Health and Human Services Department issued the cease-and-desist order. The Massachusetts Massage Board issued the $1,000 fine.

According to the town's statement: "At a local level, Wakefield’s Board of Health issues and regulates permits for body work and body art establishments, which excludes massage. Practitioners performing massage are instead required to have a permit issued by the State. It was the Massachusetts Massage Board, therefore, that issued the fine."
