Promoting better policies for better lives in emerging and developing economies is an integral part of the OECD’s mission. It is also an essential contribution to the prosperity and stability of its members. Most OECD departments and special bodies therefore lend their expertise to supporting policy making in partner countries, but only three of them specialise in international development: the OECD Development Co-operation Directorate, the OECD Development Centre, and the Sahel and West Africa Club. The OECD Development cluster works in close co-operation with OECD sectoral committees and directorates. It leverages the Organisation’s assets to support better policies globally, and advance the 2030 Agenda for Sustainable Development. The cluster’s combined networks and expertise ensures that this support is directly informed by partner countries’ governments and stakeholders, adapted to their specific challenges and opportunities, and implemented with regional partners.

    A focus on crisis response can undermine the long-term goals of multilateral development finance. While multilateral organisations are essential for tackling emergencies, governments must ensure they remain strong by investing in their core functions. 📉 The ratio between Development Assistance Committee (DAC) members’ core and earmarked contributions decreased substantially from 2.3 in 2012-14 to 1.1 in 2020-22. Earmarked funding, designated for specific projects and purposes, surged by 42% in 2022 compared to 2021. This isn’t just a UN issue; recent crises have led to increased earmarking across the entire multilateral development system, including the World Bank and IMF. This shift towards earmarking contributes to the system's fragmentation and impairs its performance.     Support earmarked for Ukraine drove the increase in multilateral contributions in 2022. Without crisis-response funding, multilateral contributions would have stagnated. Between 2021 and 2022, earmarked support for Ukraine rose by USD 13.2 billion, while core contributions to the multilateral development system declined by USD 3.2 billion.     Emerging donors are reshaping the funding base of multilateral institutions. While Development Assistance Committee (DAC) members remain the largest contributors to the UN Development System (UNDS) with 95% of contributions, the People’s Republic of China and other non-DAC members made great strides in increasing their influence.     Are multilateral organisations financially equipped to tackle global challenges like poverty and climate change? The share of total development aid provided by and channelled through multilateral organisations — including The World Bank , International Monetary Fund, and United Nations agencies — has increased over the past decade. It now surpasses aid provided purely bilaterally by donor countries, with a share of 61% in 2022 versus 45% in 2012. The broad reach and expertise of multilateral organisations make them indispensable for a collective response to global challenges like poverty, climate change, and conflicts. However, despite increasing financial commitments, many organisations have cut back on concessional finance, limiting their capacity to tackle poverty and support countries at risk of debt.     The multilateral development system, which encompasses more than 200 organisations like the World Bank, IMF, and UN, is crucial for fostering collective action on global challenges.     ↗ 2022 marked the 7th consecutive year that OECD Development Assistance Committee (DAC) members increased their contributions to multilateral organisations.    Their aid was comprised of USD 50.6 billion in core contributions—funds that can be used flexibly, while earmarked contributions—funds designated for specific projects or purposes—reached USD 48 billion.     DAC members can enhance the multilateral development system's efficiency and effectiveness by pursuing reforms and prioritising funding quality, coherence, co-ordination, transparency, and accountability.    As the Summit of the Future kicks off this month, read our 🆕 analysis of multilateral development finance and system reforms ➡ https://brnw.ch/mdfr24     #OurCommonFuture #FfD4

    To boost economic growth, Africa must invest in better skills for better jobs. By 2050, Africa’s working-age population will double. Education levels are rising, but most workers still have low-quality, informal jobs due to skill gaps and a lack of quality employment. Over 80% of African young people aim for high-skilled jobs, but only 8% find them. Skill shortages in key sectors, such as agrifood, renewable energies and mining, hinder private investment, perpetuating economic informality.
