Charlie Sellew

Manager, Budget Implementation Consulting

Charlie Sellew joined MAD in 2019, bringing a background in program design, evaluation, and policy analysis. Prior to MAD, Charlie was a strategy and analytics consultant in Deloitte’s public sector practice, where he served federal, state, and higher education clients across the United States. At Deloitte, he advised clients on topics including workforce mobility, economic clusters, and the student experience. 

Consulting focus

At MAD, Charlie works with state agencies to design government services in ways that improve access and equity, leads assessments of program effectiveness, and advises clients on increasing employee and stakeholder engagement. His work combines qualitative and quantitative analysis, often drawing human-centered design, behavioral economics, and geospatial analysis approaches.

Client and project highlights

Recent projects have included: 

  • Improving access to government services for Minnesotans with limited English proficiency, including projects with the Minnesota Department of Public Safety and the Minnesota Department of Labor and Industry.
  • Gathering feedback from families and identifying ways to improve services based on this input, including interviewing and surveying parents in the child support program for the Minnesota Department of Human Services and interviewing parents of children with special health needs for the Minnesota Department of Health.
  • Facilitating workshops for state leaders to plan structural changes to programs across a range of agencies, including the departments of Health, Human Services, Education, Transportation, and Public Safety.
  • Analyzing ways to improve the efficiency and effectiveness of government services, including test backlogs at Driver and Vehicle Services, hazardous materials response planning at the State Fire Marshal Division, and eligibility and risk management processes at the Minnesota State Retirement System. 

Educational background

Charlie has a bachelor’s degree in public policy from the University of North Carolina at Chapel Hill and a master’s degree in public policy from Harvard Kennedy School. At Harvard, his master’s thesis was on ways to improve Minnesota’s public assistance programs to better serve families.
