Fenabanca denuncia a ente regulador por operativos y allanamientos ilegales
Santo Domingo. – Con fecha, 18 de junio, la Federación Nacional de Bancas de Loterías (Fenabanca) de República Dominicana, denunció que sus miembros están siendo objetos de allanamiento y operativos irregulares por parte de la Dirección de Casinos y Juegos de Azar del Ministerio de Hacienda y viceministro del Tesoro.
Según el reporte en el medio Proceso, Fenabanca señaló que, de manera arbitraria, sus confederados están siendo sometidos a pesquisas irregulares dirigidas por Claudia Álvarez, directora de la Dirección de Casinos y Juegos de Azar del Ministerio de Hacienda y Derby de los Santos, viceministro del Tesoro de dicha institución, bajo las pretensiones de que los establecimientos incautos están ofreciendo ventas extranjeras. La acusación del gremio indica que los operativos encabezados por, “dicha institución es ilegales y en franca violación a los derechos constitucionales,
debido a que se realizan sin ninguna orden judicial y ninguna autoridad competente, como el Ministerio Público. Estos asaltantes a dueños de bancas de loterías regularizadas llegan a los locales a apropiarse de equipos y dinero disponible en los establecimientos, sin dejar siquiera un acta donde se establezca lo sustraído”. Fenabanca insiste en que la Dirección de Casinos y Juegos de Azar debe instrumentar un plan de fiscalización, donde se clausuren más de 30,000 bancas ilegales que han estado operando y que, las mismas no califican para otorgarle una licencia.

On June 18, in Santo Domingo, Federación Nacional de Bancas de Loterías (Fenabanca) of Dominican Republic, which groups lottery ticket retailers in the country, complained that its members are being subjected to raids and irregular operations by the country’s gaming regulators - Dirección de Casinos y Juegos de Azar from the Finance Ministry as well as its Deputy Minister.
According to a report in local media Proceso, Fenabanca has pointed out that, arbitrarily, its associates are being subjected to irregular investigations led by Claudia Álvarez, regulator chief and Derby de los Santos, deputy minister of the Treasury, under the pretence that some lotto retail
establishments are selling foreign lotto tickets. Fenabanca’s accusation states that operative raids led by, “said institution is illegal and in clear violation of constitutional rights, because they are carried out
without any judicial order or any competent authority, such as the of owners of regularized lottery retail outlets go into the premises to appropriate equipment and money available in the establishments, without even leaving a record that states anything that has been taken away.”
Fenabanca insists that the country’s gaming regulators must implement an inspection plan for more than 30,000 illegal lottery retailers that have been operating and do not qualify for obtaining a license and must be shut down.
