Government Systems

The executive branch of state government is responsible for implementing programs and policies enacted by the legislative branch and signed into law by the Governor. The 2023 legislative session was historic in size and scope. Creating or expanding many significant programs and changes including Paid Family Medical Leave, the legalization of recreational marijuana, Universal School Meals, a Child Tax Credit, a Department of Children, Youth, and Families, and beyond. As state agencies move forward to implement these changes—and many others—it is important to ensure programs are implemented in a coherent, equitable, and responsible way.

To deliver on legislative and public expectations, each of these implementation efforts will require excellence in project management. Central functions such as human resources, contracting, accounting, technology, community engagement, and reporting will all be challenged by the unusual increases in demand. These changes come at a time when job vacancy rate is high and unemployment low, impacting state and local governments as well as the contracted partners who often provide services across the state. Agencies and partners will need to effectively manage current resources, balance new priorities, and quickly assess progress so that they can adjust course when needed. To better understand how we’re proceeding and identify risks, it is critical to track and align implementation efforts across the executive branch.

Goal: The State of Minnesota’s government systems are aligned and support all people in Minnesota.

Measurable goal for 2027: Ensure priority projects have the support and resources needed to meet planned project milestones and be implemented successfully by stated date.
