Jennifer Hassemer

Assistant Commissioner of Debt Management

Jennifer Hassemer is Assistant Commissioner for Debt Management at Minnesota Management and Budget where she has primary oversight of the state’s bonding programs, including general obligation, state appropriation and revenue bonds, as well as third party lease purchase financings. Before becoming Assistant Commissioner, she served three years in the debt management division at MMB advising state agencies and communities around the state on the proper use of the state’s debt. Prior to joining the state she worked as a public finance attorney at Dorsey and Whitney, where she served as bond counsel to municipalities throughout the region, as well as underwriters counsel and disclosure counsel.

She obtained her J.D. from the University of Wisconsin Law School and also has a Masters of International Public Affairs from the LaFollette School of Public Affairs at UW-Madison.
