Letter: Casino Bill Impacts District Marsden Doesn't Represent

Jan DeLucien of Reston sent the following letter to the members of the Virginia Senate Finance and Appropriations Committee.

Under what constitutional grounds is Senator Marsden able to submit a bill that he does not represent?

I've checked over 400 senate bills, including commendation bills, and have been unable to find a case where there is a district-specific bill where the represented district was NOT the Chief Patron for the bill.

His bill specifically excludes an area in his district that meets the other criteria is in need of revitalization. (Fairfax County EDA report, 2022) Springfield Mall area is off the Blue /Yellow line not the Silver line.

This is clearly not about local government, as the referendum implies. He is not part of, nor connected to, our local OR state elected officials.

This is a dangerous precedent to set. If you continue this bill to next year, you are opening the doors to other senators doing the same to your district.
