Health Insurance Premium Subsidy

Thanks to Governor Mark Dayton and the Legislature, Minnesotans who have purchased a health insurance plan on the individual market could be eligible for a 25 percent premium subsidy on their monthly bill.

Am I eligible? 

To qualify for the subsidy in a given month, you must meet the following criteria: 

  • Be a Minnesota resident 
  • Be enrolled in a health insurance plan on the individual market
  • Not be enrolled in Medical Assistance or MinnesotaCare 
  • Not receive federal advanced premium tax credits (APTC)

How do I get the 25% premium subsidy? 

If you are eligible, you will see the premium subsidy on your health insurance bill later this spring, and then each month for the rest of the year. How it works: you pay the discounted price up front and the State of Minnesota reimburses your health insurance carrier for the cost. But be sure to pay your full premium until you see the premium subsidy on your bill. 

It’s that simple. No application. No red tape. No waiting to see if you’re approved. If you are eligible, you will get the subsidy. 

How will I get a subsidy for any months I was eligible prior to May? 

Your health insurance carrier will communicate details of how you will be repaid for subsidies you were eligible for in January through April. Some carriers are planning to mail checks, while others will provide a credit on future bills. Check with your health insurance company to determine how you will receive the premium subsidy for the first few months of the year. 

What if I don’t have coverage right now? 

Open Enrollment is passed, but certain life events could qualify you for a Special Enrollment Period to sign up for a new plan. Visit www.mnsure.org to find out more. You may be eligible to receive a 25% premium subsidy on new coverage.

What happens after 2017? 

Providing Minnesotans with relief was a critical first step in addressing rising premiums. As this is a one-year appropriation, Governor Dayton and the Legislature are hard at work on the next step: passing necessary reforms to ensure premiums remain affordable going forward.
