were not leaders themselves.. and the organisation/department plunges into a deep dark era..
