Country Weidler is a Deputy Chief at the Texas Division of Emergency Management (TDEM) with responsibility for Field Response. Country has been with TDEM since 2021.

Prior to joining TDEM, Country served as the Search and Rescue (SAR) coordinator for the state of Texas through the Texas A&M Engineering Extension Service. Chief Weidler is a veteran of the Austin Fire Department where he served for over 30 years, promoting through the ranks to Special Operations battalion chief.

Chief Weidler is a founding member of Texas Task Force 1 (TX- TF1). He responded to the World Trade Center disaster in September of 2001, the Space Shuttle Columbia incident, Hurricanes Katrina, Rita and Ike, the Moore, Oklahoma tornado and the West fertilizer plant explosion among many others. During Hurricane Ike, Chief Weidler led the statewide search and rescue effort.

During Hurricane Harvey, the largest hurricane response in Texas history, he coordinated statewide search and rescue, consisting of local, state and federal resources. Weidler served as an integral member of the Governor’s Commission to Rebuild Texas. In August of 2018, Weidler served as the state’s representative to Texas’ historic response to catastrophic wildfires in California.

During the COVID-19 pandemic and in the spirit of “other duties as assigned,” Weidler assisted the state of Texas, leading the “Pony Express” and managing testing logistics. His 30 years as a first responder and subject matter expertise as a leader during all major disasters since 2014, made him an integral part of the state’s response to the pandemic.

Orlando Alanis is an Assistant Agency Director and is responsible for managing the State Operations Center and Incident Support Task Force.

Orlando joined the agency in 2023 as the Senior Director of DDEOC Coordination and Field Response. He came to TDEM from the Texas Department of Public Safety, where he most recently served as Chief of the Texas Highway Patrol since 2021.

He began his career with DPS in 1996 as a Capitol police officer in Austin. In 1997, he returned to recruit school and upon graduation was stationed in Alice with the Highway Patrol Service, beginning nearly 2 decades of service across South Texas communities including Harlingen, Eagle Pass, Brownsville, and Laredo. Rising through the ranks, he promoted to Highway Patrol captain in 2010 and in 2014 became a Highway Patrol major stationed out of El Paso.

He was appointed as a DPS regional director in 2017.

Orlando earned a Bachelor of Science degree in Criminal Justice from Lamar University and is a graduate of the Northwestern University Police Staff and Command School.

Assistant Agency Director & Chief of External Affairs

Blair Walsh serves as an Assistant Agency Director and Chief of External Affairs, and joined the TDEM team in August of 2019. Prior to joining TDEM, Blair worked in government relations for 16 years serving Members of Congress, trade associations, and in state government.

Most recently, Blair served as Assistant Director of Legislative Affairs at a global law firm, and prior to that served for 4 years at the Department of Public Safety. In that position she managed the policy portfolio for TDEM, criminal investigations division, intelligence and counterterrorism, Texas Capitol security and cybersecurity in the office of government relations.

Blair has managed state legislative and congressional response and outreach for TDEM during not only Hurricane Harvey but through 13 federally declared disasters, numerous fires, and Federal emergency declarations.

Blair attended the University of Oklahoma where she majored in Political Science. While Blair worked for the federal government, she attended National Defense University working toward a MA in Strategic Security Studies with an emphasis in conflict management.

Seth W. Christensen is an Assistant Agency Director and Chief of Media, Communications, and Preparedness at the Texas Division of Emergency Management (TDEM). In this pivotal role, Seth collaborates closely with Texas Emergency Management Chief Nim Kidd and is a key member of the agency’s executive leadership team. He oversees critical functions within the agency, including media and communications strategy, emergency preparedness planning and exercising, and coordination of the Texas State Emergency Operations Center’s joint information center.

Before joining TDEM in September 2019, Seth served as Chief of Staff at the Texas Juvenile Justice Department. There, he played a crucial role in advancing juvenile justice reform through the implementation of “The Texas Model,” a trauma-informed approach aimed at improving youth out comes and public safety.

From 2015 to 2018, Seth served as a Policy Advisor in the office of Texas Governor Greg Abbott. His work encompassed a wide range of policy areas, including emergency management, public safety, homeland security, juvenile justice, and the judiciary. Notably, he served as the Governor’s liaison to TDEM, contributing significantly to the coordination of the state’s response and recovery efforts for seven presidentially declared disasters, including the historic Hurricane Harvey.

A native of Brenham, Texas, Seth earned his Juris Doctor from South Texas College of Law and his bachelor’s degree in Political Science from Texas A&M University. He has been a licensed attorney with the State Bar of Texas since 2013.

