Beth Bibus joined MAD as a senior consultant in 2012, and she has served in leadership roles since 2015. Beth has over 20 years of professional and leadership experience in Minnesota government and nonprofit organizations. As director of MAD, she provides informal consultation across state government and the public sector. She is often the first point of contact for agencies seeking consulting services, and she works with them to identify presenting issues, opportunities, and challenges and develop potential engagements.
Beth excels at creatively synthesizing qualitative and quantitative data to answer challenging policy and organizational questions. In her consulting practice, she advises and coaches managers and leaders so they can achieve their organizations’ missions to serve Minnesotans. Her areas of consulting expertise include mixed-methods research, organization assessment, policy analysis, program evaluation, external communication and engagement, planning, facilitation, and interagency collaboration.
Beth has consulted for a variety of clients, including the Departments of Administration, Education, Health, Human Services, Natural Resources, and Public Safety; the University of Minnesota; and a few local governments. Her consulting services have ranged from managing interagency collaboration and advisory group engagement projects, to designing and analyzing surveys, to leading research teams and writing comprehensive evaluation and legislative reports.
Beth earned a master’s degree in Public Administration from Hamline University, where she focused on technology in government, social demographics, leadership in public service, and organizational change. She also holds a bachelor’s degree in philosophy and political science from Hamline. Beth serves on the advisory board for Hamline’s Certified Public Manager program.
She completed the Strategies for Building and Leading Diverse Organizations Program, John F. Kennedy School of Government at Harvard University, Executive Education. Beth is also a graduate of the State of Minnesota’s Emerging Leaders Institute and Senior Leadership Institute.
