Toll Rates To Increase On Dulles Toll Road In 2023

When toll rates increase, vehicles will begin paying $6 for traveling through the Dulles Toll Road main plaza and exit ramp.

VIENNA, VA — Higher toll rates will take effect on the Dulles Toll Road at the start of 2023, according to the Metropolitan Washington Airports Authority.

On Wednesday, the Metropolitan Washington Airports Authority's board voted to make tolls higher for two-axle vehicles, which are typically most cars, SUVs and pickup trucks. The rates will increase from $3.25 to $4.00 at the main toll plaza and $1.50 to $2.00 on ramps. That equates to the total cost increasing from $4.75 to $6. The increase had been proposed in July.

Toll rates were last increased at the start of 2019. Toll revenue supported part of Metro's Silver Line extension, which opened Tuesday, as well as highway operating and maintenance costs. The airports authority said the $250 million increase in the Silver Line extension's budget did not impact toll rates.

Instead, the toll increase is attributed to debt service requirements.

"Based on the current portfolio of toll road revenue bonds, debt service obligations are projected through 2058, with modest toll rate increases expected every five years," the airports authority said in a news release.

The toll road will also go cashless in 2023, with the transition happening in the first quarter of the year. When a pay-by-plate system is introduced, coins will no longer be accepted and coin baskets will be removed. For those who don't pay through EZ Pass or other payment options, tolls will be billed by sending an invoice to the address registered to the vehicle's license plate. A $1.60 administrative fee will be added for pay-by-plate collections.

Dulles Toll Road has stopped manually collecting tolls in April 2020 due to the COVID-19 pandemic. The airports authority will explore plans to remove toll booths at 59 locations in phases.

The majority of toll road users pay with E-ZPass, according to the airports authority. Drivers may also pay using apps like EZ Tolls VA, GoToll, Slora, Uproad and Peasy (extra fee charged by apps) or pay invoices at tollroadsinvirginia.com.