Paula Hanson currently serves as the Chief Financial Officer for the Texas Division of Emergency Management (TDEM). She provides leadership and oversight of budgetary and fiscal matters, including financial operations, accounting processes and controls, budget formulation, and general management improvement programs.

Before joining TDEM, she served as Associate Vice President & Comptroller at Texas A&M University-Commerce, and as Comptroller at Texas A&M University-Kingsville. In both roles, she was responsible for business and financial operations, including preparation of financial and legislative reports, financial analyses, and appropriate internal controls. She has over 25 years of Higher Education accounting and financial reporting experience and has been a certified public accountant since 2008.

Paula earned her Bachelor’s in Business Administration in Accounting from Texas A&M University-Kingsville. She received a certificate from the College Business Management Institute (CBMI) in 2008 and completed the Governor’s Executive Development Program in 2019.

Paula enjoys being active in local charitable organizations, and during her work at  Texas A&M-Commerce, she was instrumental in helping strengthen the partnership between the university and the local community, while serving  as a board member for the Northeast Texas Children’s Museum and the Boys & Girls Club of Northeast Texas. She remains an active member of the Texas Association of Senior State College and University Business Officers (TASSCUBO) in the Legislative Appropriations Request Best Practices Steering Committee where, for years, she has been assisting with statewide training workshops.

Jared Miller is the Chief Operating Officer at the Texas Division of Emergency Management (TDEM). He joined the TDEM team in 2023.

Prior to joining TDEM, Jared served for seven years as the City Manager for the City of Amarillo where he led a team of 2,657 employees and administered an annual budget of approximately $491 million to provide the Amarillo community with a wide range of city services. He has broad experience in public administration and management, economic development, state and federal grants, water acquisition, as well as project funding and system installation.

An experienced municipal leader, he previously served as the City Manager of San Marcos from 2014-2017, the Assistant City Manager of North Richland Hills from 2007-2013. Before that, he was City Manager in Snyder from 2005 to 2007 and in Crosbyton from 2003 to 2005. He worked for the South Plains Association of Governments from 2000 to 2003 as a regional services specialist, redistricting coordinator, solid waste coordinator and criminal justice coordinator.

He earned a Bachelor of Arts in Political Science from Abilene Christian University and a Master of Public Administration from Texas Tech University. Jared recently completed 4 years of service as Chair of the Texas Municipal League Public Policy Task Force. He also served on the Texas City Management Association Board of Directors for 6 years, President of the Panhandle City Management Association for 2 years, President of the West Texas City Management Association for 4 years, as a member of the International City Management Association, and the American Society for Public Administration. He also served for over 11 years in the U.S. Navy as a Naval Intelligence Officer.

Jared and his wife Kristin, and their two sons Garrett and Grant, have a family tradition of deep engagement in community, church and school events and activities. He also enjoys rock crawling, riding motorcycles, and travelling.

Dr. Richard Bradley is the Director of Medical Response Services at the Texas Division of Emergency Management. He joined TDEM in March of 2023.

Dr. Bradley is the former Chief of the Division of Emergency Medical Services and Disaster Medicine at the University of Texas Health Science Center in Houston, which includes a fellowship in Emergency Medical Services.  Prior to this position, he served as Medical Director or Chief of Service at two major hospital Emergency Centers in Houston.

His service also includes time as the Assistant Medical Director of the Houston Fire Department, EMS Medical Director for the Harris County Hospital District, Galveston College and Harris County Hazmat.

He has twenty years of service in the Air National Guard, holding the rank of Colonel. He recently completed an assignment as the Medical Group Commander for the 147th Attack Wing at Ellington Joint Reserve Base.

Dr. Bradley completed four military four military deployments overseas, serving as senior Critical Care Air Transport Physician in Iraq for Operation IRAQI FREEDOM. He has been a member of the FEMA Urban Search and Rescue System for twenty years.  He currently serves as a Medical Team Manager for Texas Task Force One and as the Medical Officer for the FEMA national Incident Support Team. His deployments include the 2002 Winter Olympics, the Space Shuttle Columbia recovery, Hurricanes Katrina, Ike, Irene, Maria, Superstorm Sandy, and the SR 530 (Oso, Washington landslide).

Dr. Bradley graduated from Santa Clara University in 1990. He completed his medical training in 1994 at Georgetown University School of Medicine. Prior to graduation, Dr. Bradley amassed a decade as a firefighter, paramedic, and 9-1-1 dispatcher. He has completed a residency in Emergency Medicine at the Stanford-Kaiser Combined Emergency Medicine Program and a Fellowship in Emergency Medical Services with the Houston Fire Department.

He has also held numerous state and national roles, and has earned several accolades and achievements.
