Apply for a New Branch Location License

A branch location license allows a driver education provider with an “in-person” endorsement to operate branch locations that also provide in-person education.

A branch location must have a different physical address than the primary location.

Branch locations must have the same ownership and conduct business using the same name as the primary provider.


Before You Apply

Applicants for a new Driver Education Provider Branch license must meet all requirements in rules and statute, including:

Surety Bond

A surety bond in the amount of $5,000 must be must be provided and submitted on a Driver Education Branch School Bond Agreement Form (PDF) prior to the operation of the school.

The bond must be completed by a company authorized to do business in Texas and made payable to the Texas Department of Licensing and Regulation.

The bond must be valid for the complete term of the license.

The bond must remain in effect until the provider’s license is no longer active. You must submit a bond continuation agreement with each subsequent renewal.

Curriculum Requirements

The courses that you will offer to students must meet the minimum established curriculum requirements.

Application and Fee

To apply for a new license, submit a completed online application form and include the non-refundable application fee of $500.

Apply Online

Licenses are valid for a period of one year from the date issued.

You cannot enroll students or schedule or begin any classes until your license application has been approved. However, you may advertise as a prospective school that is opening soon.

Endorsements

You may only teach in-person courses at branch locations. No other endorsements can be obtained for the branch license.


Conditions of a Branch License

Complaints and Enforcement

The authority to operate a branch location is linked to the primary driver education provider license. If the primary license is revoked, the branch location will also lose its license.

The operation of a branch location license may be subject to any restrictions or conditions placed on the primary driver education provider.

Ordering Certificates

Branch locations may not order course completion certificates. The primary driver education provider must order all driver education certificates and certificate numbers for its branch locations.

Non-Transferrable License

A driver education provider license or branch license cannot be transferred to a new owner. If a change in ownership is proposed, the new owner must apply for a new provider license and new branch licenses as applicable at least 30 days before the date of the change.
